of nonsignificance for the improvement of a parking lot by
Alfred Croonquist Architects (EPIC- 3 -88). We reviewed the
environmental checklist and have the following comments.
As noted in the checklist, a shoreline permit will be re-
quired for this project. The proposed project must comply
with the goals and standards of the local shoreline master
program.

FEBRUARY 25, 1988
The meeting was called to order at 8:05 p.m. by Mr. Coplen,
Chairman. Members present were Messrs. Coplen, Larson, Kirsop,
Knudson, Hamilton and Haggerton.
Representing the staff were Moira Bradshaw, Rebecca Fox and
Joanne Johnson.
MR. HAMILTON MOVED TO ADOPT THE MINUTES OF THE JANUARY 28, 1988
MEETING AS CORRECTED. MR. LARSON SECONDED THE MOTION WHICH
PASSED UNANIMOUSLY.
Mr. Coplen directed the staff to write a letter expressing
appreciation for the years of service Mr. Sowinski put in with
the City.
88 -1 -DR: BUILDING 447 Request for design review to add 32
parking spaces to an existing parking lot located within the
shoreline zone.
Rebecca Fox, Planner, reviewed the staff report recommending
approval.
Dick Reeves, Wilsey and Ham, 1980 - 112th Avenue N.E., Bellevue,
WA., 98004, represented the property owners adjacent to the
subject property. He generally concurred with the staff report.
Discussion ensued on the proposal.
MR. LARSON MOVED AND MR. KNUDSON SECONDED A MOTION TO APPROVE THE
REQUEST INCLUDING RECOMMENDATIONS 1 AND 2, BASED ON THE STAFF'S
F:.NDINGS AND CONCLUSIONS. THE CONDITIONS READ AS FOLLOWS:
1. An additional landscape island.

Moira Carr Bradshaw, Planner, reviewed the staff report, entering
it into the record as Exhibit 1. She pointed out the staff's
recommendation of approval with conditions and noted that
modifications to the conditions had been agreed upon by staff
with the applicant.
Randy Blair, Wilsey and Ham, 1980 - 112th Avenue N.E., Bellevue,
WA., 98004, represented the applicant and stated he concurred
with the staff report.
Discussion ensued on the proposal.
MR. LARSON MOVED AND MR. KNUDSON SECONDED A MOTION TO RECOMMEND
APPROVAL OF THE REQUEST AND ACCEPT THE STAFF'S RECOMMENDATIONS
WITH THE FOLLOWING CHANGES: CONDITION #1 CHANGED FROM 61 FOOT
EASEMENT TO 56 FEET; CONDITION #3 BE CHANGED FOR THE OWNER TO
SHOW ACCESS TO LOT 8 SUBJECT TO CITY OF TUKWILA'S APPROVAL PRIOR
TO FINAL PLAT APPROVAL; CONDITION #4 FROM "DEDICATION" TO "ASSI-
GNMENT" OF ACCESS; ELIMINATE CONDITION #5; AND ACCEPT THE STAFF'S
FINDINGS AND CONCLUSIONS. MOTION WAS UNANIMOUSLY APPROVED.
THE APPROVED CONDITIONS READ AS FOLLOWS:
1. "56 -foot easement for future right -of -way" rather than 61 foot
area building setback.
2. Compliance with UBC 5.505, 506 and Table 5C per Attachment C.
3. The owner to show suitable access to Lot 8, subject to City of
Tukwila's approval prior to final plat approval.
4. Assignment of access to City of Tukwila of the City-Light
property to connect the two public rights -of -way.
5: Revision of plat to show fence behind Lot 4.
DIRECTOR'S REPORT
Moira Bradshaw reported on the Adult Business Ordinance and Sea -
Tac Incorporation proposal. She noted that a special Planning
Commission meeting on Fire District #1 Annexation DEIS needs to
be held on March 31, 1988. The APA Conference will be held in
April and any interested Commissioner should contact the Planning
Department.

1. Existing Development: The project is located east of Building 447 of the
Southcenter South Industrial Park. Adjacent uses include warehouses,
offices and associated parking.
2. Terrain: The building and parking lot are located on flat terrain. The
Green River is adjacent to the site.
3. Vegetation: Grass is currently found on the site. It will be removed and
covered by the asphalt from the parking lot. An existing tree clump will be
retained. Additional trees and shrubs will be planted on the site once the
paving is completed.
BACKGROUND
In 1979, Building 447 was built without providing the minimum parking require-
ments. The current proposal will include improvements and changes to the
existing parking lot to bring it up to code. Upon completion, the building will
have a total of 99 parking spaces, nine more than required (Attachment A). In
addition, a 20 -foot wide fire lane w i l l be extended from the new parking area
around the northwest corner of the building to provide fire access.
The Planning staff has been working closely with the applicant to expedite the
review and processing of this project to bring the building into compliance.
Through a separate permit process, the applicant is seeking a boundary line
'adjustment to consolidate all the parking onto the property associated with
Building 447.
Portions of the property are located in the Shoreline area and so the develop-
ment automatically falls within the jurisdiction of the Board of Architectural
Review.
DECISION CRITERIA
The applicable Tukwila Zoning Code Design Review criteria are listed below in
bold, followed by pertinent findings of fact.
Tukwila Municipal Code (TMC) Review Guidelines
1. TMC 18.60.050(1) - Relationship of Structure to Site
No structure is proposed. Parking spaces will be built immediately adjacent
to the building. 32 new spaces are located within the 200 -foot shoreline
zone.
Under the proposal, the parking spaces will be added immediately adjacent to
Building 447. Twenty -nine spaces will be painted out and relocated to the

immediate north. An access easement will be provided for access to parking
on both lots. A fire lane will be constructed immediately adjacent to the
building on the building's northwest edge. All improvements will clear the
toe of the dike.
2. TMC 18.60.050(2) - Relationship of Structure and Site to Adjoining Area
The parking has been designed so that 30 spaces in the easement area will
serve a new building proposed on the east side of Building 447.
3. TMC 18.60.050(3) - Landscaping and Site Treatment
Three landscaping "islands" are proposed along the building's eastern wall.
Scotch pine will be placed along the toe of the dike to screen the parking
improvements from the riverside trail. Existing big leaf maple clumps will
be retained along the building's north side.
The Planning staff recommends that an additional landscape island be placed
in the parking lot across from the proposed island to break the expanse of
pavement. One parking space will be removed in order to accommodate addi-
tional parking lot landscaping (Attachment B, #1). Further, the staff
recommends placement of two additional trees just beyond the existing clump
of broadleaf maple. The additional landscaping will improve the screening
of the existing storage yard from the river trail and will also link the
existing and new plantings (Attachment B, #2).
4. TMC 18.60.050(4) - Building Design
The proposal does not include a building.
5. TMC 18.60.050(5) - Miscellaneous Structures and Street Furniture
The proposal does not include miscellaneous structures nor street furniture.

CONCLUSIONS
1. Proposed improvements will bring the building's parking and fire access up
to code.
2. A boundary line adjustment will be required prior to any parking lot changes
or improvements.
3. The parking lot changes and fire lane access are in conformity with the
shoreline management plan.
4. Landscaping plans substantially retain existing clusters of broadleaf maple.
5. The proposal conforms to the criteria of TMC 18.60.050, as recommended
herein.
