Re: Pole replacement in Puget Power's right -of -way and within City of Tukwila
Wetland #12.
Dear Joseph:
We have reviewed the on -site hazardous condition of the subject power line pole and your
letter, dated March 3, 1991, requesting approval from the City to perform the needed utility
maintenance. According to the site visit and your letter, one power line pole needs to be
replaced because it may constitute a hazard or threat to the safety of people or property.
We understand that this work will require the placement of fill in Wetland #12 to allow
truck access for the pole replacement operation.
The City's Critical Area Sensitive Area Ordinance is not yet adopted; however, City of Tukwila Ordinance
No. 1544 established a moratorium on development in sensitive areas. Wetland #12 has
been inventoried for its overall value and was rated by a consultant as having a high value
rating. Ordinance No. 1550 clarifies and amends Ordinance No. 1544. This ordinance
includes Section 3. Specific Conditional Exceptions. Paragraph G of Section 3 explains the
exception process for issues that constitute a hazard and the Director of Community
Development's obligation to respond to the request for exception.
Based upon your meeting with Gary Schulz, Urban Environmentalist, and your request
letter, the immediate pole replacement and associated wetland fill is approved. The new
wetland fill should consist of 5/8 "- crushed gravel and be placed to minimize impacts to
Wetland #12. We will require that both old and new fill removal re- establish approximate
original water depths with as little disturbance as possible to surrounding wetland areas. The
fill material can be spread out onto your access road. We will also appreciate notification
of the planned construction activities to verify the completion of this work.

RE: Replacement of power pole in the PSE right of way.

Puget Power wishes to replace a transmission pole that is within
our right of way north of S. 180 St. and west of the Union
Pacific Railroad tracks. The existing pole leans towards the
railroad tracks and may become a hazard to rail traffic.
We understand that the normal permit process for pole
replacement does not require your departments approval. However
this pole may be in a location that you consider a wetland. On
Monday, February 25, 1991 the site was reviewed by Gary Schulz.
It was his suggestion that we submit this letter to explain our
intentions of how we will address the wetlands issue.
The pole is in a location that includes approximately 2 feet of
water. This pole is approximately 60 ft. from the right of way
maintenance road. Unfortunately we do not have equipment capable
of performing the required work from the maintenance road or from
the railroad.
We propose to fill and an area approximately 15 ft. by 60 ft. in
order to reach the pole. After the installation of a new pole we
will remove the fill with the exception of the fill immediately
around the new pole.
We will at the same time remove the fill that was installed to
reach an adjacent pole. This pole was replaced during a storm
and may have contributed to the damage of the pole in question.
It is our intention to approach this job in the spirit of your
environmental concerns.
