SUBJECT: South 168th Street and 58th Avenue South Right -of -Way
(Tukwila Pond Development)
The purpose of this memorandum is to note the need for right -of -way for these streets. It
will provide a capacity for traffic that will be generated by Tukwila Pond, existing
shortfalls and additional development. It would appear that dedication of right -of -way
with the boundary line adjustment will be a step toward meeting these needs.
Southcenter Parkway traffic counts show over 37,000 VPD and LOS F through the lunch and
afternoon peak hours. Strander westbound traffic is in queue between Andover and
Southcenter while eastbound LOS varies from E to F. Additional traffic lanes for both
north -south and east -west vehicle travel will be needed to provide for additional traffic
- additional development.

1. 58th between Strander and 168th
2. 168th between Southcenter Parkway and Andover Park West
They have already been identified. Initial studies indicate 3 to 5 lanes will be needed.
Phil's December 28, 1988 memorandum addresses the studies and some right -of -way
considerations.
Dedicating right -of -way for at least three travel lanes with the boundary line adjustment
will provide the space. The boundary line adjustment is a major step of the current and
future development approval - appropriate for right -of -way dedication.
