Existing Development: The project is located east of Building 447 of the Southcenter South Industrial Park. Adjacent uses include warehouses, offices and associated parking. 2. Terrain: The building and parking lot are located on flat terrain. The Green River is adjacent to the site. 3. Vegetation: Grass is currently found on the site. It will be removed and covered by the asphalt from the parking lot. An existing tree clump will be retained. Additional trees and shrubs will be planted on the site once the paving is completed. BACKGROUND In 1979, Building 447 was built without providing the minimum parking require- ments. The current proposal will include improvements and changes to the existing parking lot to bring it up to code. Upon completion, the building will have a total of 99 parking spaces, nine more than required (Attachment A). In addition, a 20 -foot wide fire lane will be extended from the new parking area around the northwest corner of the building to provide fire access. The Planning staff has been working closely with the applicant to expedite the review and processing of this project to bring the building into compliance. Through a separate permit process, the applicant is seeking a boundary line adjustment to consolidate all the parking onto the property associated with Building 447. Portions of the property are located in the Shoreline area and so the develop- ment automatically falls within the jurisdiction of the Board of Architectural Review. DECISION CRITERIA FINDINGS The applicable Tukwila Zoning Code Design Review criteria are listed below in bold, followed by pertinent findings of fact. Tukwila Municipal Code (TMC) Review Guidelines 88 -1 -DR: Building 447 Parking Lot Page 2 1. TMC 18.60.050(1) - Relationship of Structure to Site No structure is proposed. Parking spaces will be built immediately adjacent to the building. 32 new spaces are located within the 200 -foot shoreline zone. Under the proposal, the parking spaces will be added immediately adjacent to Building 447. Twenty -nine spaces will be painted out and relocated to the STAFF REPORT to the BAR 88 -1 -DR: Building 447 Parking Lot Page 3 immediate north. An access easement will be provided for access to parking on both lots. A fire lane will be constructed immediately adjacent to the building on the building's northwest edge. All improvements will clear the toe of the dike. 2. TMC 18.60.050(2) - Relationship of Structure and Site to Adjoining Area The parking has been designed so that 30 spaces in the easement area will serve a new building proposed on the east side of Building 447. 3. TMC 18.60.050(3) - Landscaping and Site Treatment Three landscaping "islands" are proposed along the building's eastern wall. Scotch pine will be placed along the toe of the dike to screen the parking improvements from the riverside trail. Existing big leaf maple clumps will be retained along the building's north side. The Planning staff recommends that an additional landscape island be placed in the parking lot across from the proposed island to break the expanse of pavement. One parking space will be removed in order to accommodate addi- tional parking lot landscaping (Attachment B, #1). Further, the 'staff recommends placement of two additional trees just beyond the existing clump of broadleaf maple. The additional landscaping will improve the screening of the existing storage yard from the river trail and will also link the existing and new plantings (Attachment B, #2). 4. TMC 18.60.050(4) - Building Design The proposal does not include a building. '5. TMC 18.60.050(5) - Miscellaneous Structures and Street Furniture The proposal does not include miscellaneous structures nor street furniture. CONCLUSIONS 1. Proposed improvements will bring the building's parking and fire access up to code. 2. A boundary line adjustment will be required prior to any parking lot changes or improvements. 3. The parking lot changes and fire lane access are in conformity with the shoreline management plan. 4. Landscaping plans substantially retain existing clusters of broadleaf maple. 5. The proposal conforms to the criteria of TMC 18.60.050, as recommended herein. STAFF REPORT to the BAR The Planning staff recommends that the BAR approve the request with the follow- ing conditions: 1. An additional landscape island, and 2.
