Permit 91-02-SMP - CITY OF TUKWILA - LEVEE SHORELINE SUBSTANTIAL DEVELOPMENT 91-2-SMP GREEN RIVER DIKE EPIC-42-90 cc: Bob Giberson Jack Pace DATE: June 10, 1992 M E M O R A N D U M T O F I L E FILE: Corps Levee Project: Shorelines Permit X91 -2 -SMP FROM: Ann Siegenthaler Department of Community Development RE: Addition of gabion wall - amendment to permit As requested by Bob Giberson of Public Works per his memo to Jack Pace 5/11/92, the above Shorelines Permit is hereby amended as follows: Permit includes a 9-foot gabion wall (has been constructed as of this date) along Christensen Road, between back of sidewalk and riverbank. At a time appropriate to ensure vegetation establishment, . but not later than February 28, 19 9 3 the gabion wall area will be re- vegetated as follows: 1. Fill voids with crushed rock, over entire wall. 2. Spread 4 " -6" topsoil over entire wall. 3. Hydroseed entire wall in "natural" grass mix. 4. Plant willow stakes at base of gabion wall and on first tier only; plant at 4 feet on center single file. Note: Entire wall is to be covered with crushed rock and topsoil. This differs slightly from Public Works' request that only lower tiers would have crushed rock and topsoil. This amendment is based on discussions between Public Works (Cameron & Giberson) and DCD (Pace & Siegenthaler), site inspections, Giberson memo of 5/11/92, and Tukwila Shorelines policies and regulations. Because of the change of 1 foot in the Corps of Engineers flood elevation and limited right -of -way, the gabion wall had to be redesigned from a 3 foot high gabion wall to a 9 foot high wall. As part of our construction we will do the following work this fall (September thru November): Spread crushed rock on lower tiers of gabion wall to fill voids in order to hold topsoil. 2. Spread topsoil on lower tiers of gabion wall, 4 " -6" average depth. 3. Plant willow stakes out from base of gabion wall on 4 foot centers in a triangular pattern, and on the first tier on 4 foot centers in a single file. 4. Hydroseed all over to match natural grass area along shore. This revegetation scope of work is based on discussions with Ann Siegenthaler and represents a balance between alternatives. More importantly, the gabion wall is not consistent with our Shorelines regulations, which require re- vegetation of all disturbed areas of shoreline. Slopes not hydroseeded. Topsoil not in. cc: Ron Cameron Don Williams Site inspection on January 30, 1992 of the above project, with Don Williams and Ron Cameron. Noted the following: 1. Ramps not handicapped accessible: too steep, and widths of some ramps (e.g. at P -17 "shelf ") not 4' wide. Ramp at F & N Picnic Area not fixed to 8% as requested of Gilbrough. Looks like it might be as steep as 20 %. (Ramp at Strander was previously measured at 14 %). Per Don, not all ramps need be handicapped accessible. Ron will look at slopes /widths of ramps & make arrangements for re- grading where possible. 2. Drainage at City Shops picnic "triangle" needs re- working. Oak tree surrounded by standing water; could kill tree. 4. Edge of levee at Koll Office' Park needs finishing; is mud hole. January 20, 1992 PREP: Ann Siegenthaler, Assistant Planner I conducted ariinspection on January 20, 1992 of the above project. Noted the following: 1. Ramps not handicapped accessible. Ramp at Strander (not as steep as many) measured at 14 %. Ramp at F & N picnic area not fixed as requested of Gilbrough. Looks like it might be as steep as 20 %. 2. Slopes not hydroseeded. Topsoil not in. 3. Some shrubs in; some trees guyed. Future inspection arranged with Ron & Don. FILE: 91- 2 -SMP: CORPS 205 LEVEE PROJECT DATE: December 30, 1991 PREP: Ann Siegenthaler, Assistant Planner M E M O R A N D U M T O F I L E The above permit was issued in March 1991. Subsequently, several changes in the project became necessary, due to required adjustments in levee location and elevation. The purpose of this memo is to clarify revisions to, and amend the original permit. The Shorelines Permit for the above project is amended and clarified as follows: 1. The finish elevation of the levee will be 2 to 5 feet above existing grade. Impacts of this additional fill on existing recreation areas and existing trees are addressed below. 2. All (except two) of the existing maple trees between Stations 73 and 85 (along Costco) have been transplanted to other locations on the levee. 3. Three trees have been removed; two other trees appear to be lost due to damage during transplanting. 4. Tree replacement /landscape enhancement of the shorelines will consist of: a) hydroseeding of all exposed slopes (by Corps); b) planting of 38 trees (30 by Army Corps, 8 by City); c) planting of 100 shrubs (by City). Plants will be provided by the Corps. Based on availability of plants and public safety issues, plants will be a mix of native and non - native species. Planting /hydroseeding will be completed no later than March 1992. Exposed areas will be hydroseeded according to BMP. Areas where seed does not become established will be re- seeded as soon as possible. Corps Levee 205 Shorelines Permit revisions, 12/30/91 Page 2 5. Public Works will be responsible for a minimum of three inspections to ensure project compliance with Shorelines Permit: 1. immediately following planting and hydroseeding; 2. after 1 year; 3. after 2 years. 6. Public Works Department will implement a two -year monitoring program for existing and new trees along the levee. Dead or dying trees will be replaced within this time period. (Future tree maintenance will be undertaken by the Parks Department.) 7. All existing and identified future picnic areas /waysides will be handicapped accessible. This will involve re- grading of levee banks and construction of ramp(s) in these areas. 