88-02-DR SCHNEIDER TOWNHOMES May 26, 1988 Tukwila Building Department Subject: Parkside Townhouses Soils Report Dear Sir: On May 23, 1988, 4 test holes were dug and logged in the area of the the proposed structures, as shown on the attached sketch. Competent soils meeting the requirements of UBC chapter 29, cover most of the area approximately 18" to 30" below the top of the existing native soils. Test hole 4, on the south lot, revealed approximately 6' of fill consisting of angular fractured rock from 2" to 10" in crosssection. The fill is rather old, in excess of 12 years and appears to cover the Southwest slope and extend into the lot approximantely 50'. Consolidation of the underlying topsoil has been achieved and is at such depth as to have no significant differential settlement influance on the foundation proposed. No special treatment of the foundation soils are necessary and standard footing maybe used. I will be onhand to inspect the foundation excavations and monitor progress of the project. Sincerely, H.C. Project Description: The applicant proposes to build nine townhouses divided between three buildings on two separate lots, one on each side of South 154th Street. This property straddles the north and south sides of the easternmost end of South 154th Street. One duplex and one triplex are to be located on the north side of the street. On the south side of the street a fourplex is to be built (Attachment A). 2. Existing Development: The site is currently undeveloped. 3. Surrounding Land Use: Multi - family residential uses are located to the north and west, Tukwila Park lies to the south, and the hillside sloping down to Interurban Avenue is to the east. 4. Terrain: The terrain slopes at approximately 8% from the north lot to the south lot. 5. Vegetation: Blackberries and shrubs cover the property. Several large fir and maple trees are located on the northern lot. 6. Soils: A soils analysis must be provided by the applicant at the time of building permit review. 7. Access: The property will be accessed by extending 154th Street by approxi- mately 102 feet to the west. The grade will not exceed 15 %. 8. Utilities: All utilities will be available at the site as the property is developed. DECISION CRITERIA The applicable Tukwila Municipal Code (TMC) criteria are listed below in bold, followed by pertinent findings of fact. 1. TMC 18.60.050(1) - Relationship of Structure to Site The site plan shows that the parking stalls immediately abut the roadway. Ten parking stalls on the north side of South 154th are broken into two groupings of two stalls each and one grouping of six stalls. There appears to be some landscaping between the parking islands. Parking on the south side of the street is a group of eight stalls unbroken by landscaping. (Attachment B) The landscape plan provides little detail about specific plant materials to be used in moderating the visual impact of the paved parking areas. The plans also show no sidewalk along the road. At the time that permits are issued, sidewalks must be provided per the Sidewalk Ordinance or an exemp- tion must be sought and received. STAFF REPORT 88 -2 -DR: Schneider Townhomes to the BAR Page 3 The five units on the north side of South 154th are a duplex and triplex building separated by 15 feet of lawn. Offsets along the building facades provide some separation, giving some break to the facade. 2. TMC 18.60.050(2) - Relationship of Structure and Site to Adjoining Area The three buildings are harmonious in texture, lines and masses. A land- scape transition is shown between the applicant's property and the adjoining properties. The landscape area abutting the existing apartments ranges from 8 to 17 feet in width. Landscape adjacent to undeveloped property ranges from 17 to 20 feet. Vehicles exit directly from the parking areas to the roadway, crossing less than 15 feet of asphalt. 3. TMC 18.60.050(3) - Landscaping and Site Treatment Although no contour drawings are provided, the applicant has indicated that the site will be made generally level. The landscape plan provided (Attach- ment B) is very general, showing little detail. The landscaping proposed around the building consists of a lawn with a few trees and shrubs around the structure. Five existing maple and fir trees in excess of 6 feet will be retained the north property. The landscaping proposed between the parking area and the buildings consists of grass and boxwood. Photographs of exterior lighting from the Bridgewater West Townhome project in Kent are indicative of lighting proposed for use by the developer. They are com- patible with the building design. The applicant indicated individual unit patios of approximately 200 square feet. Although there are no drawings of rear fences and patios, the appli- cant has provided photographs which he has taken of the Bridgewater West Townhomes. These indicate small patios for each unit and 6 -foot picket -type fencing. The applicant has said that he will follow this general design. 4. TMC 18.60.050(4) - Building Design The applicant is proposing a "contemporary" version of an architectural style which is generally traditional in appearance. The building floor plan is modulated somewhat with offsets. This breaks the mass of the building and emphasizes the individual units to produce a more distinct single - family look. Windows will have shutters. Roofs are pitched. Overall, the project will be similar in appearance to the Bridgewater West development in Kent developed by the applicant. (Attachment C and D) The building siding will consist of rough -hewn cedar clapboard painted in "Brown Owl ", a medium grey -tan. The trim will be painted "Mirage ", a dark cream color. 5. TMC 18.60.050(5) - Miscellaneous Structures and Street Furniture No miscellaneous structures or street furniture is contained in this pro- posal. STAFF REPORT 88 -2 -DR: Schneider Townhomes to the BAR Page 4 CONCLUSIONS 1. The height and scale of the three structures is compatible with, and some- what smaller than, other residential structures abutting the site. 2. The applicant has provided some landscaping but has not submitted detailed plans. 3. The applicant is proposing to use exterior lighting similar to that shown in photos of the applicant's Bridgewater West project in Kent. 4. The proposed structures are of appropriate scale and compatible with neigh- boring residential developments. The pitched roofs and offsets avoid monotony of design. The proposed architectural style is "traditional" in style. The quality of design is somewhat higher that that of surrounding residential structures. 5. The present siting of two buildings on the north property creates a 15 -foot wide narrow, shadowy space between the buildings. Shifting the buildings on the lot, as shown on Attachment E, will enhance usable space and visual interest, and enable residents to better enjoy views to the east. 6. No street furniture is provided for the project. No drawings are provided of rear area fencing or patios. RECOMMENDATIONS Planning staff recommends approval of the project subject to the following conditions. 1. Submittal of a revised landscape plan prepared by a landscape architect to include the following items, subject to the approval of the Planning Director: a. Detailed landscape plan identifying plant materials to be used. b. Additional trees and shrubs shall be planted along the west edge of the property to enhance the transition between the development and existing residential structures. c. Break the eight -space south parking lot with a landscaped island. d. Show details of landscaping near individual units patio /fence areas. 2. Use of lighting fixtures similar to those shown in photos provided by the applicant. 3. Revise siting of buildings on Lots 17 -20 as shown in Attachment E to mini- mize unused landscape area and enhance residents' views. 4. Detailed drawings of rear yard fences and patios with materials and dimen- sions.
