This is to confirm our conversation this morning in which the City
has approved modifications to the parking and landscape plans for
the above referenced project. As I mentioned, this plan is
approved provided that the deciduous trees have a minimum caliper
of 2 1/2 inches and the conifer has a minimum height of eight feet.
The number of trees on the site shall not be reduced.
I have put a copy of the revised plan in the project file and
labeled the revision approved. Please advise me when the work is
complete so that I may inspect for compliance with the plan.
You should contact Joanna Spencer of the Public Works Department to
find out if a utility permit is in needed for the changes to the
irrigation system for the project.
If you have any questions in this matter, don't hesitate to call me

It is my understanding from our early May conversations that your office
would transmit to the City an agreement to satisfy City Engineer require-
ments by May 13, 1988. I have not yet received this transmittal and would
take this opportunity to restate my understanding.
The City Engineer requires that the Southcenter Boulevard driveway only
accommodate right -in and right -out traffic movements and a channelizing
C -curb be installed per City requirements. The applicant agrees to satisfy
the requirements of the City Engineer.
As stated in our earlier conversations, this agreement to satisfy City
Engineer requirements was, in part, the basis for issuing a Determination
of Non - Significance (DNS) . Please be aware that failure to satisfy these
requirements will result in re- evaluating the DNS and would likely result
in its withdrawal. State law would then require setting aside all subse-
quent City actions such as Board of Architectural Review approval.

have any other questions.

in Exhibit F (see Planning Department file).
2. Submit automatic irrigation system plans.
3. HVAC screening per Planning Director.

VICINITY /SITE INFORMATION
FINDINGS
1. Project Description: The proposed project is shown in Attachments B through
E. The applicant proposes to construct a one - story, 15,000 square foot
office building on a 53,000- square foot parcel.
2. Existing Development: Site is currently vacant.
3. Surrounding Land Use: The site is surrounded by office uses except to the
south, where it faces Southcenter Boulevard, I -405, and the Tukwila CBD
beyond. Tukwila park lies to the northeast, across 65th Avenue.
4. Terrain: Site topography is shown in Attachment E. The site is currently
characterized by two wide benches. The southern bench is flat, at the grade
of Southcenter Boulevard, and comprises approximately 60 percent of the
site. The northern bench slopes northward to a four -foot rockery at the
northern property line.
5. Access: Full access is proposed from 65th Avenue South, and as a right -in,
right -out only driveway on Southcenter Boulevard.
6. Utilities: The site is adequately served by a full range of urban utilities.
DECISION CRITERIA
The proposed project is located in a P -0 zone district and contains more than
10,000 gross square feet of building area. It is therefore subject to approval
by the Board of Architectural Review pursuant to TMC 18.60.030(2)(B). The
Board's review criteria are shown below in bold, followed by pertinent findings
of fact.
1. TMC 18.60.050(1) - Relationship of Structure to Site
The height and scale of the proposed building is generally consistent with
the project site. The site is on a corner lot and the building will face
the Southcenter Boulevard /65th Avenue South intersection. The project will
improve the streetscape through street tree landscaping of public right -of-
way and construction of an eight -foot sidewalk as necessary.
Transition from streetscape to structure is visually focused on the central
planting area at the street intersection (Attachment D). The massed
EUONYMUS shrubs used as a backdrop for this central planting area are
deciduous and will present a densely branched hedge for approximately three
winter months.
The applicant asserts that the advantages of this shrub (i.e., seasonal
changes with brilliant fall colors, light spring flowers, long -held leaves,
and early leafing) outweigh any short -term winter leaf loss. Further, that

winter leaf loss and exposure of the fine branch pattern is a seasonal
change to be appreciated.
Transition from streetscape to building is through newly planted street
trees, low lawn and shrubs, and a parking corridor. These areas are all
shown in Attachment D, Landscape Plan.
Large paved areas are avoided by the linear parking corridor design and
breaking up this area with landscaped "gateway" islands at site entrances.
Pedestrian movement is provided by a four -foot, uncovered building walkway
and a central walkway to Southcenter Boulevard.
The northern flat, board - finish concrete retaining wall varies in height
from 11 feet in the rear northwest corner, to 6 feet at the easterly drive-
way on 65th Avenue South. Median wall height is approximately eight feet.
This wall will be partially obscured by street tree and on -site plantings,
but will be visible from the street for most of its eight -foot length. The
applicant currently proposes top -of -wall plantings which are expected to
hang vine trailers down the wall for approximately 21 feet.
2. TMC 18.60.050(2) - Relationship of Structure and Site to Adjoining Area
The proposed project is located between office developments with a variety
of design styles on the north, east and west. Two single - family residences
and Tukwila Park also lie to the east and northeast, across 65th Avenue
South. This great design diversity presents a significant challenge to
develop a structure which is architecturally harmonious with the adjacent
buildings.
Harmonious building design should address the following:
-- Site location at the entrance to Tukwila Hill residential areas and
parks.
-- The low -key office orientation of adjacent developments. These
structures are architecturally diverse, but have a common use of harm
materials such as long wood panels (western Xerox building), ochre
brick with pitched composition roof (northern King County Housing
Authority building), and dark wood shake with mansard roof (eastern
6510 building).
-- The new Southcenter Boulevard with its eight -foot sidewalks and four
lanes.
The northern King County building, with its two -story ochre brick walls and
pitched roof,, seems to most strongly relate to the proposed site /building
plan. It sits directly above the site and forms the immediate background
when viewed northward from Southcenter Boulevard.
The proposed structure will use neutral beige painted flat concrete to
visually relate to the King County ochre brick building. Grading elevates
the one -story building to appear closer to adjacent buildings.

