Dear Resident:
Welcome to the City of Tukwila! The City Council's affirmative
vote on the Resolution of Annexation took effect on September 22,
1989. As our long- standing neighbors, we are excited to have you
join our community. In an effort that encompasses all resi-
dents, businesses, and City Government, I invite you to be part
of our team and assist us in making Tukwila the best place to
live, work and play.
The enclosed material is provided for you as a basic orientation
to your new city government. It is designed to answer some of
the most common questions that we have experienced with annexa-
tions. It is by no means an exhaustive effort to cover all the
areas that may be of concern to you.
You will also find enclosed a listing of the various boards and
commissions along with an application /interest form. I have
included a listing of telephone numbers of key City of Tukwila
staff members and the home telephone numbers of your elected
officials. If you have a question or a problem, please do not
hesitate to call on us.
On January 25, 1990, the Tukwila Planning Commission will meet
to recommend zoning for the Council's review and approval for
your neighborhood. We will notify you and your neighbors of this
meeting. If you have questions in the interim, please call
Rebecca Fox of the Department of Community Development at
433 -1858.
Once again, welcome to the City of Tukwila. I look forward to
working with you as your Mayor. Please drop by and visit your
City Hall, Community Center, Library, Golf Course and City
parks. These are your facilities. Take good care of them and

TUKWILA FIRE DEPARTMENT
EMERGENCY NUMBER - 911
The Tukwila Fire Department is currently made up of 39
paid, full-time firefighters, two full -time fire inspectors,
two secretaries, two assistant chiefs and one Chief, all of
whom are dedicated to serving our residential and com-
mercial Community.
The Fire Department is dispatched by Valley Communi-
cations Center, which is partially owned by the City of
Tukwila. Now that you are part of the City, your 911
calls will go directly to Valley Communications, who
will dispatch us immediately.
Welcome to the City of Tukwila. We hope that you will
not need our emergency services, but if you do please
dial 911. If you need information or other non -emer-
gency assistance, our business number is 575 -4404.
TUKWILA POLICE DEPARTMENT

The Tukwila Police Department is a full service agency prepared to offer you a range
of services to include a community Crime Prevention program, D.A.RE. (drug
education) and a number of safety programs. We are your police department. If we
can help, please call. Our offices are located in the lower level of Tukwila City Hall.

DEPARTMENT OF
COMMUNITY DEVELOPMENT
The Department is divided into the Building and Planning divisions.
BUILDING DIVISION
The Building Division issues the required permits for structures (i.e. - commercial
tenant improvements, residential remodels, new construction for any structure over
120 square feet, fences over 6 feet, and rack storage), mechanical building systems
(HVAC), grading and fill activities, and nuisance /abatement activities.
Processing of fully complete applications takes approximately ten working days to
six weeks depending on type and size of project.
Plumbing permits are through King County Health Department 587 -2732 and
electrical permits are through Washington Department of Labor and Industries 872-
6363.
In addition, the Division works with the U.S. Post Office and the Tukwila Fire
Department to establish addresses if you are developing a vacant parcel of property
or short plat.
PLANNING DIVISION
The Planning Division provides the following: environmental review; temporary
and permanent sign permits; lot line adjustments, short plats, and subdivisions;
zoning code administration; shoreline management; comprehensive land use and
policy planning; and recycling coordination.
If you have a question regarding your zoning, the permit process, etc., please feel

PUBLIC WORKS DEPARTMENT
Welcome to the City of Tukwila.
The Tukwila Public Works Department is dedicated to providing service to your
community in a responsible and timely manner. The Department provides main-
tenance, repair, design and construction of the municipal infrastructure, including
public streets, signals, signs, flood control, surface water, water and sewer.
There will be no change in your water purveyor at this time. You should continue
to pay bills and ask for service from your current water district.
For maintenance problems on streets, storm drainage, signals, or signs, please call
433 -1860 with your requests from 7:00 a.m. to 3:00 p.m. For emergency service on
weekends or after hours, call 433 -1800.

PARKS AND RECREATION DEPARTMENT
1ikwilais more than just a city to live or work in. Itisa city in which to play and enjoy
life as well. To help meet this goal, it is the responsibility of the Parks and Recreation
Department to provide a variety of parks and facilities, and recreation services for
our citizens.
Prior to any annexations in 1989, the City had seven parks, ten foot trails, a 3-1 /2 mile
trail along the river, and Foster Golf Course. A facilities park guide is available, as
well as a citizen golf fee discount card at City Hall. County park areas within the
annexation areas will most likely be taken over and operated by this department.
The Tukwila Community Center, 4101 South 131st, is the location of most of the
City's recreation programs, including youth activities, general youth and adult
lasses, adult sports leagues, and senior citizen activities. A recreation brochure is
mailed to each resident four times each year. For general information, please call
243 -5198, and for senior program information, call 433 -1857.
Two advisory commissions meet each month to provide advice to the Mayor, staff
and Council. The Arts Commission and Parks Commission consider community
facility and service needs, and help prepare plans to achieve identified needs.

WASHINGTON, AMENDING ORDINANCE NO. 1526 TO
CORRECT THE LEGAL DESCRIPTION OF PROPERTY TO
BE ANNEXED TO THE CITY OF TUKWILA GENERALLY
REFERRED TO AS AN UNINCORPORATED ISLAND.
WHEREAS, it has come to the attention of the City Council that Exhibit A to
Ordinance No. 1526, passed August 7,1989, contained an mcorrect legal description, and
WHEREAS, the Boundary Review Board has waived jurisdiction and
WHEREAS, it is necessary that the correct boundaries be established to clarify the
annexation records of property within the jurisdiction of the City of Tukwila.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, DO ORDAIN AS FOLLOWS:
Section 1. Amendment, Ordinance No. 1526 of the City of Tukwila, Washington, is
hereby amended by replacing Exhibit A to said Ordinance with Exhibit A to this ordinance
which by this reference is incorporated herein in full.
Section 2. Ratification. In all other respects, Ordinance No. 1526 shall remain in full
force and effect and is ratified hereby.
Section 3. Effective Date of Ordinance. This ordinance shall be in force and effect
five days after publication of the attached Summary, which is hereby approved.

