Council President Hernandez called the Committee of the Whole
Meeting of the Tukwila City Council to order and led the audience
in the Pledge of Allegiance.
JOE H. DUFFIE, DENNIS ROBERTSON, JOAN HERNANDEZ (COUNCIL PRESIDENT),
CLARENCE MORIWAKI, ALLAN EKBERG, STEVE LAWRENCE, JOHN RANTS.
Mayor Gary L. Van Dusen, Maxine Anderson (City Clerk), Rick
Beeler (Director of Community Development), Ron Cameron (City
Engineer), Alan Doerschel (Finance Director), Ross Earnst (Public
Works Director), John McFarland (City Administrator), Nick Olivas
(Assistant Fire Chief), Viki Witschger (Personnel Officer).
Roger Baker, 11624 62nd Avenue South, spoke against the use of
Duwamish Park as a baseball play field by adults. Adults climb
the fences to retrieve balls and there is not adequate parking
for the numerous cars. He recommended the park be used for family
games.
Councilmember Moriwaki reported this matter was discussed in the
Community Affairs and Parks Committee. The City has not been
aware of the problem. It has been suggested that these groups use
the Foster Park for adult baseball games. The concern will be
discussed with Don Williams, Director of Parks and Recreation.
Pam Carter, 4115 South 139th, spoke about the recent mailing that
has been critical of the sensitive area ordinance. She does not
know who initiated the mailing, but she wanted the Councilmembers
to know that many citizens support the sensitive area ordinance.
Pam Carter, 4115 S. 139th, spoke of recent police activity that
has taken place in the wooded area contiguous to Southgate Park.
She suggested the area be considered for development into a
wooded park with paths. The area has long been used by transients
and has been a problem for years.
Councilmember Moriwaki reported this matter was discussed in the
Community Affairs and Parks Committee. Information will be
relayed to the public. Public input as to use of the area is
requested.
Eric Halvorsen, representing Union Distributing Company, spoke
in favor of above ground tanks, Class 3 and 4, with a restriction
on size (2500 gallon maximum), double wall tanks painted a
pleasing color or surrounded by privacy fences. He stated insurance
is not available on underground storage tanks. He requested the
City Council develop an ordinance permitting above ground tanks.
Councilmember Ekberg replied that this matter was discussed in the
Safety Committee. The fire chief has been requested to furnish
input. Other cities' ordinances will be considered. A report
will be made.
MOVED BY DUFFIE, SECONDED BY RANTS, THAT A PUBLIC HEARING FOR
CONSIDERATION OF BRIGADOON RIDGE SUBDIVISION BE HELD AS SOON AS
POSSIBLE. MOTION CARRIED.
John McFarland, City Administrator, presented the format of the 1990
CIP work plan which describes the actual work elements for the
programmed and budgeted CIP project activity. The value of the
work plan will enable Councilmembers to have a more precise
understanding of what CIP projects will be initiated during the
year and to what degree they will be completed. This will permit
a more effective and accountable management of resources throughout
the CIP process.
Councilmember Robertson stated he liked the File being shown
and requested a column be added next to budgeted amount to show
the amount of money that has been spent.

REPORTS
Mr. McFarland requested the City Council give direction as to
the prioritization so future work plans can be prioritized.
Alan Doerschel, Finance Director, explained the proposed ordinance
deletes the portion of Ord. #1319, Section 4, which required three
Council Committee members to approve purchase of items costing
between $100 -$500 (previously considered capital) which were not
specifically budgeted. Because of internal departmental, finance,
administrative, and existing Council controls, this is an unnecessary
requirement. As long as these supply items can be absorbed within
each department budget no further approval should be necessary.
He explained the present system ties up his department and causes
unnecessary work. The purchases could have the initials of himself
or John McFarland.
Councilmembers Duffie and Moriwaki both stated they thought
present controls were good.
Councilmember Ekberg stated the Council can repeal the proposed
ordinance if it does not accomplish the purpose. Councilmember
Robertson agreed the Council could review the procedure for one
year to see how it works.
Alan Doerschel, Finance Director, explained stricter restrictions
could be imposed if the Council wishes it.
MOVED BY RANTS, SECONDED BY EKBERG, THAT THE PROPOSED ORDINANCE
BE ON THE AGENDA OF THE NEXT REGULAR MEETING OF THE COUNCIL.
MOTION CARRIED.
Council President Hernandez reported that the Council agreed at
the January retreat to include on the reverse side of the Council
agenda information about public comments that are made at Council
meetings and in public hearings, information that should be
supplied and time restrictions.
Mayor Van Dusen suggested a brochure could be printed containing
the instructions and it could be picked up at the entrance to
Council Chambers.
Council President Hernandez stated the matter will be referred
to committee and further report will be made to the Council.
Ross Earnst, Public Works Director, explained the contractor for
North Hill REservoir and Pump Station Project has requested the use
of 57th Avenue South and future parking area to complete the
mechanical room portion of the pump station. Access to the upper
level of the pump station is very difficult until the reservoir can
be backfilled in late April or early May. Refusal to grant the
access will prolong completion time. Granting the access will
save the City about $30,000. The contractor will save some in
overhead and will have to keep the roads clear and maintain them.
There will be approximately 5 trucks per hour using the road on
Monday through Friday. The City can control the time the roads
will be used.
Councilmembers discussed the effect the increased truck traffic
would cause at a time when children are walking to and from
school, the fact that the street is narrow and neighbors may
complain.
Mayor Van Dusen suggested the matter be reconsidered and more
information will be brought to the next meeting.
Council President Hernandez reported that she, Councilmember Rants,
and Legislative Coordinator Lucy Lauterbach attended the AWC
Conference in Olympia.
Council President Hernandez reported Councilmember Duffie will be
the NLC representative to attend a conference in Washington, D.C.

Council President Hernandez informed the Council that the joint
meeting with the South Central School Board has been suggested
to be held on March 14 at 7 p.m. in the School Board Room.
Discussed will be the Human Services Study, Drug Program and
Recycling.
Councilmember Moriwaki reported the Scout Pack is in need of a
sponsor. He suggested the City of Tukwila act as sponsor.
Councilmember Moriwaki reported consideration is being given to
adjustment to the greens fee when players can play only four or
five holes due to lack of daylight.
MOVED BY DUFFIE, SECONDED BY MORIWAKI, THAT COUNCIL GO INTO
EXECUTIVE SESSION TO DISCUSS LABOR NEGOTIATIONS AND A PERSONNEL
MATTER. MOTION CARRIED.
MOVED BY ROBERTSON, SECONDED BY RANTS, THAT COUNCIL ADJOURN THE
EXECUTIVE SESSION. MOTION CARRIED.
MOVED BY MORIWAKI, SECONDED BY ROBERTSON, THAT THE COMMITTEE
OF THE WHOLE MEETING ADJOURN. MOTION CARRIED.
