Darren, I am still puzzled by the Binding Site Improvement Plan
(BSIP) process vs. the Boundary Line Adjustment (BLA) process.
Your submittal requirements for the BLA process include revised
legal descriptions which upon the City's approval we may then
record with the County's Department of Records and Elections.
Your submittal requirements for the BSIP process do not include
any legal descriptions (revised or new). For purposes of the
Lewis and Clark Theatre /Bowl site, how are the boundary line
adjustments which is our major goal accomplished in the BSIP
process?

Attached are the required submittals for a Lot Line Adjustment
application. As we have discussed in previous phone
conversations, the drawings have been made at the larger scale
and I have not included completed legal descriptions (there are
survey references on the drawings). We can provide smaller
scale drawings (on several sheets), but feel the smaller scale
drawings would not be very readable given the size of the site
and the irregular configuration of the proposed lots. The
proposed lot lines for lots A and B follow closely the perimeter
of the existing structures with some deviation based upon the
respective Fire and Building Code requirements. Once we have
the City's initial approval we can promptly provide the legal
descriptions.
As the drawing indicates, the site includes 6 existing separate
lots (A through F). The drawings show the existing lots with a
light dashed line while a solid line is shown for the proposed
lot lines. The perimeter of the theatre structure is shown on
proposed lot A while the perimeter of the bowling alley
structure is shown on proposed lot B. As you will note, the
theatre structure straddles portions of existing lots A, B, and
C.
I am the agent for Sterling Recreation Organization on this
application. We would like to obtain the approval of the Lot
Line Adjustment application as soon as possible so please
contact me at 523 -3764 if you need any additional information or
if you have any questions.
