developer would have to stop construction once the defined dry season was over.
Staff stated that construction could continue if most of the mass excavation work were
completed before the end of the dry season. This was only a recommendation by the soils
engineer.

91- 15 -SPE: INTERURBAN/FOSTORIA ROAD AND DRAINAGE IMPROVEMENTS
Moira Bradshaw presented the staff report. She stated that this was a Shoreline Permit
Application. However, the Shoreline Administrator (DCD Director) has authority to
schedule a public hearing for Shoreline permits that he feels should have additional public
review and comment, thus the reason for this public hearing. She went on to say that the
project starts at the intersection of 42nd Ave. S. and proceeds south to 52nd Ave. S. Staff
stated that there would be an improvement of the two -lane road to a four -lane road with
a center turn lane, an additional signal installed at 48th Ave. S. and the 599 north bound off -
ramp, street lights will be placed approximately every 200 feet, a 5 foot landscape strip and
landscaping will be added. A couple other elements to the project will be the expansion of
bio- filtration swales and storm drain lines.
Mr. Malina asked if there would be some sort of a guard rail around the swale to prevent
someone from driving into the swale at the end of the I -5 off -ramp.
Staff stated that Public Works representatives would have to comment on that. She went
on to note that there would also be three retaining walls constructed. All of the funding has
been approved for the improvements and the project is ready to go to bid.
Mr. Gomez asked if bus shelters would be put in.
Staff stated that they were unaware of any shelters, however a number of bus stops will be
available.
Ross Earnst, Director of Public Works -City of Tukwila:
He stated that there were currently no bus shelters on this route. He went on to say that
there were two drainage systems, one for street drainage which is channeled through the
drainage swales, and the other is a 66" pipe, which is an overflow or by -pass system for the
storm flows from Fostoria. The drainage swales will be maintained by the City Planning

of Tukwila even though they are located on State property.
Mr. Malina asked how many street lights would be placed at 42nd and Interurban Ave.
Staff stated there two lights per pole on each of the diagonal corners and then every 125
feet. They alternate along the street.
Mr. Malina asked that Rick Beeler negotiate something with METRO so as to place
additional bus shelters to encourage people to utilize the transit system.
Mr. Flesher closed the Planning Commission public hearing.
Jack Pace presented the Director's Report and asked the members when they would like to
meet again. The.Commissioner's agreed to have a work session from 6:00 - 8:00 p.m. on
August 22, 1991, followed by the public hearings or meetings. Mr. Pace also noted that the
Commissioners had been handed a memorandum from Rick Beeler regarding the. Growth
Management Act.
Mr. Flesher adjourned the meeting.

"Landscape Architect Required ", and "Minimum Landscaping Required - Coverage Standards"
sections, page 26, as is in the draft.

89- 19 -DR: HARTUNG- TEMPERLINE WAREHOUSE
Vernon Umetsu provided the staff report. He clarified that the correct file number for this
case is 89- 18 -DR. Mr. Umetsu stated that this was a continuation of the B.A.R.'s initial
review on February 22, 1990. At that time the Board approved the applicant's proposal for
a 89,000 sq. ft. warehouse /commercial building, subject to later approval of colors once the
building was constructed. At this time, the applicant is requesting approval of building
colors and materials. Staff has concluded that the proposed building colors and materials
do satisfy the Board of Architectural Review criteria, and recommends approval.
Mr. Malina asked if the building to the immediate south of the site was a much more darker
color.
Staff indicated that it was a deeper blue.
Al Croonquist, Architect for Hartung - Temperline, Stated that the new building colors and
materials satisfy the concerns from the previous meeting on this proposal.
Mr. Flesher closed the public hearing.