AN ORDINANCE OF THE CITY OF TUKWILA, WASHINGTON,
ANNEXING CERTAIN REAL PROPERTY COMMONLY KNOWN AS THE
CROISSANT AND SOUTH CENTRAL SCHOOL DISTRICT PROPERTIES
FOR CITY PARK PURPOSES.
WHEREAS, RCW 35A.14.300 and 35.13.180 authorize cities to
annex territory outside the city limits for municipal purposes
when such territory is owned by the city or all owners of such
territory consent to the annexation, and
WHEREAS, the City of Tukwila has purchased property outside
the City limits at 13919 53rd Avenue South, commonly known as the
Croissant property, and
WHEREAS, the Croissant property is surrounded on three sides
by property owned by the South Central School District on which
the City of Tukwila currently holds a long term lease, and
WHEREAS, the City's long term lease on the South Central
School District property requires the City to develop the same as
a public park and the City desires to integrate the Croissant
property and the South Central School District property into a
single, comprehensive park project, and
WHEREAS, the City Council finds that annexation of the
Croissant and South Central School District properties would be in
the best interest of the public health, safety and welfare and
would promote the use of the same as a City park, and the South
Central School District has consented to the annexation of its
property by the City, and
WHEREAS, pursuant to Resolution 1018 of the City of Tukwila,
the City Council expressed its intent to annex the Croissant and
South Central School District properties and authorized the Mayor
to fine a notice of intent to annex the same with the King County
Boundary Review Board, and
WHEREAS, the notice of intent to annex was filed with the
King County Boundary Review Board on September 26, 1986 and the
Boundary Review Board has notified the City that the annexation
has been deemed approved pursuant to RCW 36.93.100, and
WHEREAS, the City's SEPA Responsible Official has issued a
Determination of Non - Significance (DNS) for the annexation, now,
therefore,
THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1 Annexation. The real property commonly known as
the Croissant and South Central School District properties,
generally located at 13919 53rd Avenue South and more particularly
described on Exhibit A attached hereto and incorporated herein by
this reference as if set forth in full, should be, and hereby is
annexed to and made a part of the City of Tukwila.
Section 2. Duties of City Clerk. The City Clerk is hereby
directed to file a certified copy of this ordinance with the King
County Council and the King County Boundary Review Board.
Section 3. Effective Date. This ordinance shall take
effect and be in full force five (5) days after publication of
the attached summary which is hereby approved.

As required by the provisions of RCW 36.93, a Notice of Intention is hereby given to
the King County Boundary Review Board by the City of Tukwila.
As the enclosed materials indicate, the annexation is an island of unincorporated
King County, and consists of less than 50 acres and less than $2 million in assessed
valuation. We request that you refer this request to the Boundary Review Board
with a recommendation to waive jurisdiction. Please forward your written
response to us at your earliest convenience.
I BACKGROUND/MAPS
1. This annexation is an island of unincorporated King County consisting of five
homes on approximately 2 acres. It was inadvertently omitted from the recent
Foster Annexation. The purpose of this annexation is to rectify this error and
establish rational boundaries for Tukwila. The area is being annexed by
resolution in keeping with RCW 35A.14.395 -299 ( "Annexation of
Unincorporated Island ").
2. Attachment A is a copy of the resolution accepting the proposal as officially
passed.
3. Attachment B is a copy of the Determination of Non - significance and current
SEPA checklist.
4. Attachment C is the legal description of the boundaries of the area involved in
the proposed action.
5. MAPS:
a. Attachment D is a King County Assessor's map with the area boundary,
size in acres, entity corporate limits and nearest service points.
b. Attachment E is a vicinity map with corporate entity limits and physical
features. Please note that the proposal lies entirely within the special
purpose districts having jurisdiction over it.

3. COMPREHENSIVE PLANS /FRANCHISE:

a. King County Comprehensive Plan/Ordinances
(1) The Foster Island Annexation proposal relates to Section III Regional
Planning and Intergovernmental Cooperation, page 32 of the King
County Comprehensive Plan adopted 1985. The following plan
policies would support approval of the subject annexation to
Tukwila. The area is designated as urban by the County and therefore
should be receiving urban services from a municipality capable of
providing the necessary level.
PI -302 King County should work with the cities to focus growth
within their boundaries and should support annexations
when consistent with the King County Comprehensive Plan.
King County should support incorporations when formation
of cities is appropriate to assure adequate facilities and
services for growth consistent with the Plan.
PI -303 King County should play an active role in municipal
annexations, supporting them when consistent with land use
plans, and opposing them when inconsistent.
A comparison of the King County and Tukwila Comprehensive Plan
maps shows them to be generally consistent with each other.
(2) The proposal lies within the Highline Community Plan.
(3) The zoning classification is Single Family, R -S 7200.
(4) The annexation area is not affected by these plans.
b. Proponents Comprehensive Plan /Franchise
(1) The proposal lies in Tukwila's adopted Comprehensive Plan area.
No plan amendment will be required.
(2) Tukwila's Comprehensive Plan was adopted by ordinance on
September 19, 1977.
(3) Tukwila has no franchise in the area. It does not anticipate
requesting a franchise amendment to cover the area in the near
future.

(4) The area has not been the subject of a Pre - annexation Zoning
Agreement.
(5) Tukwila's Comprehensive Plan designates the area as "Single Family
Residential." Proposed zoning regulations were adopted in 1982.
4. PLANNING DATA
a. Revenues /Expenditures
Any impacts on King County and Tukwila finances resulting from the
annexation are very slight since only five single - family residences are
involved in the annexation.
(1) Water — Water District #125 now provides the area with water. Per
the Skyway Critical Water Supply Area agreement, Tukwila is
scheduled to assume water service in late 1989.
(a) Water District #125 provides water directly to the area.
(b) N.A.
(c) A 4" main on 53rd Avenue South serves the area.
(d) None.
(e) Capacity is available.
(f) The Seattle Water Department provides water to the area.
(g) N.A.
(2) Sewer — Tukwila currently provides sewer service to the annexation
area.
(a) Tukwila currently provides sewer service directly to the
annexation area.
(b) Tukwila provides sewer via an 8 -inch line on 53rd Avenue S.
(c) No lift station is required.
(d) METRO disposes of the sewage.
(e) Capacity is available.
3. Fire Service — Tukwila currently provides fire service to the
annexation area.
(a) Station #52 (5900 S. 147th) provides primary service with Station
#54 (S. 144th & 42nd Ave. S.) as back -up.
(b) Response time is 2 to 2-1/2 minutes.
(c) Both stations will be fully staffed after mid- August, 1989. Station
#52 will have 3 full -time staff and Station #54 will have 4 full -
time staff.
(d) Station #52 has a pumper truck. Station #54 has a pumper and
an aerial ladder truck.

