DATE: May 6, 1991 A Substantial Development Shoreline Permit Application is herein submitted for the proposed excavation of soil at the Rhone- Poulenc, Inc. facility. The following information is provided for clarification of the application checklist items identified on the standard application form provided by the City of Tukwila. GENERAL Environmental Checklist A completed environmental checklist is provided in this application. PLANS A. A vicinity map showing the site location and surrounding landmarks is provided in Figure 1. B. Rhone- Poulenc, Inc. property boundaries are shown in plan view in Figure 2. An original, full -size version of Figure 2 is provided in Attachment 1 of this application document. A legal description of the property boundary is also provided in Attachment 1. C. Figures 2 and 3 identify the top of bank and other type structures in the area. No utilities are located within the proposed excavation. D. Not applicable, as indicated by the City of Tukwila. E. The 40 -foot river and 60 -foot low impact environmental boundaries are shown in Figure 3. The proposed excavation is not located within either of these designated zones. F. A facility storm drain system line exists to the south of the excavation area as shown in Figure 2. During the brief excavation period (estimated at approximately three days), all drainage will be internal to the excavation. Excavation activities are proposed to occur during the dry, late- summer season. In the event that a substantial rainfall may threat to cause an overflow of stormwater from the excavation pit, Rhone - Poulenc, Inc. will maintain pumps and storage units onsite for collection of the water. Stormwater collected from such an event would eventually be discharged to the POTW in accordance with Rhone - Poulenc, Inc.'s approved METRO permit. The excavation area will be restored to its present flat grade and no additional storm drainage systems are proposed. P. Not applicable, as indicated by the City of Tukwila. Q. Approximately 200 yards of pit -run grade granular material will be used to backfill the excavation area. The backfill materials are currently planned to be obtained from the Cadman Sand and Gravel Quarry in Redmond, Washington. T. Approximately 200 yards of silty sand, sand, and sandy gravel with copper concentrations ranging from approximately 100 to 1,000 parts per million (ppm) will be excavated. The excavated soils are considered non - hazardous and are planned for disposal at an approved solid waste landfill in King County. U. Each copy of this application contains one PMT of any figure requiring reduction to 8.5" by 11" format. DATE: May 6, 1991 In accordance with Ordinance No. 1591 of the City of Tukwila , Washington, ton a Land Alteration Permit Application is herein submitted for the excavation of approximately 200 yards of soil at the Rhone- Poulenc, Inc. facility. A Substantial Development Shoreline Permit Application is also submitted for the proposed project (application attached). The shoreline application addresses most required elements of the land alteration application; thus, the shoreline application is considered the primary reference source for the proposed project, and should be consulted, as appropriate. Based on discussions with the City of Tukwila Planning Department, the following Sections of Ordinance 1591 were identified as either applicable to the project, or, potentially applicable to the project and requiring a comment or explanation if deemed not applicable: shoreline permit application. In addition, a shallow (@less than one foot deep) local surface drainage swale also exists immediately north of the excavation area and is shown in Figures 2 and 3 of the shoreline permit application. A.4. Not Applicable. No structures are proposed. A.S. The proposed excavations will be one foot deep for most of the area with up to 3 feet of soil removed at some locations. The location and graphic representation of the excavation area is shown in Figures 2 and 3 of the shoreline permit application. All excavated soils will be landfilled at an approved offsite location. A.6. Approximately 200 cubic yards of soil will be excavated. A.7. All drainage during excavation will be internal and confined within the excavation area. Following soil removal, the excavation area will be backfilled to the present flat grade and therefore interim or final runoff, erosion, and sediment control measures are not necessary. A.B. Soils will be excavated over an approximate 3 -day period and loaded directly into trucks for disposal. The excavated soils are proposed for disposal at an approved, King County solid waste landfill. Following an inspection by the Washington State Department of Ecology, a pit -run grade granular material will be used to backfill the excavation area. Backfilling is proposed to occur as soon as possible after excavation. A.9. Approximately 200 yards of pit -run grade granular material will be used as backfill. A.10. Existing buildings in the vicinity of the site are shown in Figure 2 of the shoreline permit application. No adjacent buildings, utilities, or structures will be affected by the proposed activity. A.11. No special requirements have been prescribed. B. INTERIM EROSION AND SEDIMENT CONTROL PLAN Not applicable. Soils will be excavated over an approximate 3 -day period and loaded directly into trucks for disposal. All drainage during the proposed 3 -day excavation will be internal and confined within the excavation area. Following soil removal, the excavation area will be backfilled to the present flat grade and therefore interim or final runoff, erosion, and sediment control measures are not necessary. D. MAINTENANCE SCHEDULE & AGREEMENTS Not applicable. The site will be restored to it's original flat grade and no permanent facilities are required. E. MAINTENANCE RESPONSIBILTY Not applicable. See comment to Sections 2.5 B., and 2.5 D., above. G. SOILS ENGINEERING REPORT Not applicable. Non - structural granular pit -run material will be used to backfill the excavation to the present flat grade. In addition, no other permanent structures are proposed for construction, or will otherwise be effected by the proposed activity. H. ENVIRONMENTAL CHECKLIST An environmental checklist has been prepared for the shoreline permit application. Refer to the shoreline application for review of the checklist. ATTACHMENT 2 PUBLIC NOTICE INFORMATION In accordance with instructions from the City of Tukwila, property owners and addresses were identified within 300 feet of the proposed soil excavation area that is located near the northwest corner of the Rhone- Poulenc, Inc. facility. Only one property owner exists within the 300 foot radius of the excavation area.
