TUKWILA CITY COUNCIL City Hall SPECIAL MEETING Council Chambers M I N U T E S 03.? y� CALL TO ORDER AND In the absence of Mayor Van Dusen, Council President Stoknes called PLEDGE OF ALLEGIANCE the Special Meeting of the Tukwila City Council to order and led the audience in the Pledge of Allegiance. MABEL J. HARRIS, MARILYN G. STOKNES (COUNCIL PRESIDENT), JOAN HERNANDEZ, DENNIS L. ROBERTSON, CLARENCE B. MORIWAKI. MOVED BY HARRIS, SECONDED BY HERNANDEZ, THAT COUNCILMEMBERS DUFFIE AND BAUCH BE EXCUSED FROM THE MEETING. MOTION CARRIED. MOVED BY MORIWAKI, SECONDED BY HERNANDEZ, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED. City Attorney Colgrove read a resolution of the City of Tukwila, Washington, rejecting all bids for the remodel and addition to Fire Station #51, located at 444 Andover Park East by title only. MOVED BY MORIWAKI, SECONDED BY ROBERTSON, THAT RESOLUTION #1111 BE ADOPTED AS READ. John McFarland, City Administrator, stated the bids came in considerably higher than anticipated. Some of the desired remodeling has been removed and changes in some specifications have been made that should bring the cost down to the engineer's estimate. Councilperson Robertson asked about the roof and the need for that change. John McFarland, City Administrator, stated he would report on the status of the roof to the City Council. *MOTION CARRIED. Councilmember Robertson stated he is a member of the Boeing Employees' Credit Union. Will his membership create a possible conflict of interest? City Attorney Colgrove stated it would not represent a conflict of interest. There were no objections to Councilmember Robertson's participation in the discussion. Councilmember Robertson stated since the work will be accomplished within five to eight years there is every reason to believe inflation will raise the costs of the construction and the City will end up having to pay the majority of the cost. Ron Cameron, City Engineer, stated there is an escalation clause of 10% in Item 3 (D) of the agreement. Councilmember Harris asked if there is other development in the area will the developers be charged a latecomer's charge? Mr. Cameron answered other development in the area is expected and they would have to participate in the charges. He stated traffic signal costs have stayed the same for several years. There is some risk on some of the other future costs. He stated he is comfortable with the cap that has been placed on the costs. MOVED BY HARRIS, SECONDED BY ROBERTSON, THAT COUNCIL AUTHORIZE THE MAYOR TO SIGN THE TRAFFIC IMPROVEMENT AGREEMENT (PROJECT #89 -RW11 AND PROJECT #89- RW12). MOVED BY ROBERTSON, SECONDED BY MORIWAKI, TO AMEND THE AGREEMENT TO INCLUDE A COST OF LIVING CLAUSE BASED UPON THE INDEX BY ENGINEERING NEWS RECORD AND THE FIRST ADJUSTMENT OCCUR IN JANUARY 1991 AND EVERY YEAR THEREAFTER DURING LIFE OF AGREEMENT. MOTION CARRIED. MOTION CARRIED, AS AMENDED. MOVED BY MORIWAKI, SECONDED BY ROBERTSON, THAT COUNCIL APPROVE THE SIGNING OF THE SECOND AGREEMENT. MOTION CARRIED.
