This is to confirm that the Planning Commission approved your
projects design as presented on November 8, 1990.
The Planning also adopted the findings and conclusions contained
in the Staff Report dated October 26, 1990.
Any changes to the specific design approved by the Planning
Commission will require further Planning Commission approval.
Minor, incidental changes may be administratively approved by the
Director of Community Development.
The decision of the Planning Commission is not final until the 10
calendar day appeal period from the date of decision has expired.
Appeals must be filed in writing to the City Clerk by 5:00 pm. on
the final day of the appeal period. Where the final day of an
appeal period falls on a weekend or holiday the appeal period
will be extended to 5:00 pm. on the subsequent work day.

FINDINGS
The applicant is requesting a waiver for the size requirements for a permanent wall sign.
The applicable sign code regulations are listed below in bold, followed by pertinent findings.
Section 1932.140
"Upon application to and approval by the Planning Commission, the permitted sign areas
provided in Table 1 may be increased no more than fifty percent for each doubling of the
required minimum setback distance for the wall upon which a particular sign is to be
placed, but in no case shall sign area exceed that permitted in Section 1932.150.
The area of all signs on an exposed building face for each business shall be as provided in
Table 1.

The applicant is requesting special permission to put up a wall sign of 27.01 square feet, an
increase of fifteen percent. Given the size of the building it would be comparable to the
existing signage in the newly developed Southcenter Plaza shopping center.
On July 5, 1990, the Planning Commission conducted a review and approved a Special
Permission on Cherie's Florist (90-19 -SPE), to increase the size of the wall sign from 30.2
square feet to 37.8 square feet. This business is located within the Southcenter Plaza
development. The Cherie's Florist request is approximately 10.79 square feet larger than
Groff 's Nutrition proposal.

CONCLUSION
RECOMMENDATION
Based upon the exposed building face, the applicant is permitted outright a sign of 23.56
square feet. The applicant's building is set back 310 feet from Strander Blvd. The zoning for
the property is C -P which requires a front yard setback of 29 feet based upon the height of
the building. Since the building is set back further then the required distance, the applicant
is requesting special permission under section 19.32. 140 for a larger wall sign.
The applicant's request for 27.01 square foot sign seems appropriate for the following:
1. The minimum setback requirement in a C -P zone is 20 feet. This building is set back
310 feet from the public right of way.
2. The increase from 23.56 square feet to 27.01 square feet is compatible with the
existing wall signs on the building.
3. The applicant meets the requirements for approval and design of the signage with the
fifteen percent increase remains in keeping with the intent of the City's Sign Code.
Staff recommends the applicant's request be approved as submitted.

Dear Darren:
We are requesting approval for a sign 27.01 square feet, slightly
less than six percent (28.28 sq ft) of the building facade, the
maximum sign area allowed by Sec. 19.32.150.
Located on the south end of the Southcenter Plaza, the applicant's
building facade, or E.B.F., is 471.25 square feet thus allowing a
23.56 square foot sign. The applicant's location in the center is
set back 310 feet from Strander Blvd which doubles the required
minimum setback more than once.
Therefore our request for the larger signs based on Sec 19.32.140(A)
"Upon application to and approval by the Planning Commission, the
permitted sign areas may be increased no more than fifty percent for
each doubling of the required minimum setback distance for the wall
upon which a particular sign is to be placed, but in no case shall
sign area exceed that permitted in Sec. 19.32.150."
The applicant meets the requirements for this approval and the design
