Dear Ms. Thomas:
Regarding your letter to Public Works dated 3/19/92, Public Works
policy does not require the obligation of frontal improvements (curb,
gutter, sidewalk and associated utility relocations) for a two -lot
short plat under single family residential zoning. If you wish to
reapply for a two -lot short plat, please contact Darren Wilson,
(431 -3682) with this request.
Although you have the option of including one internal private drive
serving both lots, Public Works will allow two separate access points
off of 32nd Avenue South for this two -lot short plat. With separate
access points off of 32nd Avenue South, no internal roadway /utility
improvements will be required by Public Works as part of the short
plat.
You are referred to other City agencies, including the Fire
Department and the Department of Community Development, Building
and Planning Divisions, for other requirements and approvals
which may affect the commencement of this work.
If you have any further questions from Public Works, please call me
at 433 -0179.

Dear MS. Malinak
The purpose of this letter is to indicate the following shall occur
prior to final approval of your short plat and administrative
planned residential development application. Please excuse the
delay in producing this letter. The comments listed below are
based on our meeting in December 1991.
The conditions are divided into requirements that need to be met
prior to final approval of your Short Plat, Administrative Planned
Residential Development and Sensitive Area Ordinance.
SHORT PLAT CONDITION:
1. Revise the survey map and remove N.G.P.E.
2. The 20 -foot buffer area must be extended to edge of property
line.
3. All required improvements must be constructed by the applicant
and accepted by the City of Tukwila, or a bond may be posted
by the applicant for construction of same, prior to the short
plat being filed. Said bond assignment shall be in amount
equal to one hundred fifty percent of the estimated cost of
complete construction of such improvements as determined by
the Director of Public Works. (Refer to TMC Section
17.08.080).
4. Show the location of the fire hydrant on site plan.

SENSITIVE AREAS ORDINANCE:
5. The buffer area must be planted with native trees and shrubs
as part of the landscape plan requirement. This plan must be
completed prior to final approval of the short plat.
6. The landscape plan must be stamped by a Washington State
licensed landscape architect.

approval, the short plat shall be null and void. Upon written
request by the subdivider, the Short Subdivision Committee may
grant one extension of not more than six months.

RE: SITE VISIT ON JANUARY 17, 1992
This letter is a summary of the City of Tukwila DCD Department
regarding clearing and grading within a designated 20 -foot slope
buffer. This was verified with your daughter, Elizabeth Thomas.
A short slope area (8 to 12 feet of elevation) existing along the
eastern edge of the Malinak Property where blackberry bushes with
only a few trees in this area were completely removed.
During the review of this APRD /Short Plat and using SAO guidelines,
the Planning Division decided that the slope area and a 20 -foot
buffer would be preserved for stability reasons. A geotechnical
study was waived because the slope is located along the site's east
boundary and does not need to be altered for lot development.
After talking with Phil Fraser - Public Works, he stated that the
clearing and grading (LAO) was not permitted. In addition, because
the slope and its buffer were disturbed, the SAO requires some kind
of restoration, per section 18.45.080 E.3.b (page 15) of the
Tukwila Zoning Code. We recommend the buffer area be planted with
native trees and shrubs as part of the landscape requirement. At
a minimum, it is necessary to have a revegetation plan for the
slope buffer area that was cleared. This plan shall be stamped by
a Washington State licensed landscape architect. Our coordination
with the landscape designer is important before they complete a
plan. We recommend that the revegetation plan be reviewed and
approved prior to completion of the Short Plat process. Should you