Mr. Flesher called the work session to order at 6:00 P.M. Members present were Messrs.
Flesher, Knudson, Malina, and Gomez. Mr. Haggerton was excused. Representing the staff
were Jack Pace, Vernon Umetsu, Moira Bradshaw, Darren Wilson and Sylvia Appleton.
Vernon Umetsu provided the background for the Multi - Family Design Standards. He noted
that the Commission had left off on page 21; "Maximum Density (units per acre) section.
The Planning Commissioners agreed by consensus to leave the "Maximum Density (units per
acre) section, page 21 as is in the draft. Therefore an RMH zone will have a maximum
density of 29.0 units per acre, etc., ,-
With regard to the sections entitle5i' "Structure Type ", the Planning Commissioners agreed
to remove the words, "No restriction".

FINDINGS OF FACT
VICINITY/SITE INFORMATION
Project Description: The project includes a bridge removal and replacement with
an arch culvert, widening to four lanes with a center turn lane, curbs, gutters and
sidewalks, retaining walls, trees, shrubs and ground cover; street lights and
intersection signals; bus stops and a shelter; biofiltration swales with underground
storm drain pipes to outfall into Southgate Creek.
Existing Development: The road is primarily two lanes with street lights and
automobile signals and public signs.
Surrounding Land Use: This section of road has on and off ramps for I -5 and SR-
599, industrial parks, gas stations, furniture retail, propane gas distributor and a
Metro park and ride lot.
Terrain: Flat with deep ditches along one side and elevated
freeway along the other.
Vegetation: Cottonwoods and freeway landscaping generally consisting of
evergreens, scotch broom, grass and blackberries.
Soils: 3 - 6 feet of silty and gravelly sand fill underlain by 2 to 15 feet of silts.
These in turn are underlain by sandy soils and soft rock.
Utilities: Seattle City Light has a 60 to 100 foot wide right -of -way that runs
parallel to Interurban Avenue. and continues north and south of the project
location.
Public Facilities: The Auburn to Alki Green River trail will follow the river and
link up to Interurban Avenue at 42nd Avenue and 57th Avenue.
BACKGROUND
Interurban Avenue is considered to be a unique and historical part of Tukwila's
history. The authors of the Zoning Code thought it should receive special
attention in order for its appearance to be upgraded and therefore created the
Interurban Special Review District.
A portion of the Interurban Avenue improvements have been installed south of
52nd/57th Avenue S. adjacent to and across from Foster Golf Course. A future
phase, unscheduled at this time, will occur south of the golf course to Southcenter

Boulevard.
This project requires a Shoreline Substantial Development permit that is decided
by the "Planning Director ". It does not meet the definition of "development" and
therefore does not require Board of Architectural Review approval.
As allowed in TMC 18.44.100 Review of Application, the Planning Director feels
there is sufficient reason to schedule a hearing before the Planning Commission
for further public input and guidance. The Planning Commission is being asked
to hear, transmit any additional public testimony and other input to the Director
regarding the shoreline project. The Planning Director will then render a
decision regarding the permit application (process of TMC 18.44.100).
DECISION CRITERIA
Shoreline Goals and Policies
Interurban Avenue, and south of I -405 - West Valley Highway, follows the
shoreline, from the E. Marginal Way S. bridge to the southern city limits. The
river meanders northward through the city while the road heads linearly north and
south, meeting -up occasionally with the shoreline and crossing over from the west
bank to the east bank at 1-405.
The Planning Director must review the proposal against the goals and policies of
the Shoreline Plan upon which the following findings, conclusions and
recommendations are made.
GENERAL GOALS
1. Maintain a high quality environment along the shorelines of Tukwila. (page 4.1)
2 Protect against adverse effects against the public health, the land, its vegetation and wildlife and the
waters and their aquatic life within Tukwila. (Page 4.1)
6. Preserve and protect fragile natural resources and culturally significant features. (Page 4.1)
7. Provide safe and reasonable access for the public to the shorelines. (page 4.1)
The project will provide separated sidewalks along the east side of Interurban and
on the south side of 133rd Street. There is only one sidewalk to which the project
is able to connect and curb cuts have been provided at all curbed intersections
except on the island at the southwest intersection of 42nd and Interurban.