Visual transition to the King County building is emphasized using 8- to
10 -foot cherry trees to break up the series of building and retaining walls.
The King County building's wall is brick, wood and glass.
The applicant proposes to replace vine maples on the western perimeter with
tall, maple -like trees to match those on nearby Tukwila Hill slopes. This
will provide some harmony along the Southcenter Boulevard corridor of Tuk-
wila hill, and form a natural backdrop for the building in later years.
Street trees to be planted will help to extend the visual streetscape from
Southcenter Boulevard up to heavily vegetated residential areas on 65th
Avenue South.
3. TMC 18.60.050(3) - Landscaping and Site Treatment
Landscaping is shown in Attachment D while topography is shown in Attachment
E. The development emphasizes its location at the foot of Tukwila Hill by
establishing benches; elevating the building on the central bench to 9 feet
above Southcenter Boulevard, and using landscaping to emphasize a tiered
site as discussed above.
Loading areas are screened by cherry trees. No automatic landscape
irrigation system plans, screened dumpster location, or luminaire plans are
provided.
4. TMC 18.60.050(4) - Building Design
This is a one -story modern office building. While in scale with adjacent
structures, the design and materials contrasts with those structures (see
Review Guideline #1).
The building uses 8 -foot darkened glass walls, topped with a finished flat
concrete parapet (see Attachment C). The building is modulated on its
125 -foot southeast and 85 -foot east faces with four -foot overhangs in the
central third of each side, and four -foot recesses in the glass walls at
each 12 -foot wide entrance, as shown in Attachments C and D.
Building accents focus on contrasting chrome bands at the building base, and
at the top and bottom of the concrete parapet, in place of the painted strip-
ing shown on the building elevations (Attachment C). The concrete will be
smooth finished and painted a neutral beige (see Review Guideline 1). Color
samples will be presented at the Board's meeting.
Roof -top mechanical equipment is located in the open and screened from
street views by the building parapet. However, it will be visible from
adjacent buildings.
5. TMC 18.60.050(5) - Miscellaneous Structures and Street Furniture
No miscellaneous structures or street furniture have been proposed.

CONCLUSIONS

Based on the above Findings, Planning staff concludes the following.
A. Building design harmony with adjacent buildings should be increased. Design
modifications could include the use of warmer materials such as wood or
brick, and architectural accents which refer to adjacent residential build-
ing styles.
B. Building design quality could be increased by breaking up the 125 -foot
southeast and 85 -foot eastern building faces to decrease building monotony.
C. Using the deciduous shrub EUONYMUS to frame the central planting area is
questionable in lieu of evergreen shrubs.
D. The northern concrete retaining wall should be formed to not be flat. Land-
scaping should cover 70 percent of the wall for a height of seven feet
within three years, as approved by the Planning Director.
E. Replace the vine maples on the western building face with taller, moderately
growing trees which will match those on nearby Tukwila Hill slopes.
F. Submit plans for a screened dumpster area, automatic irrigation system, and
luminaire plans which shall be approved by the Planning Director.
G. Submit plans for full screening of exterior mechanical equipment, using
materials which are harmonious with building design. Plans shall be
approved by the Planning Director.

RECOMMENDATION
The Planning Department recommends continuing Board review of the proposed
project. This would allow the applicant to submit design changes which would
resolve the issues raised in Conclusions A through F.

RE: HVAC for Royal Coachman Building.
Dear Chuck,
After review of your proposed HVAC units, it was determined that
screening of the roof top HVAC units will not be necessary. This
is based on their lack of visibility from the street and adjacent
buildings due to the following measures you have proposed:
1. Units shall not exceed 49 inches in height from the roof
top;
2. Minimum distance to building wall shall be 20 feet; and
3. Units will be painted an identical color to the roof top.
The department further concludes that the proposed trees will
help to visually obscure HVAC units from pedestrians, and
properties to the east and west; no obscuring will be possible
from the north, but the downward view angle and painting HVAC
units an identical color with the roof will minimize visual
impacts; and that the above measures will more effectively
integrate HVAC units into building design than screening
structures.
The above conditions shall be included in the Mechanical Permit
application. Please do not hesitate to contact me if I can be of

