Meeting Minutes
September 9 , 2014 5:30 p.m. Hazelnut Conference Room
PRESENT
Councilmembers: Joe Duffie , Chair; Dennis Robertson, Verna Seal
Staff: Jerry Hight, Kathy Stetson, Laurel Humphrey
CALL TO ORDER:
Committee Chair Duffie called the meeting to order at 5 : 3 0 p.m.

A . Code Enforcement Update
Staff presented the Committee with an update on the following programs:
Residenti al Neighborhood Maintenance
Since April, the Code Enforcement division has focused on improving complaint response times,
streamlining processes, and increasing public aware ness . In 2014 to date, 420 cases have been
closed representing a significant increase from previous years.
Residential Rental Licensing and Inspection Program
This program has been in effect since 2011 with 637 properties currently licensed, and Zone 4
inspections will be completed this year. The program was controversial at first but is now met with
cooperation by landlords and tenants. Conversion to the Traki t permitting system allow s
expanded reporting cability which will be very helpful for program evaluation. Amendments
relating to private inspection requirements, fees, and timeline for re - inspections will be brought to
INFORMATI ON ONLY.

III. M ISCELLANEOUS
Councilmember Robertson noted that an ordinance to update the animal control code has made
progress and is exp ected to be completed this year. He would also like to participate on an
interdepartmental team that will review and upd ate the code relating to commercial vehicles.
Counci lmember Robertson shared deta ils of a potential future partnership with area school districts in
which students could help plant trees in the Duwamish Green River watershed to aid with flood risk
reduction and salmon habitat restoration. Committee members were supportive and are inter ested in
hearing more details when available.
Councilmember Seal mentioned that the Longview City Council and Longview School District have a
joint mission statement and she is interested in doing something similar in Tukwila. She will follow up
with the Council President and at a future joint meeting with the School Board.