(e) Approximately 98% of personnel are EMT - certified and 95% are
D -fib certified.
(f) The area has a 4 fire rating.
(g) Valley Communications Center dispatches the units.
a. No annexation agreement is required for service extensions.
b. The annexation area is generally flat on top of a hilly rise.
c. There are approximately 5 -10 residents in the annexation area. The area's
projected population growth is small. The proposal lies within Census
Tract #262, which had a population of 3,505 in 1980. The estimated 1981,
1982 and 1983 population was 1911, 1948 and 1995 respectively (PSCOG).
On April 1, 1980 Tukwila's overall population was 4,760. By May 31, 1989
the population stood at 10,793 residents. This increase was due to four
major annexations in the preceding six months, rather than real
population growth. The figures were derived from an actual census of the
annexation areas.
d. The annexation area is surrounded by Tukwila territory and already
receives most of its municipal services from Tukwila. With the
annexation, residents will be able to participate fully in community life by
being able to vote for elected officials, serve on boards and commissions,
and run for office themselves, if they so desire.
e. No delay is expected in implementing service delivery to the area.
f. Service levels are adequate in the annexation area as currently provided or
as would be provided once the annexation is final. Future costs would
change consistent with the rest of the City.
The required $50 filing fee is enclosed.

ANNEXATION TO TUKWILA
Since this property is a small island in the midst of Tukwila, the Tukwila City
Council will initiate the annexation process via a resolution. The City Council will
then advertise and hold a public hearing on an annexation ordinance. You will
have an opportunity to comment at that time on the annexation. The annexation
will become final 45 days after the ordinance passes unless a referendum petition is
filed, signed by voters whose numbers equal not less than 10% of the votes cast in
the last general election. If a referendum is filed, there will be an election after 45 -90
days. The results of the election will be final.
What happens if the vote is not in favor of annexation?
Your status as unincorporated County would continue unchanged. No further
action or review would be necessary.
What will happen to police service if I annex?
"911" would remain the primary number for fire and police service. Your
neighborhood is already patrolled by Tukwila police officers, who provide
emergency response in just under four minutes.
Other services and programs such as crime prevention, drug awareness and
business security are available by calling the Tukwila Police Department.
Tukwila already provides fire protection services to your neighborhood.

FINANCE
The biggest part of my local tax bill is my property tax. Will my property tax go up or
down if I annex?
Property taxes in Tukwila are slightly lower than in King County. The yearly
Tukwila property tax on a $100,000 home would be $27 -$43 less annually than the
County, depending on whether City bonded indebtedness is assumed.
What is "bonded indebtedness "?
This is a special tax to purchase the Foster Golf Course and will be paid for by
1998. In 1989, this indebtedness is $15 per $100,000 of assessed value. Even with
this indebtedness added, the Tukwila property tax rate is approximately $15 -$20
lower than unincorporated King County.
Are there any other changes in taxes that I should know about?
At this time the City of Tukwila does not have any additional taxes on property,
business or utilities. The sales tax in King County and Tukwila are the same at
8.1 %. A Tukwila stormwater utility fee is likely in the near future, which is
similar to that now paid in King County.
LAND USE
How will the zoning change if the area is annexed?
City zoning for the area will be set after the annexation is finalized. Once
annexation has occurred, zoning will be recommended by the Planning
Commission and approved by the City Council. You will be welcome to
participate in the process.
What will happen to buildings that do not conform to City zoning standards?
Existing legal buildings will be grandfathered and can be maintained by the
property owner. Expansion of a building must satisfy City standards. If the
building is destroyed, the new replacement building will have to meet City
standards.
Nonconforming residential structures including mobile homes may continue as
they exist now and may be replaced after a natural disaster.. Mobile homes are
not allowed as single - family dwelling units outside of mobile home parks.

I have a boat and trailer that I use for vacations. May I park them in front of my
house, in the yard, or on the street?
Recreational vehicles may be parked and stored in your yard but not on the
adjacent street, except for short -term parking.
I'm an independent truck operator; may I park my vehicle at my house?
Four -ton (and larger) vehicles used for commercial purposes are not permitted
in residential zones.
STREETS AND UTILITIES
If I have an operating septic system, will I have to connect with a sewer system?
It is not City practice to require connection unless the King County Health
Department condemns the septic system. If there is a sanitary sewer line within
250 feet of any property with a building for human occupancy, a connection to
the sewer system can be required. This is similar to King County practice when
such property is within 330 feet of a sewer line.
Tukwila does not regulate septic tanks; you will continue to contact the King
County Health Department.
If my area annexes, will the City of Tukwila provide my sewer and water service?
Annexation will normally not affect your current water or sewer provider.
What effect will the annexation have on street lighting costs?
You currently pay for your own street lights through the Water District. Upon
annexation, the City of Tukwila will assume street lighting costs, if street lighting

What community interest programs are available in Tukwila?
A full range of youth, adult and senior activities are available at the Tukwila
Community Center, parks and local schools. The City also has an active Arts
Commission that sponsors a year 'round series of entertainers at City Hall. An
informational brochure of programs and special events is sent to all City
residents four times a year.

Whoever currently collects your garbage may continue to do so, or you may
continue to haul your own garbage after annexation. The City also offers a semi-
annual free haul pass to the dump for residents of the City and an annual
household hazardous waste clean-up.
After annexation, will I be able to participate in local government?
Following annexation, area residents will be eligible to serve on the City's Park
Commission, Arts Commission, Library Advisory Board, Sister City Committee,
Civil Service Commission, Planning Commission and Board of Adjustment.
Residents are also eligible to vote and run for the City Council and Mayor.
All City residents are eligible to vote for their King County Council
representative, County Executive, Port Commissioner and other regional
positions. Annexation will not change your ability to vote for these positions.

The annexation under discussion (Foster Island) consists of 5
single family houses on approximately 3 acres. The area is located
at approximately 53rd Avenue South and South 139th, across from
Foster Park. It is an island of unincorporated King County and
receives all city municipal services from Tukwila.
Tukwila wished to have Foster Island included in the 1989 Foster
Annexation, but due to an error by the BRB the area was omitted.
Tukwila still wishes to annex the area and we now propose to begin
the annexation process via resolution.
ANNEXATION PROCESS
RCW 35A.14.295 -.299 specifies a process for annexation of an island
of county property into the City. Briefly, the City Council begins
the process by passing a resolution (attached). It then holds a
properly noticed public hearing on an annexation ordinance. We
must file an application with the BRB but we will request that they
waive jurisdiction due to the annexation's small size.
The area is considered annexed to Tukwila 45 days after the
ordinance is passed unless 10% of the voters in the annexation area
petition for a referendum. If a referendum is requested, the
election takes place within 45 - 90 days of the request. The
annexation is approved if a majority of the voters vote in favor
of the proposal.

