AUGUST 23, 1990
The meeting was called to order at 8:06 P.M. by Jim Haggerton,
Chairman. Members present were Messrs. Haggerton, Hamilton,
Kirsop, Gomez, Knudson, Flesher and Malina.
Representing the staff were Jack Pace, Vernon Umetsu, and Ann
Siegenthaler.
In response to the minutes of the August 9, 1990 meeting; Mr.
Kirsop noted three typographical errors needing correction. Jack
Pace noted there needed to be clarifications made to the
conditions which were adopted by the Board regarding the 62nd
Ave. Apartments. Condition one, which was to accept attachment
EE3, was changed to state that the buildings would be moved back
to try and save as many existing trees as possible.
Condition two, which was not passed, was removed from the
minutes.
In condition three, 62nd Ave. was changed to Sunwood Blvd.
MR. KNUDSON MOVED TO ACCEPT THE MINUTES OF THE AUGUST 9, 1990
MEETING AS AMENDED. MR. FLESHER SECONDED THE MOTION; MOTION
PASSED UNANIMOUSLY.
CITIZEN'S COMMENTS:
There were no comments from any of the citizens.

Jack Pace reviewed the staff report and noted the staff's concern
for the construction materials used in the signs and their lack
of detailing. Staff feels the signs should include brick so as
to reflect the overall theme of the surrounding buildings.
Mr. Aki Sato, Architect for the project: He noted two reasons
for using concrete on the signs. The first being in case of

vandalism, the concrete can be cleaned or repaired much more
easily than brick. Concrete can be re- painted with a concrete
colored paint.
The second reason is that the buildings are constructed out of a
concrete base which is the same height as the signs.
Mr. Hamilton stated his concern that the Board know what the
color of the lettering on the signs will be. The proposal made
no mention of the letter coloring. He emphasized the fact that
once the Board makes their decision approving the sign with
various conditions, the coloring could not be changed at a later
date. Therefore, the Board needs to know what the coloring will
be before providing their approval.
Mr. Haggerton closed the public hearing.
Mr. Sato said that at this time, he could not say what the
coloring of the letters would be; that is a decision to be made
by the school administration.
Jack Pace suggested that the sign be constructed of concrete and
have the Board suggest either black or purple for the lettering
color.
Mr. Malina asked Jack if there was a material which could be
applied to the unfinished concrete to reduce or remove graffiti
or vandalism.
Jack indicated that the concrete is applied with a sealer which
prevents aging and protects it from the weather.
Mr. Malina suggested that instead of a white painted concrete
slab, some base coat or finished material be applied so that
spray paint or ink could be removed easier without having to
repaint the sign every year.
Jack noted that the color of the sign would be a toned down, off -
white color, rather than a bright white.
MR. KIRSOP MOVED TO ACCEPT THE SIGN AS PRESENTED WITH THE OPTION
OF PURPLE OR BLACK LETTERING, AS CHOSEN BY THE SCHOOL
ADMINISTRATION. MR. HAMILTON SECONDED THE MOTION; THE MOTION
PASSED WITH ONE OPPOSING VOTE BY MR. HAGGERTON.

BACKGROUND
FINDINGS
The Foster High School received B.A.R. approval in August 1989. The
entire school will be torn down and completely rebuilt by the fall of 1991.
The (2) two proposed freestanding signs are in conjunction with the new
Foster High School. The applicant has provided samples of the projected
look of the freestanding signs.
The applicant is requesting two freestanding signs. The east sign abuts
single family residents and Fire Station # 54. The west sign abuts and
single family residents.
The applicable Sign Code regulations are listed below in bold, followed by
pertinent findings.
19.32.080 (B) Churches, schools, public facilities and approved conditional
uses may have one sign for each street upon which the property fronts;
signs shall be located in the set area or upon the face of the building.
Total area of sign or signs shall not exceed thirty -two square feet;
maximum height above ground, when in setback area, shall not exceed five
feet, and base of sign shall be located in landscaped area.
All signs in Subsection 19.32.080 (B) must be approved by the Planning
Commission.
The applicant is proposing two site signs which each consist of "cast -in"
recessed letters in new 3' -0" high concrete fence walls which form the
"gate" to the site. The size of each sign would equal an area of 9.75
square feet. Both signs will total 19.50 square feet.. One sign would face
42nd Street and the other sign would face 144th Street (see attachment
B).

The maximum sign area for schools abut public facilities is thirty -two
square feet and the maximum height above the ground when in setback
area shall not exceed five feet. The base of the sign shall be located in
landscaped area.
The proposed sign lettering will be 3 inches high. The total length for
each sign is 13 -feet. They are placed on a 3 -foot high concrete wall. The
wall is broken horizontally at one foot above ground and the letters are
placed within the remaining 2 -feet. The total area of both signs equals
19.50 square feet.
The east sign will be 9.75 square feet and 3' -0" in height. The setback
distance is 6' -0" from the property line. The applicant is well under the
Sign Code requirements for both square footage and height standards.
The entire sign and area will be surrounded by landscaping.
The west sign will also be 9.75 square feet and 3' -0" in height. The
setback distance is 6' -O" from the property line. The applicant is well
under the Sign Code requirements for both square footage and height
standards. This sign also will be surrounded by landscaping.
As stated by the applicant, the (2) two proposed "cast -in" signs are 9.75
square feet per sign for a total of 19.50 square feet. Both signs would
be identification for Foster High School. The new High School has a
variety of colors and different types of brick throughout the exterior
of the building. The (2) two "cast -in" signs are concrete and not
reflective of the design theme used in the new school building.
Planning staff recommends the applicant's requested be approved with one
condition:
The (2) two "cast -in" freestanding signs shall be redesigned to match the
same design concept used on the exterior of the new high school building.
The signs material shall include brick.

Enclosed are two (2) blueprints of the design of the proposed exterior site
signage for the New Foster High School project for your review and comment.
We are proposing to provide two (2) site signs which each consist of "cast -in"
recessed letters in new 3' -0" high concrete fence walls which form the "gate"
to the site. The size of each sign would equal an area of 9.75 square feet
(8" x 13' -0 ") for a grand total of 19.50 square feet. One sign would face
42nd Street and one would face 144th Street. Additionally, we are planning to
provide ground lights which would illuminate the sign(s) at night.
Please review this proposal and send us any comments as soon as possible.