8. Recognize, protec4 and improve aquatic habitats and spawning grounds of the Green River which
are invaluable natural resources. (Page 4.1)
9. Recognize, protect and improve those wildlife habitats which are valuable natural resources of the
State. (Page 4.1)
The road widening will effect Southgate creek which is a tributary of the Green
River. The road section is altered at the creek crossing with an arch culvert, a
retaining wall and elimination of landscaping to minimize enclosure of the creek.
The applicant will also improve the buffer area adjacent to the creek within the
limits of the construction area and regrade the stream bed to allow for future fish
passage. Coho salmon as well as stickleback use this section of creek.
Public Access
2. Any modifications or extensions to existing development should be designed to allow public access.
(page 4.4)
A major element of the proposal is a six foot sidewalk and ten foot sidewalk
where it will double for pedestrians and bicycles.
The concrete sidewalk will end approximately 800 feet prior to the bridge
sidewalk. The applicant proposes asphalt ramps transition to the sidewalks at
either end. The sidewalks will link with the existing sidewalks at Gateway Drive
and at the south end of the project.
Circulation
1. Roadways adjacent to the shoreline should be designed primarily for slow - moving traffic that would
provide for recreational activities. (page 4.4)
3. Public transportation should be designated to facilitate access to and along the shoreline. (page
4.4)
Road channelization, Attachments C and D, show four lanes with a center turn
lane that is generally about 60 feet in width. At certain points the center turn
lane is stripped over to prevent turning movements.
The widening of Interurban will facilitate the movement of traffic along the
arterial. New signals will be installed at the SR -599 off ramp and the 48th
Avenue intersection, which primarily will help entering traffic onto the Avenue but
may also slow the speed of traffic along the road.

Shoreline Use Element
3. Aesthetic considerations should be encouraged when contemplating ..., redevelopment of existing
facilities or for general enhancement of shoreline areas. (page 4.6)
The project has a landscape design that includes a five foot wide planting strip
between the sidewalk and roadway.
The applicant proposes northern red oaks interspersed with kwanzan cherries and
Otto luyken laurel and red lava rock as ground cover. According to the applicant
the intent is to locate the smaller tree on either side of the street lights which are
located along the Avenue. This plan however is often interrupted because of road
signs or curb cuts and the varying locations of the street lights.
Red oaks are fast growing when young and can grow to 80 feet high with 40 to 50
foot spreading branches and a round crown. It's deep roots and high - branching
habit make it a good avenue tree.
Kwanzan cherries have branches which grow stiffly upright, forming an inverted
cone. They can grow to 30 feet high with a twenty foot spread. According to the
City of Seattle Arborist, they have an aggressive root structure that would buckle
the proposed sidewalks within 10 years.
A biofiltration swale backed by a chain link fence is proposed at the bottom of the
I -5 off ramp for the Interurban Exit into Tukwila.
There are three proposed retaining walls. The most massive is the retaining wall
underneath I -5 which is 24 feet in length and 13 feet in height. The retaining wall
along 133rd street is 17 feet in length by eight feet in height. The wall which
extends from 42nd Avenue south between SR 599 and Interurban is 35 feet in
length and tapers in height from 4 feet to 9 feet.
The street lights are 40 foot tall poles with Cobra heads, attachment E, and are
used throughout the city and on freeways.
CONCLUSIONS
The road improvement project will have long term impact on the historic and visual
image of Interurban Avenue, and the landscape treatment is a reflection of that
importance. The proposed landscaping is disjointed and does not create a unified
streetscape nor does it take advantage of all the landscaping opportunities. Necessary
plan revisions can be accomplished through discussions with Public Works. The revisions

should create an image of a boulevard that is appealing, safe and user friendly.
All testimony will be evaluated by the Planning Director in relation to the goals and
policies of the Shoreline Plan and the success of the proposed project in meeting them.
Because of the significant aesthetic image this street project will create, input from the
Planning Commission and public is extemely valuable and appropriate. This is the
community's street and should receive the community's scrutiny and input to the
shoreline permit process.