TIMELINE
After the resolution is passed on July 17, 1989, the hearing on
the ordinance would be held on August 7. Without referendum, the
annexation could become final in late September. If a referendum
is requested, the election would be held 45 90 days after the

We recommend that the zoning process occur after the annexation
is finalized. This saves approximately two months time in the

SUBJECT: Foster Island Annexation
PROBLEM/ISSUE:' What should be done about the Foster
Island area left out of the recent annexations?
BACKGROUND: This island of 5 houses was ]eft out of the
annexations by an error of the 8R8 or County staff. We
requested adding it, but it wasn't.
Now annexation can occur either through direct petition or
Council resolution. The direct method requires 75% of the
assessed_valgatign. The resolution method requires
Council action and is subject to refnrendnm by the ygtffg.
ANALYSIS: If the voters and property owners in this area
don't substantially favor annexation to lukwila,
annexation is unlikely. A Council resolution will likely
precipitate a referendum because only 1 or 2 people can
initiate it and a majority must disapprove it. The
referendum precedes any anne:atinn ortion and requires
only a majority of the voters who voted in the last
general election. Because only 5 hones are in the area,
a favorable vote on the annexation may be doubtful in view
of past resistance to annexation to Tukwila.
Should annexation be pursued by the Council the process
will take approximately 4 - 6 months. A re{erandnm cnuld
add about 3 months.
ALTERNATIVE ACTIONS: Send a letter from the Mayor to the
residents asking for their opinion on such an annexation.
Then proceed accordingly.
RECOMMENDATION: Contact all of the residents requesting
their voter status and disposition to annexation. If the
response is favorable, send the residents a petition for
them to circulate in the area. If the petition is not
circulated within a reasonable period of time, ask the
Council if they want to pass a resolution to annex the
area.
IMPACTS OF RECOMMENDATION: Little investment to feel out
the residents of the area. Their response will provide a
foundation for any decision we make.

As a followup to our earlier conversation, this is to re- empha-
size the priority of concluding the Foster Island annexation.
After reading the Boundary Review Board's explanation of the
oversight in excluding the area from the Foster annexation, I
am convinced that we will find no relief from nor ownership of
the problem by that agency. In short, we are on our own to
resolve the issue.
Please take immediate steps to include this neighborhood into
Tukwila's jurisdiction. I understand after talking to Jack
Pace, that this can be accomplished in a fairly straightforward
manner, although RCW 35A.14.295 does allow for a referendum in
this case. My understanding is that SHB 1251, which is currently
on the Govenor's desk for signature, simplifies things somewhat,
but would require a petition by owners of 50% or more of the
areas assessed valuation. We need to make a decision on which
provision we will follow. The changes allowed by SHB 1251 would
not take place any sooner than 90 days following the Govenor's
signature.
I do not know the level of awareness of this matter by the resid-
ents of this area. I think we have an obligation to apprise them
of the circumstances that led up to this and what actions we are
taking to remedy the problem.
I would appreciate a memorandum from you outlining:
* a recommendation on what process we will engage,
* the critical events that must take place to bring the
matter to conclusion,
* an indication of the players, and,
* a timeline for each significant event to include a date of
anticipated resolution.

You have inquired about the status of the small island located just south of the Strander
annexation and east of the Foster annexation. At one time it was discussed that perhaps
this area could be added to the Foster annexation.
When the Foster annexation was submitted, the legal description included the previously
approved Park annexation. Later, that area was deleted from the Foster description.
According to Jim Bergsma, King County Department of Public Works, when that deletion
was made, it was done in such a manner that the island was not contiguous to the Foster
area. Because of the lack of contiguity, the island could not, in accordance with the
Board's rules, be added and it was not. Consequently, records here and at Public Works
still show the island.
I apologize for the delay. We had to do a little backtracking to determine why the area
was not added.

paid, full-time firefighters, two full -time fire inspectors,
two secretaries, two assistant chiefs and one Chief, all of
whom are dedicated to serving our residential and com-
mercial Community.

The Department is divided into the Building and Planning divisions.
BUILDING DIVISION
The Building Division issues the required permits for structures (i.e. - commercial
tenant improvements, residential remodels, new construction for any structure over
120 square feet, fences over 6 feet, and rack storage), mechanical building systems
(HVAC), grading and fill activities, and nuisance /abatement activities.
Processing of fully complete applications takes approximately ten working days to
six weeks depending on type and size of project.
Plumbing permits are through King County Health Department 587 -2732 and
electrical permits are through Washington Department of Labor and Industries 872-
6363.
In addition, the Division works with the U.S. Post Office and the Tukwila Fire
Department to establish addresses if you are developing a vacant parcel of property
or short plat.
PLANNING DIVISION
The Planning Division provides the following: environmental review; temporary
and permanent sign permits; lot line adjustments, short plats, and subdivisions;
zoning code administration; shoreline management; comprehensive land use and
policy planning; and recycling coordination.

PUBLIC WORKS DEPARTMENT
Welcome to the City of Tukwila.
The Tukwila Public Works Department is dedicated to providing service to your
community in a responsible and timely manner. The Department provides main-
tenance, repair, design and construction of the municipal infrastructure, including
public streets, signals, signs, flood control, surface water, water and sewer.
There will be no change in your water purveyor at this time. You should continue
to pay bills and ask for service from your current water district.
For maintenance problems on streets, storm drainage, signals, or signs, please call
433 -1860 with your requests from 7:00 a.m. to 3:00 p.m. For emergency service on
weekends or after hours, call 433 -1800.

