This permit is granted pursuant to the Shoreline Management Act of 1971 and
nothing in this permit shall excuse the applicant from compliance with any other
federal, state or local statutes, ordinances or regulations applicable to this
project, but not inconsistent with the Shoreline Management Act (Chapter 90.58
RCW).
This permit may be rescinded pursuant to RCW 90.58.140(8) in the event the per -
mittee fails to comply with the terms or conditions hereof.
CONSTUCTION PURSUANT TO THIS PERMIT WILL NOT BEGIN OR IS NOT AUTHORIZED
UNTIL THIRTY (30) DAYS FROM THE DATE OF FILING WITH THE DEPARTMENT OF
ECOLOGY AS DEFINED IN RCW 90.58.140(6) AND WAC 173 -14 -090, OR UNTIL ALL
REVIEW PROCEEDINGS INITIATED WITHIN THIRTY DAYS FROM THE DATE OF SUCH

The Facilities Planning Department has developed a plan to
provide a more efficient receiving area at the Duwamish
Office Park. The proposed plan is submitted as a
preliminary step in the permit process.
The first goal of the plan is to remove existing hourly
Facilities functions from the first floor office
environment. The hourly functions will be relocated to
the proposed parking garage storage areas.
The second goal is to correct the inefficient receiving
area conditions. The roadway will be widened to
accommodate delivery trucks and tenant traffic. The
greenery impacted will be relocated during the widening of
the roadway.
The remodeling of these areas will remove approximately 20
parking stalls. Observation of the parking lot has
indicated approximately 50 stalls are unused at any one
time.
The proposed plan is shown on the attached drawings (DB
L11.14- Parking -SMW, D.O.P. #L2, and 11.YD -050).

The Department of Ecology has reviewed the above referenced
variance permit to allow construction of 475 parking spaces
with landscaping, 1.73 acres of landscaped public access
along 12,000 feet of the Duwamish River shoreline, a
plaza /seating area, excavation of approximately 10,000 cubic
yards of material adjacent to and just above the river chan-
nel to allow benched water storage, fish and upland habitat
enhancement along the beach, and riprap to protect the river
bank.
We concur that the proposal meets the intent of the master
program and the criteria set forth in WAC 173 -14 -150 for
granting a variance. The permit is hereby approved.
This approval is given pursuant to requirements of the Shore-
line Management Act of 1971. Other federal, state or local
approvals may be required.
Construction is not authorized until thirty days from the
transmittal date of this approval letter and enclosed permit
or until conclusion of any review proceeding initiated within
the thirty -day period.

This approval pertains only to the provisions of the Fisheries and Game Codes. Additional authorization from other public agencies
may be necessary for this project.
1. Only the construction of the storm water outfall may be constucted at this time.
The bankline reconstruction portion of this project shall not be started before
June 15, 1988 and shall be completed before October 1; 1988.
2. A positive separation shall be maintained between the work area and the flowing
stream at all times. This may require the construction of a sheet pile enclosure
or similar mechanism.
3. Fresh concrete and /or concrete products shall not be allowed to come in contact
with state waters. .
4. Every effort shall be employed at all times to ensure that silt -laden water is
not allowed to enter the Green River.
5. Excavation for bankline reconstruction shall not extend lower than the water level
in the river at the time of excavation.
6. The flood plain created as a result of the bankline work shall have large stumps,
logs, and root wads (large organic debris or LOD); as well as large boulders randomly
spaced along the low water line. The LOD shall be anchored in a manner that will
ensure that they remain in place during all flood flows. The LOD shall also extend
into the flowing stream sufficiently to provide low water fish habitat.

We have reviewed the mitigated Declaration of Non - Significance
(DNS) issued on September 22 for the above referenced document and
have the following comments:
o With a projected area of 361,000 square feet, this project is
substantial and has potentially significant impact on Seattle
City Light's generation and distribution system. The City of
Seattle has identified a threshold of 50,000 square feet to
indicate these projects with a significant energy impact and
requires disclosure of energy consumption for these projects.
We are concerned that the DNS issued in this instance provides
for on17 limited review and analysis of these potential impacts
to our system. The cumulative effects of load growth require
Seattle City Light to acquire new generation resources.
Although Seattle City Light makes every effort to minimize
adverse impacts, the environmental and economic costs from the
acquisition of new facilities and the expansion of distribution
facilities may be substantial.
Seattle City Light seeks to minimize these impacts by
encouraging energy efficient designs in new commercial and
residential developments. We have thus enclosed a partial list
of energy efficient design considerations for commercial office

information on file at the Division's office, and mitigation
proposed and /or required as part of this project. The proposed
or required mitigation is now part of the proposed action. The
conditions and /or agreements are deemed necessary to mitigate
environmental impacts identified during the environmental review
process.

Metro staff has reviewed the above referenced proposal and wish
to comment as follows:
Water Quality
We request the environmental document for the proposed action be
forwarded to us before we can make detailed comments. However,
it is presently suggested that the proposed erosion control rip -
rap for the Duwamish slopes be interspersed with vegetation.
Plants in this border area will help to hold the slope and may
eventually provide cover over the river which may be used as fish
habitat.
Transportation
We would like more information on potential transportation and
traffic impacts when the environmental document is submitted.
Also, the developer should be aware of Boeing development to the
north of this site and plan accordingly.
