As a condition of the short plat approval for Mrs. Puich, two fire
department issues need to be resolved:
1) either provide adequate hydrants flowing 1000 gpm. with 30 psi.
residual or provide residential sprinkler systems,
2) provide a turn around for fire apparatus.
From the fire department's perspective, the short plat should be
approved on the condition, that these two issues be resolved at the
time of lot development. The fire department will not approve
building permits for these lots without resolution of these issues
addressed in the permit submittal.

Water Analysis Quote from Horton Dennis on 5/31/91
Per our meeting on 5/31/91 and my subsequent phone call to Roger
Eberhart, P.E. of Horton Dennis and Associates, in reviewing the comp
plan, Mr. Eberhart stated that at least 1,000 gallons per minute /20
PSI residual pressure is available for her 3 lot sub - division west of
South 151st Street, if a new hydrant was connected into the existing
12" water line at the intersection of 42nd Avenue South and South
151st Street.
In addition, as far as the location of the hydrant to serve the 3
lots in question, I referred you to the Tukwila Fire Marshall, Nick
Olivas (433 - 1859). If you have any questions concerning this matter
do not hesitate to call me at 433 -0179.

Dear Ms. Puhich:
I have received your response letter of May 7, 1991 regarding the
above short subdivision. Your letter addresses many of the final
conditions of approval listed in my letter of April 18, 1991 and
which we discussed at our meeting May 3, 1991. However, some of
these final conditions have not yet been met.
The status of the final conditions of your short subdivision is as
follows:
1. Streets /access:
Future development on the proposed lots will be required to
provide a proportionate share of the cost to upgrade
(curb /gutter /sidewalk) South 151st to a 2 -lane cul -de -sac
road, per Tukwila Subdivision Code standards. This will be
recorded with the Short Subdivision.
Grades of existing and potential access roads appear to be
10 % -12% (your letter 5/7/91). This is acceptable, as the
maximum grade allowed for fire access is 15 %. In addition,
the 151st cul -de -sac right -of -way (ROW) is currently 80 feet
in diameter, which meets the Tukwila Subdivision Code.
Therefore, no additional ROW is necessary.
2. Utilities: The letter regarding water availability from Water
District #125 (received 5/3/91) states that the lots are
served by a 4" main with 500 g.p.m. As discussed at our
meeting with Fire and Public Works, this is not adequate for
fire hydrant service to three lots nor sprinkling of three
homes, or for other domestic water needs.
You agreed at the meeting that you would provide or ask Water
District #125 to provide more specific information which

addresses these service questions. The following information
is needed:
a) The existing system's residual pressure /flows available
to serve the lots (City of Tukwila minimums are 30
p.s.i. residual pressure and 1,000 g.p.m. flow).
b) An analysis of existing flows vs. minimum flows.
Identify deficiencies in the system, and identify what
upgrades are necessary to meet the minimum requirement.
Any extensions or improvements which may be required to
provide adequate water service must be made prior to approval
of this short subdivision. For more information on the street
and utilities requirements, please contact Phil Fraser or Ross
Heller of our Public Works Department at 433 -0179.
3. Fire protection /service: A fire vehicle turn - around to serve Lot
#3 still needs to be provided. Although the existing cul -de-
sac pavement is 63 feet (per your letter of 5/7/91), Fire
requires a 90' diameter for a turn - around. In lieu of a 90'
diameter paved area, a hammerhead -type of turn - around may be
used for Lot #3. If you choose this option, the hammerhead
turn - around must be drawn on the survey and submitted for
approval to the Fire Department.
Please contact Nick Olivas at our Fire Department (575 -4404)
for specific turn - around requirements. Submit drawings to
Chief Olivas, Tukwila Fire Department, 444 Andover Park East,
Tukwila, WA 98188.
In order to forward your application to the Short Subdivision
Committee for a final determination, the final conditions above need .
to be completed. Please let me know if I can be of further

According to your letter dated April 18, 1991, review of the short subdivision
for the above property has been completed. Certain conditions were to be met
prior to approval of the application. Following are the final conditions that
heave been met for approval:
The existing grade of South 151st is at less than 10%. Grades of driveways
for the three lots were discussed and identified in the first meeting with
Phil Fraser of Public Works on April 26, 1991. Proposed driveways were
located on map with existing grade to be at a maximum of 12% for lot #1,
around 5% for lot #2 and from grade to 2% on lot #3. Existing grade was
also identified at second meeting May 3, 1991 with Nick Olivas of the
Fire Department and Ann Siegenthaler present. If said grade is to be reduced
to meet surrounding properties grade would further be reduced.
151st as it exists is a two -lane road with a cul- de-sac which either meets
or exceeds requirements acceptalle to the Tukwila Public Works Subdivision
Code standards Asphalt portion of 151st measuring 33' Cul de sac = 63'
Sixty feet for cul de sac is adequate under Tukwila Subdivision Code however
it was noted by Nick Olivas that 90' was needed to turn a firetruck around.
We offered to dedicate the necessary footage to the City of Tukwila. Phil
Fraser suggested that a hammerhead turnaround may serve the need for ldt #3.
An all weather surface is also required for any new driveable surface.
Potential driveways are located on surveyors' map. With Tukwila Subdivision
Standard of 40' road access for each lot there is adequate space for three
driveways at least 20' wide— minimum according to Nick Olivas of 16' with a
variance covered with an all weather surface.
Letter of sewer availability has been provided for lot #1. Lots 2 and 3 have
a1 eady been served from Val Vue Sewer District. For further information
please. . check file.
3. Fire protection/service:

Lots 2 and 3 are already serviced by Water District #125. A letter of water
availability has been provided from Water District #125. Water availability
meets the needs of three single family lots.
As required•by Tukwila codes there is a fire hydrant.within 150 of all
lots.
Provisions for a fire vehicle turn around have been covered under the
heading Street /access: to serve Lot #3. Sixty feet is currently required un-
der Tukwila codes for cul de dac - 63 exists paved in asphalt on 151st.
Nick Olivas stated that it would take 90 to turn a fire truck around. At
that time the Committee was told that the additional footage could be cov-
ered by an all weather surface and dedicated to the City of Tukwila.
Please notify me as soon as a Committee decision is reached as I must hand carpy
this to the King County Department of Records for recording.

We have completed review of your short subdivision application for
the above property. Prior to approving your application, the
Department requires that certain conditions be fulfilled. The final
conditions of approval are as follows:
1. Streets /access:
- Identify the existing grade of South 151st and grades of
driveways for the three lots. Access grades may not
exceed 15 %.
Submit a developer's agreement to provide a proportionate
share of the cost to upgrade South 151st to a 2 -lane road
with cul -de -sac, per Tukwila Subdivision Code standards
or equivalent acceptable to the Tukwila Public Works
Director. Enclosed is a sample developer's agreement for
your review. Our Public Works department will assist you
in completing the items specific to your project.
Identify the location of proposed driveways for the three
lots. Driveways must be at least 20' wide and paved.
Provide a letter of sewer availability from Val Vue Sewer
District.
Provide a letter of water availability from Water
District #125. Include any extensions which may be
required, and verification that water availability meets
the needs of three single family lots.

Committee for a final determination, the final conditions above need
to be completed. Review by the Committee requires approximately 1 to
1 -1/2 weeks. After the Committee decision,'you will need to submit
the approved application to the King County Department of Records for
recording. The County will notify us within approximately 4 -6 weeks
of the recording number, at which time the short subdivision is
considered complete. The final conditions of the short subdivision
must be completed within one year from the date of this letter. If
not completed, the current application will expire and a new
application would be required.