DESCRIPTION
YORK Sunline 2000 units are the industry's first line of
convertible single package units with a minimum 9.00
SEER, common cabinet and common roof curb for the 3, 4,
5 and 6 ton sizes. The units were designed for residential
and light commercial applications. They can easily be
installed on a roof curb, slab, roof jack or frame.
AN units are self-contained and assembled on rigid full
perimeter base rails allowing for 3 -way fork lift access and
overhead rigging. Every unit is completely charged, wired,
piped and tested at the factory to provide for a quick and
easy field installation.
The units are available in the following configurations:
cooling only, cooling with electric heat and cooling with gas
heat. Electric heaters are available as factory installed
options and field-installed accessories.
Both down and side discharge airflows are available without
having to swap panels. The installer simply removes the
duct covers for the desired configuration. Economizers may
be used on either side or down discharge applications with
no modifications required.
All models include a 1 -year limited warranty on the complete
unit. Compressors and electric heater elements each carry
an additional 4 -year warranty. Aluminized steel tubular heat
exchangers carry an additional 9 -year warranty.
FEATURES
COMMON FOOTPRINT /COMMON CABINET — All model
sizes and configurations share the exact same cabinet —
and therefore the same roof curb. You now have the
flexibility of setting one curb and, after the internal load has
been determined, placing the proper tonnage unit on that
curb. You can even decide between gas or electric heat alter
the curb has been set.
HIGH EFFICIENCY — All units have a minimum SEER of
ODO. Gas / electric units have a minimum steady state
efficiency of 80%. These efficiencies exceed all legislated
minimum levels and provide low operating costs.

CONVERTIBLE AIRFLOW DESIGN — Both the side and
bottom duct openings are covered when they leave the
factory. if a side supply / side return is desired you simply
remove the two side duct covers from the outside of the unit
and discard them. If a bottom supply / return is desired, you
simply remove the two knockout panels in the base of the
unit and discard them. No panel cutting or swapping is
required) Convertible airflow design allows maximum field
flexibility and minimum inventory.
FACTORY INSTALLED OPTIONS — Economizers and
electric heaters can be installed at the factory. The
economizers are shipped installed and wired. The outdoor
air hood needs only to be field assembled and installed.
Electric heaters come standard with single point power
connections. Field labor dollars can be saved by having the
components arrive already installed.
FIELD INSTALLED ACCESSORIES — Accessories were
designed for quick and easy installation. The motorized
damper and economizers simply slide in and electrical
connections are made by modular plugs. Electric heaters
mount easily and knockouts are provided in the internal
partitions to connect the elements to the control box single
point kit.
The 14" high roof curb is shipped knocked down. A root
curb deck is not required because the bottom of the unit is
insulated.
A propane conversion kit and low Nox kit are also available
to cover all gas heating applications.
WIDE RANGE OF INDOOR AIRFLOWS — All 3, 4 and 5
ton models operate from 300 to 500 cfm / ton with high static
capability at nominal cfm with a 3 -speed direct -drive fan
motor. The 6 ton unit has a single speed direct drive fan
motor.
FULL PERIMETER BASE RAILS — The permanently
attached base rails provide a solid foundation for the entire
unit and protect the unit during shipment. The rails provide
fork lift access from 3 sides and rigging holes are also
provided so that an overhead crane can be used to place
the units on a roof.

A. Where existing topographic patterns contribute to beauty and utility of
a development, they should be recognized and preserved and enhanced.
B. Grades of walks, parking spaces, terraces, and other paved areas should
promote safety and provide an inviting and stable appearance.
C. Landscape treatment should enhance architectural features, strengthen
vistas and important axis, and provide shade.
D. In locations where plants will be susceptible to injury by pedestrian
or motor traffic, mitigating steps should be taken.
E. Where building sites limit planting, the placement of trees or shrubs
in paved areas is encouraged.
F. Screening of service yards, and other places which tend to be un-
sightly, should be accomplished by use of walls, fencing, planting or
combinations of these. Screening should be effective in winter and
summer.
G. In areas where general planting will not prosper, other materials such
as fences, walls, and pavings of wood, brick, stone, or gravel may be
used.
H. Exterior lighting, when used, should enhance the building design and
the adjoining landscape. Lighting standards and fixtures should be of

8. BUILDING DESIGN
A. Architectural style is not restricted, evaluation of a project should
be based on quality of its design and relationship to surroundings.
B. Buildings should be to appropriate scale and be in harmony with per-
manent neighboring developments.
C. Building components - such as windows, doors, eaves, and parapets -
should have good proportions and relationship to one another. Building
components and ancillary parts shall be consistent with anticipated
life of the structure.
D. Colors should be harmonious, with bright or brilliant colors used only
for accent.
E. Mechanical equipment or other utility hardware on roof, ground or
buildings should be screened from view.
F. Exterior lighting should be part of the architectural concept. Fix-
tures, standards and all exposed accessories should be harmonious with
building design.

A. Miscellaneous structures and street furniture should be designed to be
part of the architectural concept of design and landscape. Materials
should be compatible with buildings, scale should be appropriate,
