The site is located in the NE1 /4 of the SE1 /4 of Section 3,
Township 23N, Range 4E, W.M. The Seattle street address is 10428
- 47th Avenue South. The old house will be removed during
construction and the new construction house will be completed.
The area was historically part of South King County but was
recently annexed into the City of Tukwila, Washington.
These storm drainage calculations are based upon the Yrjanainen &
Warren Rational Method as required by the King County 1979
Drainage Ordinance (dated November 1979). The site was
conditionally approved by King County in the mid- 1980's and those
preliminary approval conditions have been accepted by Tukwila as
assigned by King County. Based on conversations with Tukwila
staff, this design has been prepared as it would have been at the
time of King County approval.
Intensity Chart #18 was used to determine the 10 YR /24 HR storm
intensity for King County /Seattle. Retention volume was
determined based upon the 25 YR storm formula with a 10 year
undeveloped release rate.
Average slopes for the existing conditions, based upon topography
supplied by Schroeter Surveying. The original value of the
coefficient of runoff for the historic condition of 0.15 was
based upon dense forest cover with slopes exceeding 5.0 %.
Natural soils of the site were described by the King County Soil
Survey as

sand with gravel (glacial ti77).

The site and offsite areas currently slope toward the east edge
of 47th Street to a shallow roadside ditch. The ditch slopes
south to a Type 2 storm manhole(i.e.48" diameter). The survey
shows a 12" CP entering the north end of the CB, a 6" CP entering
from the east and an 18 "CP leaving the CB to the west. The system
has been installed for some time and there is no record of the
installation at the City of Seattle. The aerial topographical map
shows a ravine which formerly served as a steep drainage swale
dropping west from 47th to Martin Luther King Way. A
miniwarehouse development was constructed on the wooded site
prior to 1985. As Dick Heintz, P.E., indicated in his 1985
Preliminary Drainage Report, "... the majority of the water is
absorbed into the lower water table and surrounding woods causing
no adverse impact to the soil system below. Small quantities of
runoff is fed onto a paved gutter system on site within the
miniwarehouse."
Within the miniwarehouse site, there are 4 Type II storm manholes
with galvanized shear gates that control surface water, releasing
controlled flows on to Martin Luther King Way. It is assumed that
flow restriction was designed according to pertinent King County
standards at the time. City of Seattle as -built plans of Martin
Luther King Way indicate that runoff from the east side of this
major arterial flows north in open ditch to an 18 inch CP
culvert and a CB (i.e. Seattle,type 151) then crosses to the west
side in 18" culvert.
At the next downstream manhole, the 18" identified on the Exhibit
as D18 -7 connects with a 48" culvert(D48 -8). Both culverts
discharge to a 60" culvert (D60 -8) which may be a retention pipe
with a 36" outlet pipe(D36 -8). The water may also back up into a
large wetland pond area which is part of the I -5 highway drainage
system. Considering the large capacities of the downstream pipe
network, the regional nature of the storage provided and the
large paved surface areas of the commercial sites downstream, the
proposed development of 6 lots with detention is not expected to
noticeably affect the downstream conditions that now exist.

The purpose of this letter is to explain the sequence of events in
order to complete your piggyback short plat. The comments listed
below are based on our meeting of Tuesday, May 19, 1992.
As indicated in the meeting, the City will honor the preliminary
short plat approved by King County in 1986 because this property
was annexated into the City of Tukwila in the spring of 1989. The
City policy is to accept prior application approvals from other
jurisdiction.
The conditions are requirements that need to be met prior to final
approval of your piggyback short plat.
PIGGYBACK SHORT PLAT
* Provide sewer and water availability forms from the City of
Seattle. (Note: Minimum residential water requirements -
1,000 gpm /20 psi residual pressure.)
* Parcel C house may need to be sprinkled depending where
the required fire hydrant is location.
* Install no parking signs within the cul -de -sac because the
driveways will be used as part of the hammer head.
* Show on the map page the location of existing and proposed
hydrants to serve properties and meet Tukwila Fire Department
requirements.