PARKS AND RECREATION DEPARTMENT

life as well. To help meet this goal, it is the responsibility of the Parks and Recreation
Department to provide a variety of parks and facilities, and recreation services for
our citizens.
Prior to any annexations in 1989, the City had seven parks, ten foot trails, a 3-1 /2 mile
trail along the river, and Foster Golf Course. A facilities park guide is available, as
well as a citizen golf fee discount card at City Hall. County park areas within the
annexation areas will most likely be taken over and operated by this department.
The Tukwila Community Center, 4101 South 131st, is the location of most of the
City's recreation programs, including youth activities, general youth and adult
lasses, adult sports leagues, and senior citizen activities. A recreation brochure is
mailed to each resident four times each year. For general information, please call
243 -5198, and for senior program information, call 433 -1857.
Two advisory commissions meet each month to provide advice to the Mayor, staff
and Council. The Arts Commission and Parks Commission consider community
facility and service needs, and help prepare plans to achieve identified needs.

WHEREAS, that parcel of real property generally located at So
Street and 53rd Avenue South, consisting of five (5) single - family re
more particularly described in Exhibit A attached hereto and by this
incorporated herein, lies entirely within the boundaries of the
Tukwila; and
WHEREAS, the unincorporated area described in Exhibit A contains
one hundred (100) acres, to wit, approximately three (3) acres; and
WHEREAS, the City's SEPA Responsible Official has made a determi
nonsignificance; and
WHEREAS, by Resolution No. 1110 dated July 17, 1989, the Cit
proposed annexation of said area and set a public hearing thereon on
1989; and
WHEREAS, the surrounding area was annexed without requiring the assumption
of the City's outstanding indebtedness; and
WHEREAS, upon due and proper notice posted and published,
Council, pursuant to RCW 35A.14.297, held a public hearing on August
and determined that said annexation should be approved; and
WHEREAS, it is in the best interests of the City of Tukwila and the
residents of the territory described in Exhibit A for it to become annexed to
the City of Tukwila;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO - -�
ORDAIN AS FOLLOWS:
Section 1. Annexation. The territory described in Exhibit A attached
hereto and incorporated herein situated in King County, Washington, and lying
within the boundaries of the City of Tukwila, Washington, is hereby annexed to
and incorporated in the City of Tukwila.
Section 2. Assumption of Indebtedness. The property within the territory
annexed hereby shall not be required to assume through assessment or taxer any .'
indebtedness, bonded or• otherwise, contracted prior to or existing as of the
effective date of the annexation.
Section 3. Effective Date of Annexation. The area described in
shall become a part of the City of Tukwila on September 22, 1989.

AN ORDINANCE OF THE CITY OF TUKWILA, WASHINGTON,
ANNEXING CERTAIN REAL PROPERTY COMMONLY KNOWN AS THE
CROISSANT AND SOUTH CENTRAL SCHOOL DISTRICT PROPERTIES
FOR CITY PARK PURPOSES.
WHEREAS, RCW 35A.14.300 and 35.13.180 authorize cities to
annex territory outside the city limits for municipal purposes
when such territory is owned by the city or all owners of such
territory consent to the annexation, and
WHEREAS, the City of Tukwila has purchased property outside
the City limits at 13919 53rd Avenue South, commonly known as the
Croissant property, and
WHEREAS, the Croissant property is surrounded on three sides
by property owned by the South Central School District on which
the City of Tukwila currently holds a long term lease, and
WHEREAS, the City's long term lease on the South Central
School District property requires the City to develop the same as
a public park and the City desires to integrate the Croissant
property and the South Central School District property into a
single, comprehensive park project, and
WHEREAS, the City Council finds that annexation of the
Croissant and South Central School District properties would be in
the best interest of the public health, safety and welfare and
would promote the use of the same as a City park, and the South
Central School District has consented to the annexation of its
property by the City, and
WHEREAS, pursuant to Resolution 1018 of the City of Tukwila,
the City Council expressed its intent to annex the Croissant and
South Central School District properties and authorized the Mayor
to fine a notice of intent to annex the same with the King County
Boundary Review Board, and
WHEREAS, the notice of intent to annex was filed with the
King County Boundary Review Board on September 26, 1986 and the
Boundary Review Board has notified the City that the annexation
has been deemed approved pursuant to RCW 36.93.100, and
WHEREAS, the City's SEPA Responsible Official has issued a
Determination of Non - Significance (DNS) for the annexation, now,
therefore,
THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1 Annexation. The real property commonly known as
the Croissant and South Central School District properties,
generally located at 13919 53rd Avenue South and more particularly
described on Exhibit A attached hereto and incorporated herein by
this reference as if set forth in full, should be, and hereby is
annexed to and made a part of the City of Tukwila.
Section 2. Duties of City Clerk. The City Clerk is hereby
directed to file a certified copy of this ordinance with the King
County Council and the King County Boundary Review Board.
Section 3. Effective Date. This ordinance shall take
effect and be in full force five (5) days after publication of
the attached summary which is hereby approved.

BETWEEN 53RD AVENUE SOUTH AND SOUTH 139TH STREET (FILE 89 -1 -A)
As required by the provisions of RCW 36.93, a Notice of Intention is hereby given to
the King County Boundary Review Board by the City of Tukwila.
As the enclosed materials indicate, the annexation is an island of unincorporated
King County, and consists of less than 50 acres and less than $2 million in assessed
valuation. We request that you refer this request to the Boundary Review Board
with a recommendation to waive jurisdiction. Please forward your written
response to us at your earliest convenience.
I BACKGROUND/MAPS
1. This annexation is an island of unincorporated King County consisting of five
homes on approximately 2 acres. It was inadvertently omitted from the recent
Foster Annexation. The purpose of this annexation is to rectify this error and
establish rational boundaries for Tukwila. The area is being annexed by
resolution in keeping with RCW 35A.14.395 -299 ( "Annexation of
Unincorporated Island ").
2. Attachment A is a copy of the resolution accepting the proposal as officially
passed.
3. Attachment B is a copy of the Determination of Non - significance and current
SEPA checklist.
4. Attachment C is the legal description of the boundaries of the area involved in
the proposed action.
5. MAPS:
a. Attachment D is a King County Assessor's map with the area boundary,
size in acres, entity corporate limits and nearest service points.
b. Attachment E is a vicinity map with corporate entity limits and physical

3. COMPREHENSIVE PLANS /FRANCHISE:

a. King County Comprehensive Plan/Ordinances
(1) The Foster Island Annexation proposal relates to Section III Regional
Planning and Intergovernmental Cooperation, page 32 of the King
County Comprehensive Plan adopted 1985. The following plan
policies would support approval of the subject annexation to
Tukwila. The area is designated as urban by the County and therefore
should be receiving urban services from a municipality capable of
providing the necessary level.
PI -302 King County should work with the cities to focus growth
within their boundaries and should support annexations
when consistent with the King County Comprehensive Plan.
King County should support incorporations when formation
of cities is appropriate to assure adequate facilities and
services for growth consistent with the Plan.
PI -303 King County should play an active role in municipal
annexations, supporting them when consistent with land use
plans, and opposing them when inconsistent.
A comparison of the King County and Tukwila Comprehensive Plan
maps shows them to be generally consistent with each other.
(2) The proposal lies within the Highline Community Plan.
(3) The zoning classification is Single Family, R -S 7200.
(4) The annexation area is not affected by these plans.
b. Proponents Comprehensive Plan /Franchise
(1) The proposal lies in Tukwila's adopted Comprehensive Plan area.
No plan amendment will be required.
(2) Tukwila's Comprehensive Plan was adopted by ordinance on
September 19, 1977.
(3) Tukwila has no franchise in the area. It does not anticipate
requesting a franchise amendment to cover the area in the near
future.

