CALL TO ORDER Council President Hernandez called the Tukwila City Council Committee of the Whole Meeting to order and led the audience in the Pledge of Allegiance. ROLL CALL JOE H. DUFFIE, JOAN HERNANDEZ (COUNCIL PRESIDENT), DENNIS L. ROBERTSON, CLARENCE B. MORIWAKI, ALLAN E. EKBERG, STEVE LAWRENCE, JOHN RANTS. CITY STAFF Mayor Gary L. Van Dusen, Maxine Anderson (City Clerk), John McFarland (City Administrator), Don Williams (Parks and Recreation Director). CITIZEN'S COMMENTS Wendy Morgan, Wendy Morgan, 15144 65th Avenue South, reported research on the President, Tukwila Tukwila History Book, "Ticket to Tukwila Community at the Cross Historical Society roads," is on schedule. The research should be completed by April and the book w i l l be available this fall. SPECIAL PRESENTATIONS Warren Wing, Tukwila presentation of Warren Wing presented the slides he has compiled for the Tukwila slides compiled for History Book Project. There were many citizens in the audience the Tukwila History to enjoy the presentation. Book Project. SPECIAL ISSUES TUKWILA CITY COUNCIL City Hall COMMITTEE OF THE WHOLE MEETING Council Chambers MI NUTES Board of Adjustment Curtis Nesheim, Chairman of the Board of Adjustment, introduced Mrs. Rudolf Regel and Richard Goe, members of the Board of Adjustment who were present at the meeting. Arts Commission Kathleen Roberts, Chairman of the Arts Commission, named the members of the Arts Commission. Civil Service Comm. Elanor McLester, Chairman of the Civil Service Commission, introduced Commissioners Anna Bernhard and Vern Meryhew who were present at the meeting. Ms. McLester reported the Civil Service Commission is making every effort to contact minorities and females in advertising for entry level positions. Library Advisory Bd. Trish Ekberg, Chairman of the Library Advisory Board, reported vacancies on the Board are in the process of being appointed. Park Commission Becky Reid named the members of the Park Commission. Planning Commission Lee Cagle, Vice Chairman of the Planning Commission, named the members of the Planning Commission. Sister City Comm. REPORTS Mayor City Council John McFarland, ex officio member of the Sister City Committee, stated the Committee is planning a trip to the Sister City in the spring of 1991. John McFarland, City Administrator, presented a letter from Mayor Van Dusen regarding a library services study. The Mayor's office has been discussing the possibility of joining with other suburban jurisdictions to engage in an analysis of current service levels, costs and potential options for the provision of library services. If the study is done on a joint basis the cost to the City will be $4,000 $7,000. If the City does the study alone it will be approximately $15,000. A consultant has been chosen from Mercer Island which is one of the cities participating in the study. Council President Hernandez stated the matter will be on the agenda of the next Regular Meeting of the Council. Councilmember Moriwaki reported many new and unusual ideas are being considered to expand and bring enthusiasm to the Tukwila nays Celebration. City Council Councilmember Rants, as representative to the Puget Sound Council contd. of Governments, reported on that committee. Audience A citizen from the audience asked about development of plans for a community center. ADJOURNMENT 8:49 P.M. John McFarland, City Administrator, stated the City is currently developing long -range plans for City facility needs which will include a community center. The plans will include a oroposed schedule. Elanor McLester, audience, stated at one time there was discussion in favor of putting in a facility at the golf course that could be used as a community center. Has this plan been developed? Mayor Van Dusen stated it is an open question. MOVED BY DUFFIE, SECONDED BY ROBERTSON, THAT THE COMMITTEE OF THE WHOLE MEETING ADJOURN. MOTION CARRIED.
