THE PROPOSED PROJECT WILL BE WITHIN THE AREA OF THE GREEN RIVER
AND ITS ASSOCIATED WETLANDS, WHICH IS A SHORELINE OF STATEWIDE
SIGNIFICANCE AND IS DESIGNATED AS AN URBAN ENVIRONMENT.

Development pursuant to this permit shall be undertaken
pursuant to the following terms and conditions:

This permit is granted pursuant to the Shoreline Management Act of 1971 and
nothing in this permit shall excuse the applicant from compliance with any other
federal, state or local statutes, ordinances or regulations applicable to this
project, but not inconsistent with the Shoreline Management Act (Chapter 90.58
RCW).
This permit may be rescinded pursuant to RCW 90.58.140(8) in the event the per -
mittee fails to comply with the terms or conditions hereof.
CONSTUCTION PURSUANT TO THIS PERMIT WILL NOT BEGIN OR IS NOT AUTHORIZED
UNTIL THIRTY (30) DAYS FROM THE DATE OF FILING WITH THE DEPARTMENT OF
ECOLOGY AS DEFINED IN RCW 90.58.140(6) AND WAC 173 -14 -090, OR UNTIL ALL
REVIEW PROCEEDINGS INITIATED WITHIN THIRTY DAYS FROM THE DATE OF SUCH
FILING HAVE TERMINATED; EXCEPT AS PROVIDED IN RCW 9! 8. 40(5)(a)(b)(c).

This is to confirm that the Board of Architectural Review (BAR)
approved project's design as presented on April 25, 1991 ,
(The Conditions are listed on Attachment A.)
The BAR also adopted the findings and conclusions contained in
the Staff Report dated April 1T, 1991
Any changes to the specific design approved by the BAR will
require further BAR approval. Minor, incidental changes may be
administratively approved by the Director of Community
Development.
The decision of the BAR is not final until the appeal period has
elapsed, which is ten calendar days after the above date of
decision. Appeals must be filed in writing to the City Clerk by
5:00 pm. on the final day of the appeal period. Where the final
day of an appeal period falls on a weekend or holiday the appeal
period will be extended to 5:00 pm. on the next work day.

12. GIVE A BRIEF NARRATIVE DESCRIPTION OF THE GENERAL NATURE OF THE
IMPROVEMENTS AND LAND USE WITHIN ONE THOUSAND (1,000) FEET IN ALL
DIRECTIONS FROM THE DEVELOPMENT SITE:
The land uses within 1,000 feet of the site are industrial or office uses.
These include other Boeing facilities, a truck factory, trailer leasing, a
ship building facility, an artificial vanilla production plant, warehouse
facilities, a corporate park, and basic services such as convenience stores
and taverns.

permit to construct a substantial development pursuant to the
Shoreline Management Act of 1971, and that to the best of my
knowledge the information submitted is true and correct.
Attachment A
King County Shoreline Management Master Program, Urban Environment
pages 18 and 19, General Policies:
• Emphasis should be given to development within already developed
areas.
• Emphasis should be given to developing visual and physical access to
the shoreline in the Urban Environment.
• To enhance the waterfront and insure maximum public use,
industrial and commercial facilities should be designed to permit
pedestrian waterfront activities consistent with public safety and
security.
• Multiple use of the shoreline should be encouraged.
• Redevelopment and renewal of substandard areas should be
encouraged in order to accommodate future users and make
maximum use of the shoreline resource.
• Aesthetic considerations should be actively promoted by means of
design control regulations, architectural design standards, planned
unit development standards, landscaping requirements and other
such means.
• Development should not significantly degrade the quality of the
environment, including water quality and air quality, nor create
conditions which would accentuate erosion, drainage problems or
other adverse impacts on adjacent environments.
ADDITIONAL AN NOTES: D.C. NORTH COVED WALKWAYS
(From Shoreline Substantial Development Checklist)
1. Item F: All existing 6" or greater trees will be saved.
2. Item G: Riverbank tree plantings will be characteristic of riparian
zones (birch, willow, aspen). Plantings within the plant will
consist of street tree type plantings compatible with narrow
canopy zone and of shrub and groundcover plantings
reflecting existing species (Rock Rose, Ilex, St. Johnswort).
Specific plant selection will be based on quality of available
plants in quantities required at time of construction. Shrub
spacing and size will provide for rapid full and healthy
appearance. Street tree spacing will follow existing site
motifs which are approximately 25' o.c. Trees will be a
minimum of 2 1/2" caliper at time of installation.
3. Item H: The site is essentially flat; therefore, 5' contours are not
shown. There are no slopes over 15 %, except existing river
bank slopes.
4. Item K: No new parking proposed.
Existing lot size: manufacturing plant: 2,876,000 SF, 66
acres.
Percent covered with impermeable surfaces:
(concrete, asphalt, and existing buildings). Approximately
95 %.
Proposed . Development:
Replace 15,075 SF existing impermeable surface with
permeable landscape surface.
Replace 1,465 SF existing permeable surface with
impermeable surface.
Net increase of permeable landscape surface 13,610 SF.
5. Item N: Color samples are not included because the covered walkway
will match the existing covered walkways, some of which
are visible from East Marginal Way South.
6. Item 0: Canopy gutters will collect at downspouts and outlet across
existing pavement to existing storm water drainage utilities.
7. Item T: 540 CY existing paving to be demolished and removed from
site; 870 CY soil.