Residential." Proposed zoning regulations were adopted in 1982.
4. PLANNING DATA
a. Revenues /Expenditures
Any impacts on King County and Tukwila finances resulting from the
annexation are very slight since only five single - family residences are
involved in the annexation.
(1) Water — Water District #125 now provides the area with water. Per
the Skyway Critical Water Supply Area agreement, Tukwila is
scheduled to assume water service in late 1989.
(a) Water District #125 provides water directly to the area.
(b) N.A.
(c) A 4" main on 53rd Avenue South serves the area.
(d) None.
(e) Capacity is available.
(f) The Seattle Water Department provides water to the area.
(g) N.A.
(2) Sewer — Tukwila currently provides sewer service to the annexation
area.
(a) Tukwila currently provides sewer service directly to the
annexation area.
(b) Tukwila provides sewer via an 8 -inch line on 53rd Avenue S.
(c) No lift station is required.
(d) METRO disposes of the sewage.
(e) Capacity is available.
3. Fire Service — Tukwila currently provides fire service to the
annexation area.
(a) Station #52 (5900 S. 147th) provides primary service with Station
#54 (S. 144th & 42nd Ave. S.) as back -up.
(b) Response time is 2 to 2-1/2 minutes.
(c) Both stations will be fully staffed after mid- August, 1989. Station
#52 will have 3 full -time staff and Station #54 will have 4 full -
time staff.
(d) Station #52 has a pumper truck. Station #54 has a pumper and
an aerial ladder truck.

a. No annexation agreement is required for service extensions.
b. The annexation area is generally flat on top of a hilly rise.
c. There are approximately 5 -10 residents in the annexation area. The area's
projected population growth is small. The proposal lies within Census
Tract #262, which had a population of 3,505 in 1980. The estimated 1981,
1982 and 1983 population was 1911, 1948 and 1995 respectively (PSCOG).
On April 1, 1980 Tukwila's overall population was 4,760. By May 31, 1989
the population stood at 10,793 residents. This increase was due to four
major annexations in the preceding six months, rather than real
population growth. The figures were derived from an actual census of the
annexation areas.
d. The annexation area is surrounded by Tukwila territory and already
receives most of its municipal services from Tukwila. With the
annexation, residents will be able to participate fully in community life by
being able to vote for elected officials, serve on boards and commissions,
and run for office themselves, if they so desire.
e. No delay is expected in implementing service delivery to the area.
f. Service levels are adequate in the annexation area as currently provided or
as would be provided once the annexation is final. Future costs would
change consistent with the rest of the City.
The required $50 filing fee is enclosed.

residents of the territory described in Exhibit A for it to become annexed to
the City of Tukwila,

Section 1. Annexation Proposed. That unincorporated territory described
in Exhibit A attached hereto and by this reference incorporated herein lying
completely within the boundaries of the City of Tukwila containing
approximately three (3) acres and with approximately ten (10) voters residing
therein should be annexed to the City of Tukwila.
Section 2. Public Hearing. A public hearing on this Resolution shall be
held on August 7, 1989, and notice thereof shall be given as provided in
RCN 35A.14.295.

QUESTIONS ABOUT
ANNEXATION TO TUKWILA
Since this property is a small island in the midst of Tukwila, the Tukwila City
Council will initiate the annexation process via a resolution. The City Council will
then advertise and hold a public hearing on an annexation ordinance. You will
have an opportunity to comment at that time on the annexation. The annexation
will become final 45 days after the ordinance passes unless a referendum petition is
filed, signed by voters whose numbers equal not less than 10% of the votes cast in
the last general election. If a referendum is filed, there will be an election after 45 -90
days. The results of the election will be final.
What happens if the vote is not in favor of annexation?
Your status as unincorporated County would continue unchanged. No further
action or review would be necessary.
What will happen to police service if I annex?
"911" would remain the primary number for fire and police service. Your
neighborhood is already patrolled by Tukwila police officers, who provide
emergency response in just under four minutes.
Other services and programs such as crime prevention, drug awareness and
business security are available by calling the Tukwila Police Department.
Tukwila already provides fire protection services to your neighborhood.

FINANCE
The biggest part of my local tax bill is my property tax. Will my property tax go up or
down if I annex?
Property taxes in Tukwila are slightly lower than in King County. The yearly
Tukwila property tax on a $100,000 home would be $27 -$43 less annually than the
County, depending on whether City bonded indebtedness is assumed.
What is "bonded indebtedness "?
This is a special tax to purchase the Foster Golf Course and will be paid for by
1998. In 1989, this indebtedness is $15 per $100,000 of assessed value. Even with
this indebtedness added, the Tukwila property tax rate is approximately $15 -$20
lower than unincorporated King County.
Are there any other changes in taxes that I should know about?
At this time the City of Tukwila does not have any additional taxes on property,
business or utilities. The sales tax in King County and Tukwila are the same at
8.1 %. A Tukwila stormwater utility fee is likely in the near future, which is
similar to that now paid in King County.
LAND USE
How will the zoning change if the area is annexed?
City zoning for the area will be set after the annexation is finalized. Once
annexation has occurred, zoning will be recommended by the Planning
Commission and approved by the City Council. You will be welcome to
participate in the process.
What will happen to buildings that do not conform to City zoning standards?
Existing legal buildings will be grandfathered and can be maintained by the
property owner. Expansion of a building must satisfy City standards. If the
building is destroyed, the new replacement building will have to meet City
standards.
Nonconforming residential structures including mobile homes may continue as
they exist now and may be replaced after a natural disaster.. Mobile homes are
not allowed as single - family dwelling units outside of mobile home parks.