ROAD IMPROVEMENTS
Johnson Piggyback Short Plat
The 40 ft. private access road width and 80 ft. diameter cul -de -sac
width are acceptable dimensions by easement only if Public Works
private access road requirements and 47th Avenue South R/W
dedications are met. These requirements are identified below.
* 47th Avenue South is a classified as a "local street ".
Therefore, dedication of an additional 10 feet of R/W is
needed to bring the half 47th Avenue South width up to the
desired 30 feet. This must be included on the short plat map.
* In the 80 diameter cul -de -sac easement provide a designed
pavement section with 69 feet of pavement radius, curb and
gutter and 5 foot wide sidewalk.
* In the 40 foot wide easement for the private access road you
need to provide 24 feet of pavement for roadway stem with
curbs and gutters on both sides of the private access road,
and a sidewalk on one side of the road to 47th Avenue South.
* Provide drainage for private access road connecting into 47th
Avenue South drainage system.
* On the short plat map show a 25 foot curb radius at 47th
Avenue South.
* Install a stop sign and "Private Street" sign at the 47th
Avenue South intersection.
UTILITY REQUIREMENTS
* Comply to the City's undergrounding ordinance (refer to Public
Works)
* Comply to the City's development standards for construction of
the infrastructure improvements.
* A Land Altering Permit will be required because over 50 cubic
yards and 6,000 square feet will be disturbed.
* Provide a maintenance agreement for the private access road
and common use utilities.
* Identify any other structures like rockeries or retaining
walls to be constructed as part of the development.

* Rockeries must exceed 4 feet in height and not include any
surcharge.

Dear Terrance;
At your request a wetland assessment was completed April 5, 1992 on your 47th avenue property
in Tukwila, Washington. The site was assessed in accordance with the Federal Manual for
Identifying and Delineating Jurisdictional Wetlands (FICWD, 1989). This is the manual currently
used in the City of Tukwila. Under this manual three criteria, including hydrology, soils, and
vegetation, are required to make a wetland determination. The following letter describes the
existing conditions of those three criteria, and makes a subsequent wetland determination.
Hydrology
Site investigations followed a small two day storm event. No water was observed on -site.
No evidence of ponding or surface water conveyance was seen. Data plots at four locations did
not identify any shallow groundwater. Subsurface soil indicators did not indicate any apparent
wetland hydrology.
A small swale is located in the northeast corner of the property (Lot 3). This swale runs westerly
into a pipe in the center of the property. No evidence of recent conveyance was observed in the
Swale. A defined channel is lacking as is deposition of sediments. The off -site area drained by the
swale has been graded into a church parking lot. This has apparently diverted surface waters
toward Ryan Avenue to the east. It appears that the on -site swale is inactive.
Soils
Soils on -site were assessed at four data plots in each plant community and in low areas that may
support hydric soils. No indicators of hydric soils were found. All identified soils are mineral
with relatively high chroma subsurfaces. All soils were dry and no ponding was observed at the
time of investigation. All on -site soils are nonhydric.
Vegetation
Two plant communities are present on -site. One is a nearly monotypic stand of Himalayan
blackberry with scattered grasses where light penetration allows them to be competitively
successful. This community occupies approximately 70 percent of the subject property. The
second community is an herbaceous community dominated by quackgrass, thistle, bentgrass,
plantain, dandelion, dock, blackberries, and velvet grass. Both communities lack a
dominance of hydrophytes and are considered nonhydrophytic.

Wetland Determination
Wetlands are determined for all areas that support wetland hydrology, hydric soils, and
hydrophytic vegetation. These criteria are lacking for all portions of the property and a
nonwetland . determination is made for the entire property.
A small area of approximately 1200 square feet in the northeast corner of the property meets the
City steep slope criteria. This area is probably a Class 2 slope. A geotechnical study would be
required to build on this slope. No setbacks from the toe -of -slope are required and the proposed
footprint on Lot 3 does not appear to impact the slope.
From these site investigations, it appears that the proposed six -lot short plat is not restricted by
sensitive areas. Please feel free to call me with any questions or concerns. Thank you for the
