This letter is in response to your letter to Neal Tunison
of March 26, 1990, concerning the 14 -09 Building. At
this time, the 14 -09 Building proposal as originally
designed appears to be dead. There are other Boeing pro-
posals presently being considered for the 14 -09 site.
These have not yet developed to a stage which would
warrant review with the City of Tukwila.
Please put the 14 -09 Building project on hold until we
get in touch with you. We have told the permit depart-
ment the same.

RE: Acceptability of By -pass Pipes After Biofiltration
Dates February 9, 1990
I spoke with Joe Robel, DOE Fisheries (753 -2980) today and
learned the following information:
1. He has never accepted or rejected any proposed Nelson Place
Drainage system since he has not seen any final plans. He
does remember having discussions regarding some concepts,
but these were All on the telephone.
The final result of these discussions was to establish that
open ditch biofiltration of runoff is required.
2. The standard for runoff is to provide for maximum 3" deep
flows at 1 foot per second with a preferred depth being 2 ".
The facility shall be sized for the 2 year 24 hr. event
which is 2" in 24 hrs. in this area.
3. He considers roof -top water and not requiring
biofiltration. This•water may. initially leach some
contaminantimmediately after asphalt is . put on,.but its
long. term impact on water quality is.considered to be.•• •
negligible at this time. This is borne out by 'observation
of roof- top•runoff, runoff from asphalt'parking.lots which
are. unused, and DOE Fisheries. use of.asphalt lined fish
ponds•which do not seem to have petroleum based water
quality problems.
4. JR does not have a problem with designing a filtration
system where runoff is biofiltered and then diverted into a
pipe to bypass downstream biofiltration systems. This
avoids downstream biofiltration channels having to be
oversized to carry .through flows which have already been
cleaned.
5. JR suggests a meeting to review any City concerns at City
convenience.

office uses. These include other Boeing facilities, the King County

3. Expand existing 14 -01 building with new 14 -09 building, improve existing
parking area with total of 1,325 stalls, a waterfront park (for employees), and
relocate existing railroad spur. A new sheet p1 le bulkheadio_be constructed
adjacent to the existing seawall. The decision on which side of the existing seawall
to`place the new ilkhe`aTs could be made after geotechnical and permitting .
requirements are determined by the design consultant.
7. King County Shoreline Management Master Program, Urban Environment
pages 18 and 19, General Policies:
* Emphasis should be given to development within already developed areas.
* Emphasis should be given to developing visual and physical access to
shoreline in the Urban Environment.
* To enhance the waterfront and insure maximum public use, industrial and
commercial facilities should be designed to permit pedestrian waterfront
activities consistent with public safety and security.

* Redevelopment and renewal of substandard areas should be encouraged in
order to accommodate future users and make maximum use of shoreline
resource.
* Aesthetic considerations should be actively promoted by means of design

1. Item E: According to the City of Tukwila, the 40' river and 60 low
impact environments do not apply here.
2. Item F: There are no existing trees over 6" in diameter.
3. Item H: The site is essentially flat, therefore, 5' contours are. not
shown. There are no slopes over 15 %, except existing river bank
slopes.
4. Water and sanitary sewer are available from the City of Seattle.

b. Parking Calculations
1. Required (City of Tukwila zoning code 18.56.050) for industrial
buildings: 590,840 S.F. divided by 1,000 = 591 stalls.
2. Proposed Parking (based on occupancy load):
• Proposed Building 14 -09: total 2 shifts, max. 923 occupants.
• Existing Building 14 -01: total 2 shifts, max. 666 occupants.
• Existing Building 14- 02/14 -03: total 1 occupant.
Total 1,590 occupants
divided by 1.2, equals 1,325 proposed parking stalls. Cot:'
Total includes 14 handicap - accessible stalls.
Item 0: Storm water calculations show that there will be a net
decrease in runoff from the site due to the increase in landscaped
areas. An existing storm water drainage system will be used on the
south half of the site. A new storm drainage system will be installed
on the rest of the site. Existing outfalls into the Duwamish Waterway
will be utilized for most of the new system and one new 12 inch
outfall with an oil /water separator will be added. No
detention /retention is proposed since there is a net decrease in runoff
and all storm water is outfalling into a tidal waterway (Duwamish
Waterway).

Type "A" material is existing soil and debris from the north half of
the site (former steel mill). This material could potentially have
elevated levels of arsenic and heavy metals. If this material does
have elevated levels of arsenic and heavy metals, it will be
disposed of at the CSSI Hazardous Waste Disposal Site in Arlington,
Oregon. If elevated levels of arsenic and heavy metals are not
found, then disposal would occur at an approved county landfill.