8. P -17 Picnic Area will be diminished by levee construction. However, Station 87 Picnic Area (Fredrick & Nelsen) will be enlarged and enhanced. Don Williams has agreed to treatment of levee bank at picnic area with Cintrex, vs. groundcover or grass. 9. To minimize maintenance problems, levee banks will be finish - graded with gradual slopes wherever possible. Date of Site Visit: 12 November 1001 2. Objective of Site Visit: Work with Ann Sigenthal for the city on minor revisions to Corps efforts. Ann and Pam Yorozbu to stake the location of the trees that would be planted as part of the corps effort. 3. Name of Participants: Pam Yoroliu, Noel Gilbrough, and Norm Skaelbreia. 4. Weather Conditions: Rainty 5. Summary: 31 trees as noted on the attached diagram were located with stakes marking their location and species. The Corps will also finish the city shrubs as noted on the attached for them to plant. B. After meeting with Ann and inspecting the levee the following was requested by Ann. a. The upstream (north) ramp on the picnic table area adjacent to costco (approximately station 87 +25) should be sloped on a 12 on 1 slope to allow for handicap access to this picnic area. b. A hole adjacent to the P - 17 pump plant should be filled e. VanDusen, Mayor M E M O R A N D U M TO: Ron Cameron, City Engineer FROM: Ann Siegenthaler, Department of Community Dev RE: LOWER GREEN RIVER LEVEE PROJECT DATE: October 24, 1991 • As part of the Shorelines Permit process for the Green River Levee project, Planning has been reviewing the project through discussions with Public Works and the Corps, site visits, and construction inspection. This review has raised several concerns regarding the project's compliance with its Shorelines Permit. Due to changes in the project, the original Shorelines Permit will need to be amended. Amendments may take the form of a letter which outlines how Public Works' proposes to address the following concerns: 1. Bare, steep banks: The project Shorelines application stated that fill would be an average of 2 feet deep. Revisions to the project have resulted in additional fill, with significant aesthetic, ecological and safety effects in many areas. To address this issue, and comply with Shorelines policies and regulations, levee embankments over 3 feet high will need to be planted with trees or shrubs. Willow, red -osier dogwood and similar native plants could satisfy this requirement without conflicting with flood control functions. 2. Tree protection /replacement: Public Works efforts to work with Planning to protect trees along the levee are appreciated. However, some trees have already been damaged from construction equipment, and some relocated trees appear sickly. The Shorelines application did not include removal of any trees. Therefore, we need to ensure that any trees lost are replaced. To comply with Shorelines regulations, all trees lost within five years of the project start date, due to construction damage or relocation, must be replaced at a 2:1 ratio. Recreation areas: Due to the abrupt edges of the new levee, areas previously used for recreation or waysides are no longer easily accessible. For example, at the picnic area south of the P -17 pond area, there is a sharp drop of about 3 -1/2 feet between the existing grade and the top of the new levee. This abrupt grade change is especially significant for handicapped or elderly trail users and children. To comply with Shorelines policies, we need to have the Corps re -grade these areas to create some access. As a minor issue, the asphalt pads around the trail -side picnic tables (near P -17 pond) were damaged from construction. These should be repaired or new pads put in. Based on discussions with Noel Gilbrough, the Corps is willing to fund enhancement tree plantings up to a few thousand dollars. The Corps will purchase and plant trees at locations specified by the City. I'm working with the Corps' landscape architect and Don Williams on identifying "shelf " /wayside areas suitable for locating trees. Our goal is to decide on tree species, size and locations by November 1st. 2. A site visit with Public Works and the Corps earlier this month, and a recent site inspection of construction have raised some issues regarding the Green River Levee project. I have some concerns about the project's compliance with its Shorelines Permit and with our overall shorelines policies. A. Steep banks: In some areas there are banks 5 -7' high and quite steep which drop off into blackberries. This raises some aesthetic and ecological concerns, and it could be a significant safety problem with respect to children. In addition, Shorelines policies and regulations call for re- vegetation of the riverbank with trees, "consistent with flood control measures." As the Shorelines application stated that fill would be an average of 2 feet deep, I don't think anyone anticipated these conditions -- especially at the time of original Council approval. Although the Corps will sod these banks, this minimal re- vegetation plan does not seem to be an adequate solution. We really need additional plantings along these banks, or at least at the base of them (e.g. willows, red -osier dogwood). We could use a portion of Corps' tree "enhancement" contribution for bank re- vegetation. Memo Jack Green River Levee Project, 10/23/91 Page 2 2. Tree protection /replacement: Although I've requested it on several occasions, the Corps has not been able to provide the City with a base map (s) noting existing trees and levee limits. Consequently, tree protection measures consist of verbal agreement on where the toe of the levee will be located relative to tree trunks. I'm concerned that trees verbally identified for protection may be damaged during construction, and that some relocated trees may not survive. A recent site visit showed that some trees may already be lost: the levee toe is unexpectedly close to trunks, some trees have been damaged by equipment, some transplanted trees look sickly. The Shorelines application did not include removal of any trees. Therefore, we need to ensure that any trees lost are replaced. We should require replacement at a 2:1 ratio of any trees lost within five years of the project start date, due to construction damage or relocation. Using the Corps tree "enhancement" funds to remedy "construction mistakes" seems to defeat the purpose of enhancement. 