I have a boat and trailer that I use for vacations. May I park them in front of my
house, in the yard, or on the street?
Recreational vehicles may be parked and stored in your yard but not on the
adjacent street, except for short -term parking.
I'm an independent truck operator; may I park my vehicle at my house?
Four -ton (and larger) vehicles used for commercial purposes are not permitted
in residential zones.
STREETS AND UTILITIES
If I have an operating septic system, will I have to connect with a sewer system?
It is not City practice to require connection unless the King County Health
Department condemns the septic system. If there is a sanitary sewer line within
250 feet of any property with a building for human occupancy, a connection to
the sewer system can be required. This is similar to King County practice when
such property is within 330 feet of a sewer line.
Tukwila does not regulate septic tanks; you will continue to contact the King
County Health Department.
If my area annexes, will the City of Tukwila provide my sewer and water service?
Annexation will normally not affect your current water or sewer provider.
What effect will the annexation have on street lighting costs?
You currently pay for your own street lights through the Water District. Upon
annexation, the City of Tukwila will assume street lighting costs, if street lighting
can be removed from your water bill.
RECREATION AND THE ARTS
What community interest programs are available in Tukwila?
A full range of youth, adult and senior activities are available at the Tukwila
Community Center, parks and local schools. The City also has an active Arts
Commission that sponsors a year 'round series of entertainers at City Hall. An
informational brochure of programs and special events is sent to all City
residents four times a year.

Whoever currently collects your garbage may continue to do so, or you may
continue to haul your own garbage after annexation. The City also offers a semi-
annual free haul pass to the dump for residents of the City and an annual
household hazardous waste clean-up.
After annexation, will I be able to participate in local government?
Following annexation, area residents will be eligible to serve on the City's Park
Commission, Arts Commission, Library Advisory Board, Sister City Committee,
Civil Service Commission, Planning Commission and Board of Adjustment.
Residents are also eligible to vote and run for the City Council and Mayor.
All City residents are eligible to vote for their King County Council
representative, County Executive, Port Commissioner and other regional
positions. Annexation will not change your ability to vote for these positions.
A quarterly community newsletter, the "Hazelnut ", is sent to City residents and
businesses to keep everyone abreast of community events, capital improvement
projects, parks improvements, recreation programs, and City services..
What happens to schools with annexation?
Nothing happens to schools. Annexation does not affect the boundaries of
school districts and it has no effect on which school a child will attend.
Will my address change if I annex to Tukwila?
No, your address and zip code remain the same. You may choose to use Tukwila
instead of Seattle as place of residence.

The annexation under discussion (Foster Island) consists of 5
single family houses on approximately 3 acres. The area is located
at approximately 53rd Avenue South and South 139th, across from
Foster Park. It is an island of unincorporated King County and
receives all city municipal services from Tukwila.
Tukwila wished to have Foster Island included in the 1989 Foster
Annexation, but due to an error by the BRB the area was omitted.
Tukwila still wishes to annex the area and we now propose to begin
the annexation process via resolution.
ANNEXATION PROCESS
RCW 35A.14.295 -.299 specifies a process for annexation of an island
of county property into the City. Briefly, the City Council begins
the process by passing a resolution (attached). It then holds a
properly noticed public hearing on an annexation ordinance. We
must file an application with the BRB but we will request that they
waive jurisdiction due to the annexation's small size.
The area is considered annexed to Tukwila 45 days after the
ordinance is passed unless 10% of the voters in the annexation area
petition for a referendum. If a referendum is requested, the
election takes place within 45 - 90 days of the request. The
annexation is approved if a majority of the voters vote in favor
of the proposal.

TIMELINE
After the resolution is passed on July 17, 1989, the hearing on
the ordinance would be held on August 7. Without referendum, the
annexation could become final in late September. If a referendum
is requested, the election would be held 45 90 days after the
petition is filed.
We recommend that the zoning process occur after the annexation
is finalized. This saves approximately two months time in the
process.

street maintenance, and sewer services.
On July 17, 1989, the Tukwila City Council will consider a
resolution to bring those properties overlooked by the Boundary
Review Board into the City of Tukwila. The City Council will
hold a hearing on August 7 to receive public comment on the
annexation and zoning proposed by the Planning Commission. You
are welcome and encouraged to attend each of these meetings with
your questions and concerns.

QUESTIONS ABOUT
ANNEXATION TO TUKWILA
Since this property is a small island in the midst of Tukwila, the Tukwila City
Council will initiate the annexation process via a resolution. The City Council will
then advertise and hold a public hearing on an annexation ordinance. You will
have an opportunity to comment at that time on the annexation. The annexation
will become final 45 days after the ordinance passes unless a referendum petition is
filed, signed by voters whose numbers equal not less than 10% of the votes cast in
the last general election. If a referendum is filed, there will be an election after 45 -90
days. The results of the election will be final.
What happens if the vote is not in favor of annexation?
Your status as unincorporated County would continue unchanged. No further
action or review would be necessary.

What will happen to police service if I annex?
"911" would remain the primary number for fire and police service. Your
neighborhood is already patrolled by Tukwila police officers, who provide
emergency response in just under four minutes.
Other services and programs such as crime prevention, drug awareness and
business security are available by calling the Tukwila Police Department.
What about fire protection?
Tukwila already provides fire protection services to your neighborhood.

The biggest part of my local tax bill is my property tax. Will my property tax go up or
down if I annex?
Property taxes in Tukwila are slightly. lower than in King County. The yearly
Tukwila property tax on a $100,000 home would be $27 -$43 less annually than the
County, depending on whether City bonded indebtedness is assumed.
This is a special tax to purchase the Foster Golf Course and will be paid for by
1998. In 1989, this indebtedness is $15 per $100,000 of assessed value. Even with
this indebtedness added, the Tukwila property tax rate is approximately $15 -$20
lower than unincorporated King County.
Are there any other changes in taxes that I should know about?
At this time the City of Tukwila does not have any additional taxes on property,
business or utilities. The sales tax in King County and Tukwila are the same at
8.1 %. A Tukwila stormwater utility fee is likely in the near future, which is
similar to that now paid in King County.
City zoning for the area will be set after the annexation is finalized. Once
annexation has occurred, zoning will be recommended by the Planning
Commission and approved by the City Council. You will be welcome to
participate in the process.
What will happen to buildings that do not conform to City zoning standards?
Existing legal buildings will be grandfathered and can be maintained by the
property owner. Expansion of a building must satisfy City standards. If the
building is destroyed, the new replacement building will have to meet City
standards.
Nonconforming residential structures including mobile homes may continue as
they exist now and may be replaced after a natural disaster.. Mobile homes are
not allowed as single - family dwelling units outside of mobile home parks.

