VICINITY /SITE INFORMATION
DECISION CRITERIA
FINDINGS
1. Project Description: Applicant is proposing a change in use from warehouse/
office to sanctuary /office. The church office will occupy 9,299 square feet
and the sanctuary will consist of 8,795 square feet.
2. Existing Development: Business park consisting of warehouse /office use.
3. Surrounding Land Use: Warehouse /office.
There are certain uses which are considered by the City to be unique and as a
result are given special consideration. A review of the impact these uses will
have on the surrounding neighborhood and the existing uses in the vicinity is
considered necessary before they are allowed to locate in the City. The Tukwila
Zoning Code conditional use criteria are printed bold below, with findings under
each criteria.
1. The proposed use will not be materially detrimental to the public welfare or
injurious to the property or improvements in the vicinity of the proposed
use or in the district in which the subject property is situated.
The current structure is consistent in design and use with the surrounding
development. The development will result in no outside visible change. The
interior changes are:
- Convert 1,140 square foot hall into a Fellowship Hall to provide seating
for 164 people.
- Convert 200 square foot room into a taping facility.
- Convert 200 square foot room into a nursery.

- All other rooms will retain original dimensions and uses.
2. The proposed use shall meet or exceed the performance standards that are
required in the district it will occupy.
The original intended use for this site was office /warehouse. The perform-
ance standards for parking for office is 2.5 spaces per 1,000 square feet of
space and for warehouse it is 1 per 1,000 square feet. The required number
of spaces would be a total of 5.
The change in use from warehouse to sanctuary would result in an increased
occupancy load and parking requirement. Churches require 1 space for every
7 gross square feet. Based on this change in use, the parking space re-
quirements increase to 42.

The impact would be mitigated by:
- Cooperative parking agreement with Equitech to satisfy the parking needs
of the fellowship hall (see Staff Report 88- 2 -SPE).
- Applicant states use of Fellowship Hall will be restricted to Wednesday
evening and weekends.
3. The proposed development shall be compatible generally with the surrounding
land uses in terms of traffic and pedestrian circulation, building and site
design.
The building exterior, site design, landscaping requirements and setbacks
for this existing building meet City requirements and will not change per
lease agreement. The traffic impacts are addressed with a Cooperative
Parking Agreement and limitations on hours of operation.
4. The proposed use shall be in keeping with the goals and policies of the
Comprehensive Land Use Policy Plan.

ing land uses unless there is reasonable provision for parking demand.
Page 67, Policy 1. Encourage the grouping of land uses which vary
in business hours to maximize the usage of parking spaces.
As previously stated, limitation of hours of use and a cooperative parking
agreement with Equitech will satisfactorily address the above policies.
5. All measures have been taken to minimize the possible adverse impacts which
the proposed use may have on the area in which it is located.
The identified possible impact to surrounding businesses was parking. This
has been addressed with a limitation on hours of use and a cooperative
parking agreement.

1. The proposed change in use will not be materially detrimental to the public
since the parking demand for this use will occur when most of the surround-
ing businesses are closed.
2. Proposed change in use will only impact this site Wednesday evening and
weekends when parking demand is the lowest.
3. There will be no exterior changes to the building.
4. The proposed cooperative parking agreement with Equitech and restricted
hours of use will result in satisfactory mitigation of parking impacts.

by filing an appeal in writing with the City Clerk within ten (10) days of the
above date and shall state the reasons for the appeal.

Chairman. Members present were Messrs. Haggerton, Cagle,
Verhalen, Coplen, Kirsop and Hamilton.

APPROVAL OF MINUTES - MR HAMILTON MOVED AND HAGGERTON SECONDED A
MOTION TO APPROVE THE OCTOBER 27, 1988 MINUTES AS WRITTEN. MOTION
UNANIMOUSLY APPROVED.

Conditional Use Permit to allow the establishment of a church and
approval of a Cooperative Parking Agreement to satisfy the
minimum 41 required parking spaces necessary for a meeting room
per Tukwila Zoning Code.
Jack Pace, Senior Planner, reviewed the staff reports for the
proposals with a recommendation of approval for the Conditional
Use permit with the condition that the fellowship hall be used in
the evening after 5:30 p.m. and on weekends. The Cooperative
Parking Agreement was also supported by staff with the recommend-
ation that it be approved.
The applicant, Mr. Dick McNeely, 3511 S. 154th, stated that he
concurred with staff's comments.
Mr. Neil Nelson, 25932 S.E. Black Diamond Road, Issaquah,
clarified that the neighboring establishment has no need for
restrooms since the space is used for storage of furniture only.
MR. CAGLE MOVED AND MR. HAMILTON SECONDED A MOTION TO ACCEPT
88 -2 -CUP AND 88 -2 -SPE TO CONFORM WITH STAFF RECOMMENDATIONS AS
SPECIFIED. MOTION UNANIMOUSLY APPROVED.

This letter is in regard to the potential tenancy of Jesus is Alive Fellowship
within the Andover Executive Park located in Tukwila and their application for
a conditional use permit. Equitec Properties Company has offered Jesus is
Alive Fellowship space in Building 8 subject to then obtaining a conditional
use permit.
Building 8 has a total of 18,094 total square feet including the Mezzanine
space; the neighboring Building 6 has a total of 13,379 square feet including
the Mezzanine space. There is 9,299 square feet of office and 8,795 square
feet of warehouse in Building 8; and 7,234 square feet of office and 6,145
square feet of warehouse in Building 6. Parking stalls strictly associated
with these two buildings total 99 spaces with additional spaces available from
the neighboring buildings. Our current ratio for the park is 3 spaces per 1000
square feet.
The fellowship will be maintaining its full time offices in the space and
holding services in their sanctuary on Wednesday evenings and Sunday morning.
The surrounding tenants are utilizing the parking facilities during regular
business hours, i.e. Monday through Friday 7:30 a.m. through 5:30 p.m., with
occasional exception.

To use the current offices as they are at present and convert the warehouse
space into a sanctuary. The use of the facilities would be opposite the
normal working hours of surrounding businesses. The meetings are Wednesday
evening at 7:00 P.M. and Sunday morning at 10:30 A.M.

RESPONSE: There are no materials involved. There is no change in
building use. There is no outside visible change. There will
be no waste.

RESPONSE: We will meet the performance standards of this area. There will
be no trucks, waste materials, smoke, or peak hour traffic. Our
use of the area is approximately six hours a week, all of them
evenings or week -ends except for day use of offices for the pastor
and church secretary.

C. The proposed development shall be compatible generally with the sur-
rounding land uses in terms of traffic and pedestrian circulation,
building and site design.
RESPONSE: Because of our evening and week -end use as a church, there is
more than double the parking requiements, all off street and on
site. This means no foot traffic or crossing any public inter-
section or street.
D. The proposed use shall be in keeping with the goals and policies of the
Comprehensive Land Use Policy Plan.
RESPONSE: We will continue the office area as designed. The warehouse
area will be upgraded to a sancutary.
E. All measures have been taken to minimize the possible adverse impacts
which the proposed use may have on the area in which it is located.
RESPONSE: We can see no adverse effect on the area or land use. There
will be no change to any physical building, property, etc.

Enclosed is the information that was requested per our phone
conversation on 6/23/88. Evidently the City of Tukwila requires
a parking analysis to provide a special use permit for the
location of your fellowship in our business park.
The total number of off street parking spaces at Andover
Executive Park is counted at 688. The City of Tukwila requires a
parking ratio of one par per 1000 square feet of warehouse and
2.5 cars per 1000 square feet of office space. Currently we are
well above this ration with almost 300 extra parking spaces.
