The Planning Commission conducted a review of the above request
on May 25, 1989, and approved the request.
The Commission adopted the Findings and Conclusions contained in
the Staff Report dated May 18, 1989.
Any party aggrieved by this decision may appeal the decision to
the City Council by filing an appeal in writing with the City
Clerk within ten (10) days of the above date and shall state the
reasons for appeal.

s.f. office /warehouse building and accessory improvements.
Molly Headley, Planning Intern, reviewed the staff report recom-
mending approval with revised conditions.
Al Coonquist, applicant, concurred with findings of staff and
modifications of conditions.
There were no public comments. Therefore, the public hearing was
closed at 9:15 p.m.
MR. VERHALEN MOVED AND MR. CAGLE SECONDED A MOTION TO APPROVE 89-
5-DR WITH REVISED CONDITIONS ON PAGE 6 AND 7 OF THE STAFF REPORT.
THE REVISED CONDITIONS READ AS FOLLOWS:
1. The Landscape Plan be revised as shown on Attachment 4 (of
the staff report) in the following areas:
a. Clarify how the entrances and existing landscaping in
Areas A and B will be landscaped.
b. Deletion of one parking space and provide a landscape
island in the center of the west wall (Area C).
c. Move parking on the northwest rear wall north to allow
for a minimum 5 -foot landscape strip adjacent to the
wall to be planted with vegetation (Area D).
d. Revise plan to include shrub screening at the front
edge of the building.
4. Provide alternative shrub, English Laural, for
screening at rear of lot that is native, and will
attain a height above 6 feet (Area F).
MOTION UNANIMOUSLY APPROVED.
89-3 -SPE PAVILION MALL - Request for special permission for one
freestanding sign to exceed fifty percent of the allowable sign
area (Section 19.32.150).
Darren Wilson, Planning Intern, reviewed the staff report and
pointed out modifications of sign area on a site plan provided by
the applicant. He stated staff recommends approval of increase
in sign area to 356 square feet as requested.

status on the Sidewalk Plan.

DIRECTORS REPORT
Mr. Pace discussed the status of the Cascade View annexation as
well as some of the issues the Planning Commission will be
dealing with in the coming year.
The Planning Commission complemented Darren Wilson and Molly
Headley for their first presentations to the Commission. They
were well done.

FINDINGS

DECISION CRITERIA
The applicant is requesting a modification for the size requirements for permanent
freestanding sign. The applicable Sign Code regulations are listed below in bold,
followed by pertinent findings.

19.32.150 Building Identification Signs - Displays. Businesses in a planned shopping
center (mall) shall be allowed signing equal to six percent of the exposed build-
ing face area on which the sign is to be placed up to a maximum of 500 square
feet, with a maximum of four signs allowed per business and not more than
one sign for any particular business allowed on any one exposed building face.
Businesses located on the perimeter of a planned shopping center (mall) in
detached, separate buildings shall be allowed freestanding signs per Section
19.32.140(C).
Identification signs for the center as a whole shall have an aggregate area of not
more than three hundred square feet per street which abuts the development,
and no one sign shall contain more than fifty percent of the allowable sign area
unless approved by the Planning Commission. The height of a freestanding
sign shall not exceed the highest portion of any building in the planned shop-
ping center (mall) which is identified thereby. Non - rolling equipment and
merchandise must be displayed from within buildings or glass- fronted cases,
except in connection with a temporary commercial, industrial or public service
display.
The existing freestanding sign at the Pavilion Mall is 150 square feet on each side.
The applicant is requesting to increase the sign size with additional 28 square feet on
each side of the sign (see Attachment 1).
Under the Sign Code, the applicant is allowed identification signs for the center with
a sign area not to exceed three hundred square feet per street frontage. Since the
Pavilion Mall abuts two streets, the maximum sign area would be six hundred
square feet.
The existing freestanding sign represents fifty percent of the allowable sign area.
The applicant is requesting to increase the sign size to represent fifty-nine percent of
the allowable sign area. This sign as shown on Attachment A would remain the
only identification for the Pavilion Mall.
As noted in the applicant's letter (Attachment B), they are requesting to remodel the
one existing identification sign. They have stated:

"As can be seen, the proposed sign will be much more attractive and will have
less of a visual impact than two signs as allowed by the Sign Code. As the sign
is existing, will only be enlarged slightly, and the total square footage is
substantially less than the total allowed by the Sign Code, Planning
Commission approval is respectfully requested."
CONCLUSIONS
As noted by the applicant, the proposed remodel sign would have a slight increase
sign copy area, and improve the overall appearance of the sign. The remodel sign
will meet all other sign standards and remain the only identification sign for the
Pavilion Mall. The proposed remodel sign would represent fifty -nine percent of the
allowed sign area. This is a small increase as compared to the existing sign, as well
as to the total sign area allowed under the Sign Code.
Planning staff recommends the applicant's requested be approved as submitted.

We are requesting Planning Commission approval to remodel our
existing pylon identification sign for the Pavilion Mall
(formerly known as The Pavilion Outlet Center). This remodel
would require use of more than fifty percent of the allowable
sign area for a single sign and requires approval as per Section
19.321.50 of the City of Tukwila Sign Code.
The sign code would allow two signs at 300 square feet per sign
for a total of 600 square feet. We are proposing that we will
have only one sign. The existing sign is approximately 178
square feet per side for a total of 356 square feet. This is
slightly larger than the code allows. We wish to add a small
arch to the top of the existing sign and add aeon to make it more
attractive. Since we will have only one sign, the total square
feet utilized will be substantially smaller than the total of 600
square feet allowed.
As can be seer, the proposed sign will be much more attractive
and will have less of a visual impact than two signs as allowed
by the sign code. As the sign is existing, will only be enlarged
slightly and the total square footage is substantially less than
the total allowed by the sign code, Planning Commission approval
is respectfully requested.