I have a boat and trailer that I use for vacations. May I park them in front of my
house, in the yard, or on the street?
Recreational vehicles may be parked and stored in your yard but not on the
adjacent street, except for short -term parking.
I'm an independent truck operator; may I park my vehicle at my house?
Four -ton (and larger) vehicles used for commercial purposes are not permitted
in residential zones.
If I have an operating septic system, will I have to connect with a sewer system?
It is not City practice to require connection unless the King County Health
Department condemns the septic system. If there is a sanitary sewer line within
250 feet of any property with a building for human occupancy, a connection to
the sewer system can be required. This is similar to King County practice when
such property is within 330 feet of a sewer line.

Tukwila does not regulate septic tanks; you will continue to contact the King
County Health Department.
If my area annexes, will the City of Tukwila provide my sewer and water service?
Annexation will normally not affect your current water or sewer provider.
What effect will the annexation have on street lighting costs?
You currently pay for your own street lights through the Water District. Upon
annexation, the City of Tukwila will assume street lighting costs, if street lighting
can be removed from your water bill.
What community interest programs are available in Tukwila?
A full range of youth, adult and senior activities are available at the Tukwila
Community Center, parks and local schools. The City also has an active Arts
Commission that sponsors a year 'round series of entertainers at City Hall. An
informational brochure of programs and special events is sent to all City
residents four times a year.
GENERAL
Who collects garbage in the City of Tukwila?
Whoever currently collects your garbage may continue to do so, or you may
continue to haul your own garbage after annexation. The City also offers , a semi-
annual free haul pass to the dump for residents of the City and an annual
household hazardous waste clean -up.
After annexation, will I be able to participate in local government?
Following annexation, area residents will be eligible to serve on the City's Park
Commission, Arts . Commission, Library Advisory Board, Sister City Committee,
Civil Service Commission, Planning Commission and Board of Adjustment.
Residents are also eligible to vote and run for the City Council and Mayor.
All City residents are eligible to vote for their King County Council
representative, County Executive, Port Commissioner and other regional
positions. Annexation will not change your ability to vote for these positions.
A quarterly community newsletter, the "Hazelnut ", is sent to City residents and
businesses to keep everyone abreast of community events, capital improvement •
projects, parks improvements, recreation programs, and City services.
What happens to schools with annexation?
Nothing happens to schools. Annexation does not affect the boundaries of
school districts and it has no effect on which school a child will attend.
Will my address change if I annex to Tukwila?
No, your address and zip code remain the same. You may choose to use Tukwila
instead of Seattle as place of residence.

SUBJECT: Foster Island Annexation
PROBLEM/ISSUE:' What should be done about the Foster
Island area left out of the recent annexations?
BACKGROUND: This island of 5 houses was ]eft out of the
annexations by an error of the 8R8 or County staff. We
requested adding it, but it wasn't.
Now annexation can occur either through direct petition or
Council resolution. The direct method requires 75% of the
assessed_valgatign. The resolution method requires
Council action and is subject to refnrendnm by the ygtffg.
ANALYSIS: If the voters and property owners in this area
don't substantially favor annexation to lukwila,
annexation is unlikely. A Council resolution will likely
precipitate a referendum because only 1 or 2 people can
initiate it and a majority must disapprove it. The
referendum precedes any anne:atinn ortion and requires
only a majority of the voters who voted in the last
general election. Because only 5 hones are in the area,
a favorable vote on the annexation may be doubtful in view
of past resistance to annexation to Tukwila.
Should annexation be pursued by the Council the process
will take approximately 4 - 6 months. A re{erandnm cnuld
add about 3 months.
ALTERNATIVE ACTIONS: Send a letter from the Mayor to the
residents asking for their opinion on such an annexation.
Then proceed accordingly.
RECOMMENDATION: Contact all of the residents requesting
their voter status and disposition to annexation. If the
response is favorable, send the residents a petition for
them to circulate in the area. If the petition is not
circulated within a reasonable period of time, ask the
Council if they want to pass a resolution to annex the
area.
IMPACTS OF RECOMMENDATION: Little investment to feel out
the residents of the area. Their response will provide a
foundation for any decision we make.

As a followup to our earlier conversation, this is to re- empha-
size the priority of concluding the Foster Island annexation.
After reading the Boundary Review Board's explanation of the
oversight in excluding the area from the Foster annexation, I
am convinced that we will find no relief from nor ownership of
the problem by that agency. In short, we are on our own to
resolve the issue.
Please take immediate steps to include this neighborhood into
Tukwila's jurisdiction. I understand after talking to Jack
Pace, that this can be accomplished in a fairly straightforward
manner, although RCW 35A.14.295 does allow for a referendum in
this case. My understanding is that SHB 1251, which is currently
on the Govenor's desk for signature, simplifies things somewhat,
but would require a petition by owners of 50% or more of the
areas assessed valuation. We need to make a decision on which
provision we will follow. The changes allowed by SHB 1251 would
not take place any sooner than 90 days following the Govenor's
signature.
I do not know the level of awareness of this matter by the resid-
ents of this area. I think we have an obligation to apprise them
of the circumstances that led up to this and what actions we are
taking to remedy the problem.
I would appreciate a memorandum from you outlining:
* a recommendation on what process we will engage,
* the critical events that must take place to bring the
matter to conclusion,
* an indication of the players, and,
* a timeline for each significant event to include a date of
anticipated resolution.

You have inquired about the status of the small island located just south of the Strander
annexation and east of the Foster annexation. At one time it was discussed that perhaps
this area could be added to the Foster annexation.
When the Foster annexation was submitted, the legal description included the previously
approved Park annexation. Later, that area was deleted from the Foster description.
According to Jim Bergsma, King County Department of Public Works, when that deletion
was made, it was done in such a manner that the island was not contiguous to the Foster
area. Because of the lack of contiguity, the island could not, in accordance with the
Board's rules, be added and it was not. Consequently, records here and at Public Works
still show the island.
I apologize for the delay. We had to do a little backtracking to determine why the area
was not added.
