RE: Notice of Decision by the Planning Commission
File Number: 91 -7 -SPE
This is to confirm that the Planning Commission approved your
project's design as presented on May 23, 1991. The Planning
Commission also adopted the findings and conclusion contained in
the Staff Report dated May 15, 1991.
Any changes to the specific design approved by the Planning
Commission require further Planning Commission approval. Minor,
incidental changes may be administratively approved by the Director
of Community Development.
The decision of the Planning Commission is not final until the
appeal period has elasped, which is ten calendar days after the
above date of decision. Appeals must be filed in writing to the
City Clerk . by 5:00 p.m. on the final day of the appeal period.
Where the final day of an appeal period falls on a weekend or
holiday the appeal period will be extended to 5:00 p.m. on the next
work day.

FINDINGS
The applicant is requesting a waiver for the size requirements for a permanent wall sign.
The applicable sign code regulations are listed below in bold, followed by pertinent
findings.
Section 19.32.140
"Upon application to and approval by the Planning Commission, the permitted sign
areas provided in Table 1 may be increased no more than fifty percent for each doubling
of the required minimum setback distance for the wall upon which a particular sign is
to be placed, but in no case shall sign area exceed that permitted in Section 1932.150.
The area of all signs on an exposed building face for each business shall be as provided
in Table 1.

"Businesses in a planned shopping center (mall) shall be allowed signing equal to six
percent of the exposed building face area on which the sign is to be placed up to a
maximum of 500 square feet, with a maximum of four signs allowed per business and
not more than one sign for any particular business allowed on any one exposed building
face."
The applicant is requesting special permission to put up a wall sign of 318 square feet.
Based upon the exposed building face, the applicant is permitted outright to have a sign
of 150 square feet. The applicant's building is set back 175 feet from East Marginal Way
South. The zoning for the property is M -2 which requires a front yard setback of 25 feet.

CONCLUSIONS
RECOMMENDATION
Staff recommends the applicant's request be approved as submitted.
91- 7 -SPE: Boeing
Since the building is set back further than the required distance, the applicant is re-
questing special permission under section 19.32. 150 for a larger wall sign. As noted in
the applicant's letter (Attachment A) the maximum size of a sign that would be permit-
ted is 359 sq. ft. The proposed sign is part of the upgrade for an open house that will
correspond with Boeing's 75th anniversary. Attachment B shows the sign design details.
The applicant's request for a 318 square foot sign seems appropriate for the following
reasons:
1. The minimum setback requirement in a M -2 zone is 25 feet. This building is set back
175 feet from the public right- of- way.
2. The increase from 150 square feet to 318 square feet sign is compatible with the
surrounding industrial signs.
3. Due the size of the 9 -101 building and surrounding buildings, the request to increase
the wall sign is appropriate.

Due to the requested delivery date by Boeing of May 31,
1991, and due to the fact that the next Planning Commission
meeting of the City is not until May 23, 1991, Dwinell's
would like to respectfully request an administrative
decision and approval of our proposed signage.
The Boeing Company is planning a 75 year anniversary early
this summer. This facility is being upgraded for a special
open house that will correspond with this anniversary
celebration and include regional and national media
attention. It is imperative that this particular delivery
date be targeted.
The sign proposed is to replace the 6' letters, recently
removed, with letters of the same size, the only difference
being letter style and stroke to reflect their new
corporate logo.
The reason for denial of the permit was based on the 150
sq. ft. maximum sign area. ( Dwinell's had not submitted a
site plan showing the setback from the property line.)
Referenced in your sign code is section 19.32.140, table 1
and section 19.32.150. Section 19.32.150 states "Wall sign
area may be increased up to 50% with each doubling of the
required building setback distance to the wall on which the
sign is to be mounted... ".

The building is setback from the property line 175', the
required setback being 25', leaving 150'. If each
"doubling" is figured to be 25', we would be allowed 150' +
450' (50% of 150 = 75 x 6) or a total of 600 sq. ft. If
each "doubling" is figured to be 50', we would be allowed
150' + 225' (50% of 150 = 75 X 3) or a total of 375 sq. ft.
The "Shopping Mall" restriction is a maximum of 500 sq.
ft., but in no case to exceed 6% of the total building
facade. The sign proposed on the east wall of Building
9 -101. The building area is 111' X 540' = 59,940 sq. ft.
The maximum sign area allowed would be 6% of this area or a
total of 359 sq. ft.
The proposed signage is a 6' letter expanding 53' or a
total of 318 sq. ft., well under the maximums allowed.
Due to the fact that our production time will be
approximately six (6) weeks, and if reviewed by the
Planning Commission would not be approved until May 23 -24,
our delivery date would be seriously missed.
Under these circumstances, and the unlikely possibility
that this project would be denied, we are asking that a
decision be made without the Planning Commission.
