Federal Way, Wa. 98003 Dear Sir: PHONE # (206) 433.1800 RE: Site Address: 3747 South 146th - Dondero Motel Utility Permit Approval PC 91 -079 Public Works Department has reviewed and approves site plan for the above mentioned development. This approval is for Public Works review only. You are referred to the Tukwila Fire Department, Department of Community Development , Val Vue Sewer District and Water District # 125 for their approvals and permitting processes. All utilities serving this site such as power installed underground per TMC 13.08 (Underground Please call Denise Millard, Permit Coordinator, the following permits prepared for pickup: 1. Storm Drainage Permit (Permit Fee = $25.00) Gan L. Va nDuseu, Mayor and phone must be Ordinance enclosed) at 431 -3672 to have Your parcel is rated Catagory No. 5 for Surface Water Management Program and future billings as a result of this project. This plan is approved per the enclosed Ai3BL Storm Drainage Analysis prepared by George J. Lindsey, P.E. which provides 100 year /24 hour storm event detention with a 2 year /24 hour storm release rate. This AHBL report indicates that for the quarter mile downstream, all storm drainage systems are adequate to accommodate these flows. Future regional drainage LID's, which may be developed by the City in the future, may also include this development. 2. Curb Cut /Access /Sidewalk (Permit Fee = $25.00) The Development shall meet the following conditions: A. As part of the application for this permit the Development shall place with the City, funds in the amount of $10,079.26 for your share of the cost to construct on South 146th through a City contract. Per the attached March 28, 1991 letter, City staff indicated that it is more Dick Dondero Page 2 appropriate to contribute your proportionate share for frontal improvements to the City to be used by the City. At that time a and fully coordinated and properly located sidewalk, curb and gutter project cannot occur because the City does not have on file the final grade or alignment of South 146th Street. This lack of information makes it difficult to predict where the final sidewalk, curb and gutter, vertical /horizontal alignment should occur. At this time the Developer shall be required to put in only an asphalt driveway approach connecting South 146th with the Development for the 25' wide driveway approach in lieu or building full frontal improvements and providing monies to carry out this work in the future by the City. B. As part of the application for this permit, the Development shall donate to the City (refer to the Mitigated Determination of Non - Significance EPIC file 17 -90, enclosed with 10' of right -of -way on South 146th Street. C. Finally, as part of the application for this permit, the development shall enter a Developer's Agreement with the City per their proportionate share for the new signal at South 146th /SR99 future intersection signal. Included in the language for this Developer's Agreement will be the following language: If the signal is warranted within five years, Dondero Development will pay their fair share of the signal. If the fair share of the future side street volume that warrants a signal is V , the existing side street volume f is V =513, and Dondero's west bound traffic adjusted to a e through equivalent volume is V , then V /(V -V ) within DD DD f e five years will be Dondero's fair share if the signal is warranted. Water District # 125 Franchise Utility Permit (No Fee) The following Street Use Permit is provided to Water District # 125 to allow the work to occur. This work shall be in accordance with the City's standard plan, per the City Develop- ment Standards. Conditions of Permit: The Public roadway, South 146th, shall be open at all times. Coning and signing shall be provided per the M.U.T.C.D. and the City's requirements. Flagging shall be provided at all times to assure that access is available to adjacent businesses and the general public for use of private and Dick Dondero Page 3 public ways. All surrounding businesses and property given 48 hours notice prior to any work in the public right -of -way. A traffic detour map shall be provided City's inspector for approval prior to beginning this shall be to the work. The Development is referred to Water District # 125 and Val Vue Sewer District for appropriate permitting and approvals through those districts for construction of public main in South 146th Street. 4. Landscape Irrigation Permit (Permit Fee = $25.00) Four (4) sets of landscape irrigation plans, based on the approved landscape plan, must be submitted for approval prior to issuance of this permit. The landscape irrigation must be separated from the potable water supply by a DOH approved double check valve assembly. Please complete the attached Non - Residential Sewer Use Certification and return a copy to Val Vue Sewer District and forward one copy to Metro.
