8. DETAILED DESCRIPTION OF PROPOSED USE (for example, describe the manufactur-

goods or equipment or other information which will facilitate understanding
of the activities you proposed to develop on this site):
The proponent operates a school in Renton and a school in Olympia comparable
to the proposal. The brochure for both schools is attached. A newspaper
article describing the Renton school is also attached.
9. Will the conditional use be in operation and /or a building to house the use
be started within a year of issuance of the permit?

10. Describe the manner in which you believe that your request for a
Conditional Use Permit will satisfy each of the following criteria
as specified in TMC 18.64 030 (attach additional sheets, if necessary).
A. The proposed use will not be materially detrimental to the public
welfare or injurious to the property or improvements in the vicinity
of the proposed use or in the district in which the subject property
is situated.
RESPONSE: The proposal is in the public interest because it will bring family
amenities to a portion of Tukwila where they are presently lacking. The
school will be beneficial rather than injurious to property and improvements
in the vicinity.
B. The proposed use shall meet or exceed the performance standards that
are required in the district it will occupy.
RESPONSE: The proposal will be one story on the uphill side and two stories
on the downhill side which is well under the 35' permitted. Parking will
be provided at 1.5 spaces per employee. The landscape requirements for
R -4 will be met.
C. The proposed development shall be compatible generally with the sur-
rounding land uses in terms of traffic and pedestrian circulation,
building and site design.

Comprehensive Land Use Policy Plan.

which the proposed use may have on the area in which it is located.

CONDITIONAL USE APPLICATION
10 C. Approximately half of the children will be from the greater
Tukwila area. If it is assumed that each child generates four
trips per day, a total of 140 trips will be generated by the
school onto 57th Avenue South. It is not anticipated that the
traffic generated by the proposal will significantly impact
existing and projected traffic patterns. See traffic study for
additional information. Pedestrian circulation will be restricted
to the site (see site plan). The low scale buildings will have a
residential character consistent with uses on the site.
10 D. The proposal is consistent with objectives pertaining to creation
of areas which rate high in liveability. Presently, there is a
concentration of residential use on the west and northeast sides
of the freeway. Review of the attached map showing distribution
of residentially oriented amenities indicates a deficiency of
such neighborhood /family facilities and services catering to
small children in the area of the site. This proposal is for a
licensed daycare and accredited K -3 elementary school. The
facility will also offer such enriching activities as swimming,
little theater, and computer lessons which are presently not
offered in the sector of Tukwila in which the site is located.
Provision of these types of activities is consistent with the
liveability goals and objectives of the Comprehensive Plan.
