Williams III, Assistant Manager representing the Parkway Office Building Boundry Line Adjustment Application. I've reviewed this report and provide the following comments: 1. The railroad easement granted by the Jack Benaroya Company to Chicago, Milwaukie, and St. Paul allows for ingress egress over the rail spur to the subject. The manner in which the easement rights are utilized will be subject to future site plan review and approval. 2. Drainage easements to the State of Washington Department of Transportation describe the state drainage facilities only. Also, there exists the "North Canyon Trunk Line" which is shown on City Plan Sheet No.'s 767 and 768, which are enclosed. This 48" storm line goes through the subject property. This North Canyon Trunk Line also has an overflow facility (36 ") sited on the subject property. As part of your lot line adjustment a discovery of the appropriate drainage easements is necessary for these public drains and overflow systems. A copy of Plan Sheet No. 827, which identifies the City's overflow 36" line is also enclosed. 3. An assessment as to the types and nature of limitations placed on future developments by WSDOT should be understood up front with respect to restrictive uses of the property. 4. As you stated in the second to last paragraph your November 6, 1989 letter, I have raised concerns about the minimum access /utility easement affected by this boundry line adjustment. As stated in Section 17.28.050 - Private Access Roads - When private access roads are authorized there shall be a minimum easement width of 40'. It is not clear from the easements shown between Southcenter Parkway and your property whether they allow for both access and utilities to be brought to the property. I request the above comments be addressed and submitted through Darren Wilson, Planning Department for Public Works final review. William C. In response to his questions, you will please find the following information: 1: A copy of the Railroad Easement granted by the Jack A. Benaroya Company to the Chicago; Milwaukee, St. Paul, et. al., with the language permitting use for ingress and egress over, across and upon the easement area and paving thereon. 2. Copies of Slope Easements and Drainage Easements granted to the State of Washington Department of Transportation affecting the subject application. Mr. Frazier also raised a concern about a minimum easement width effected by this boundary line adjustment. We are presently consulting with Mr. Chadwick of Chadwick Surveying and Engineering concerning this matter and will be contacting you shortly.
