CnNTAMTNATFf SOTI AND REMOLLILDlal OF AN EXISTING BUILDING. INCINERATION
OF CONTAMINATED SOILS IS THE CLEAN -UP METHOD. ONCE THE SOIL HAS BEEN
DECLARED DECONTAMINATED IT WILL BE. USED T0, REFILL THE EXCAVATION.

INTERURBAN AVENUE AND 48TH AVENUE S. TUKWILA, WA
THE PROPOSED PROJECT WILL BE WITHIN THE AREA OF THE GREEN RIVER
AND ITS ASSOCIATED WETLANDS, WHICH IS A SHORELINE OF STATEWIDE
SIGNIFICANCE AND IS DESIGNATED AS AN URBAN ENVIRONMENT.
The following master program provisions are applicable to this development
(state the Master Program sections or page numbers): GOAL 2 P.4.2 POLICIES 3,
4 & 6. P. 4.2 GOAL 1 P. 4.6 POLICY 2 P.4.6 POLICY 3 P 4.6
Development pursuant to this permit shall be undertaken
pursuant to the following terms and conditions:

This permit is granted pursuant to the Shoreline Management Act of 1971 and
nothing in this permit shall excuse the applicant from compliance with any other
federal, state or local statutes, ordinances or regulations applicable to this
project, but not inconsistent with the Shoreline Management Act (Chapter 90.58
RCW).
This permit may be rescinded pursuant to RCW 90.58.140(8) in the event the per -
mittee fails to comply with the terms or conditions hereof.
CONSTUCTION PURSUANT TO THIS PERMIT WILL NOT BEGIN OR IS NOT AUTHORIZED
UNTIL THIRTY (30) DAYS FROM THE DATE OF FILING WITH THE DEPARTMENT OF
ECOLOGY AS DEFINED IN RCW 90.58.140(6) AND WAC 173 -14 -090, OR UNTIL ALL
REVIEW PROCEEDINGS INITIATED WITHIN THIRTY DAYS FROM THE DATE OF SUCH
F ING HAVE TERMINATED; EXCEPT AS PROVIDED IN (5)(a)(b)(c).

ATTACHMENT "A"
(1) Prior to completion of this demolition project and refill of
the excavation, submit letters certifying one of the following:
A. The contaminated soil has been removed and properly disposed
of,or
B. The soil has been decontaminated.
The letters shall come from (1) the general contractor (2) The
laboratory that tested the soil and, (3) the D.O.E.
(2) The Environmental Protection Agency requires the results of
an excavation zone assessment be maintained at least three years
after completion of permanent closure or change -in- service.
Results shall be recorded at King County Records Office so they
may be available to all subsequent property owners. These records
should be maintained by successive owners to fulfill liability
requirements under the Washington Model Toxics Act, Initiative
97.
(3) Obtain a temporary erosion and sedimentation control permit
from the City of Tukwila Public Works Department.
(4) After the excavation and the refill the site is only suitable
for conventional, light loaded structure such as warehouse.This
determination is based upon a survey dated May 12, 1989 by Geo
Engineers.
(5) Submit a site plan showing the revegetation or covering of
the dirt after refill.