3. The result of yesterday's on -site visit of the constructed Green River levee within Bicentennial Park, determined its width and location interferes with reasonable use of the park. After my initial review of the site with Ann Siegenthaler, we discussed potential alternatives with Mayor Rants and Don Williams. The alternative solutions to re- establishing a significant portion of park area are listed below. 1) It appears that any relocation of the earthen levee will still encroach on the park lawn. However, if the levee was moved to the existing asphalt trail, most of the park area would be accessible and unaffected. This alternative would have a configuration similar to the levee on the south side of Strander Blvd. and extend north along the existing trail. Without any guarantee of tree survival, the levee could be constructed in between the old cherry and the old maple trees. Retaining structures, tree wells, ect. would be required to minimize impact and allow the levee to fit within the area between the two trees. To avoid the current levee design and area encroachment, a gabion "stepped" wall structure is appropriate along the river side of the existing trail. This wall could use quarry spalls and be anchored into the river bank by terracing directly below the trail. The upper, exposed portion of the wall would need some waterproofing and possibly added support. Significant bank vegetation would not be impacted. Although there would be a solid wall along the trail, it would not block views of the river and could be vegetated to soften its appearance. In addition to full use of the park, I feel the large maple tree could survive the installation of a wall near a small portion of its root system. This alternative is a combination of the above for a more reasonable solution to the levee encroachment. The primary areas of concern regarding impacts to existing trees are from station 30 +00 (the Bicentennial Park) through the Christensen Greenbelt Park, to station 49 +00 the Burlington Northern Railroad (BNRR) Bridge, and station 75 +00 to 95 +00 (behind Costco's parking lot). 3. A detail plan will be provided in the final plans and specifi- cations for the Bicentennial Park and the Christensen Greenbelt Park to indicate existing trees to remain and require protection during levee construction. 4. Existing trees significantly impacted by the levee design shall be removed by the City of Tukwila prior to the start of levee con- struction. Site furnishings including signage, recreation equipment, and benches shall also be removed by the City of Tukwila prior to the start of levee construction. 5. The levee design will avoid any construction within the drip - line of the two historical trees in the Bicentennial Park. One 1 1/2 -inch caliper tree will require removal in the Bicentennial Park. The City of Tukwila and the Corps of Engineers will coordi- nate on detailed design (i.e., embankment slopes and aethetic treatment) of the levee through this park. Proposed levee design I CENPS- EN -DB -AC SUBJECT: Trip Report - Lower Green River (Tukwila) Levee, Design Impacts to Existing Trees then runs through the northern portion of the cul -de -sac on the south side of Strander Boulevard and enters the Christensen Greenbelt Park. This area will also be clarified on a detail plan. 6. Between station 36+00 and station 43 +00, any existing trees (6- to 8 -inch caliper Douglas -fir, honeylocust, or maple, pre- dominately) exist on high ground on the landward side of the levee. Some of the existing trees may be impacted depending on how the levee ties to the existing high ground. In these cases, incorporating 1- to 2 -foot high drywells between the landward levee slope ana the trees in lieu of removing specific trees will be con- sidered. 7. Downstream of station 75+00 approximately 20 maple trees (10- to 16 -inch caliper and 25- to 30 -foot tall) are existing between the crushed brick and asphalt paths. The levee design will impact these 20( +) trees and the city shall decide whether to remove and relocate these trees or remove and discard the trees and replace with similar species at the 4- inch( +) caliper size in a new location. On the landward side of the levee, Costco has recently planted a 15 -foot strip of shrubs and trees in order to comply with city landscape requirements. 8. Potential areas for relocation of existing trees or planting of new shade trees and river bank vegetation are from station 45 +00 to 49 +00 on each side of the BNRR bridge and from station 64 +00 to 69 +00 (adjacent to P17 pump plant) on both the landward and river - ward side of the levee. Possibly, the small park area (station 77 +00) at the north end of the Costco parking lot may also be considered for relocating existing plants to be removed within the project limits. The City of Tukwila recommended to consider plantings of poplar or willow seedlings available from the Soil Conservation Service Nursery for quick establishment of shade /fish cover on bench areas along the river. 9.
