Thank you for meeting with me to discuss your letter dated August 14, 1991 listing the conditions of approval for the above referenced short plat. Your suggestions and explanations of the code were very helpful. With the help of my engineers, I have made the suggested revisions to my application and am, with this letter, resubmitting the short plat document for final approval. As you know, I have lost considerable time during the short plat review process and would appreciate your efforts to expedite final approval so I can begin construction before the winter sets in. The following is a discussion of the short plat revisions made to accommodate the conditions of approval per your August 14, 1991 letter: Tract X has been added as a "pipe stem" to Parcel 3 and granted as an easement to parcels 1 and 2 for ingress, egress, and utilities. 2. Streets /Access: - Parcel 2 has been reconfigured so that it has 24.56' frontage on the access easement. The easement is 30.56' wide where it is serving more than one lot. - The short plat document has been revised to show the north 10' of the access pipe stem to be dedicated to the city. I. have enclosed the signed and notarized Statutory Warranty Deed provided by you to convey the required 10 feet to the City once the short plat has been approved. Butrim PAB:jb enclosures - The access and utility easement has been reduced in length to 197.37' with the above 10' dedication and the reconfiguration of Parcel 3. It is even shorter if measured from the point Parcels 1 and 3 enter leaving only the service to Parcel 2. As stated earlier, the Parcel 3 "pipe stem" is the easement granted for ingress, egress, and utilities. The sewer main is located along the south side of South 148th Street with a stub -out located approximately 6' west of the northeast property corner. This information is available from the Sewer District and does not belong on the recorded plat document. Mayor Thank you for meeting with me to review and clarify your proposed short subdivision (short plat) application for the above property. As we discussed, the Department of Community Development (DCD) has completed preliminary review of your short plat, but cannot approve your proposal until it complies with all of Tukwila's applicable codes. Prior to final approval of your short subdivision, the following conditions of approval must be fulfilled, per the Tukwila's Short Subdivision Ordinance: 1. Lot configurations: As we discussed, Tract X as designed does not provide an acceptable form of access for the three lots. It will need to be re- designed so that access is provided on Tract X entirely; or, one of the lots may be re- configured into a "pipe stem" so that access is provided entirely by easements across a lot. 2. Streets /access: • Parcel 2 must have the minimum frontage width of 20 feet at its access point. (Note: Any access easements must have a minimum width of 30 feet.) • Per the Subdivision Code, South 148th is a substandard street which must be brought up to code. Therefore, an additional 10 feet of right -of -way (ROW) along 148th must be dedicated to the City of Tukwila. Mr. Paul A. Butrim Short Plat, 8/14/91 As we discussed with Phil Fraser, Senior Engineer, dedication of ROW may be accomplished by providing: a letter of intent, a statutory warranty deed, a legal description and a notation on the survey. I have enclosed a blank and a sample of the statutory warranty form. It will not be necessary to wait for City Council acceptance of the title in order to process your short plat. • Access to Parcel 2 is shown at 210.02 feet; however, private access roads must not exceed 200 feet in length. Dedication of 10 feet of ROW will help resolve this. A minor adjustment in lot lines can resolve the remaining .02 feet, depending how you revise the lot configurations. 3. Utilities: Locations of all utilities and utility easements must be shown on the survey. This includes the location of the sewer main and side sewers, and a utility easement which serves all three parcels. Fire protection /service: • Tukwila codes require the short plat applicant to provide a fire hydrant within 150' of all lots. However, this requirement may be waived if the future homes are sprinkled. If you do not wish to provide a fire hydrant for your project, you must do the following: the survey must contain a notation that all future homes will be required to have sprinkler systems, per Tukwila codes, as conditions of building permits. • A fire vehicle turn - around to serve all three parcels is required. The Fire Department will accept a "hammerhead" turn- around drawn to meet code requirements. I have provided you a sample of hammerhead dimensions.
