Council President Stoknes called the Tukwila City Council
Committee of the Whole Meeting to order at 7:45 p.m.
MABEL J. HARRIS, MARILYN G. STOKNES (COUNCIL PRESIDENT),
JOAN HERNANDEZ, DENNIS L. ROBERTSON, CLARENCE B. MORIWAKI.
The Committee of the Whole Meeting was called back to order
by Council President Stoknes with Councilmembers present as
previously listed.

Maxine Anderson (City Clerk), Rick Beeler (Planning Director),
Moira Bradshaw (Associate Planner), Ron Cameron (City Engineer),
John Colgrove (City Attorney), John McFarland (City Administrator)
Allan Ekberg, 4123 S. 130th, requested information on the
Halvorson rezone. He stated it seems the intent of the Council
to keep that area as residential. He requested the City
Council review the comprehensive plan in that area. The
zoning is R -1 but the comprehensive plan says it will consider
light industry. He would like some direction given to planning.
Councilmember Harris stated anyone wanting to change their
zoning will have to come in and request it as did the Halvorsons.
Councilmembers concurred they may need to go back and review
the area.
Council President Stoknes called for a five minute recess.
Rick Beeler, Planning Director, stated the Planning Department
will brief the City Council members on the Sensitive Area
Ordinance several times during the year.
Moira Bradshaw, Associate Planner, stated there is a need for
more accurate maps. The Planning Department is accomplishing
the following: Detailed Inventory (watercourses, wetlands,
and slopes more than 15 On September 25, 1989 there will
be a review /slide presentation at a joint meeting with the
Planning Commission and the City Council. They will: summarize
sensitive areas, resource functions; brief on sensitive area
overlay zone functions; discuss regulation options of SAO.
They will draft a zoning code amendment with guidance from the
Comprehensive Plan and the City Council.
The Councilmembers discussed ways to preserve the view corridors
and other views.
John McFarland, City Administrator, stated the Planning Department
is working with a crowded schedule and need to maintain the
momentum on the SAO and multi- family. Some of it might be
combined.
Rick Beeler, Planning Director, said the Council would have
to give guidance to the Planning Department as to what is
priority to them. The Planning Department can set out some
policies but not get out the ordinances.
Councilmember Moriwaki said preservation of open space is a
high priority with the Council. We need to give attention to
what is left.
Councilmember Robertson suggested the Council create a short
duration committee to meet with the Planning Department to
clarify concepts. The committee can then report back to the
City Council and the Planning Department.

Councilmember Robertson said the Council would like to have
the list include the view corridors.
Moira Bradshaw, Associate Planner, asked for clarification on
the products desired by the Council on Open Space other than
the SAO, which is underway.
Councilmember Robertson responded that no other product
was expected other than the ordinance as described this
evening including view corridors or wooded hillsides some
of which may be less than 15
Council President Stoknes stated the short duration committee
to meet with the Planning Department to clarify concerts
would be comprised of Councitmembers Harris, Robertson and
Moriwaki.
City Administrator John McFarland distributed an addendum
to the Cascade View Annexation reports that will add
information to the policing requirements of that area.
Articles for the next issue of the Hazelnut should be
submitted to the City Clerk's office within seven days.
MOVED BY ROBERTSON, SECONDED BY HARRIS, THAT COUNCIL GO INTO
EXECUTIVE SESSION. MOTION CARRIED.
MOVED BY HARRIS, SECONDED BY MORIWAKI, THAT COUNCIL ADJOURN
THE EXECUTIVE SESSION. MOTION CARRIED.
Council President Stoknes adjourned the Committee of the
Whole Meeting.
