The plan sheet gives the overall concept for the area but not the specific plantings. The landscaping for 1 -405 will be carried out in three stages. The first stage, scheduled for an ad date in March 1987, will be short term erosion control hydroseeding. The second stage of landscaping will include ground cover, shrubs and other treatments (to be determined). This stage is scheduled for an ad date of September 1988. The final stage of landscape would be scheduled for a time following the completion of the highway construction, possibly 1994. The third stage would complete the landscape concept and would include trees, ornamental shrubs and other items not classified as "erosion control ". The landscaping on the banks of the Green River would use natural ground cover of grass and shrubs. Landscaping for the trail and for the river banks has not been defined in detail, as the final details will be worked out in stage 2. '414' v+ December 31, 1985 Interstate 5 South Tukwila to Mercer Street Transit /Carpool Improvements Re- Evaluation of Environmental Assessment The Washington State Department of Transportation has proposed additions to the transit /carpool lanes that are described in the original environmental assessment. The additions include a bicycle /pedestrian trail at Interurban Avenue and a transit /carpool "weave and queue bypass" lane on southbound Interstate 5 from Foster Interchange (SR 599) to the ramp connecting I -5 to northbound I -405. The transit /carpool lane would allow transit /carpool traffic from southbound SR 599 going to northbound I -405 via I -5 to bypass the peak hour ramp queues and would also allow other transit /carpool traffic southbound on I -5 a longer weave section to enter the northbound I -405 transit /carpool lanes. Construction will include reconstructing existing shoulders, adding new shoulders, grading, paving and other work. The lane would be in operation 24 hours a day, as would the transit /carpool lane on I -405. The bicycle /pedestrian trail would provide a safe route for bicycles and pedestrians along Interurban Avenue to bypass the I -5 ramps. The present route along Interurban Avenue has narrow shoulders and forces the pedestrians and bicycles to cross off - and -on -ramps to I -5. The trail could also serve as a link in the City of Tukwila's planned trail system. The Federal Highway Administration issued a Finding of No Significant Impact for the original Environmental Assessment on July 27, 1984 and the Washington State Department of Transportation issued a Declaration of Non - Significance for the project on September 7, 1984. December 31, 1985 Page - 2 - A re- evulation was prepared for the project additions. Because the impacts for the additional transit /carpool lane and bicycle trail are within the range of those discussed in the original environmental assessment, the Federal Highway Administration re- affirmed the original Finding of No Significant Impact on December 16, 1985. "tifd;:rwa Purpose Due to proposed additions to the transit /carpool lanes that are described in this assessment, plus the addition of a bicycle trail at Interurban Avenue, the environmental assessment has been re- evaluated. This re- evaluation was completed in accordance with Title 23 Code of Federal Regulations (CFR) Part 771.129. Need for Proposed Action Transit /Carpool lane: During peak traffic periods there are back ups and queuing of vehicles that are traveling from southbound Interstate 5 to northbound Interstate 405. Traffic congestion, especially in the PM peak hours, on 1 -405 often slows or stops the flow of traffic on the ramps connecting 1 -5 and 1 -405. In order to reduce the queue and to provide travel time advantages for transit /carpool traffic, Washington State Department of Transportation proposes the construction of a transit /carpool "Weave and queue bypass lane" on southbound 1 -5 from Foster Interchange (SR 599) to the ramps connecting 1 -5 and northbound 1 -405. This additional section of transit /carpool lane would allow transit /carpool traffic from SR 599 going to northbound 1-405 via southbound 1 -5 to bypass the ramp queues altogether and would also allow any other southbound transit /carpool traffic on 1 -5 a longer and safer weave section to enter the northbound 1 -405 transit /carpool lanes. The overall need for transit /carpool lanes is described in the original assessment. Bicycle /Pedestrian Trail: At present, the only existing route in the area of Foster Interchange for bicyclists and pedestrians to cross 1 -5 is along Interurban Avenue. However, this route is hazardous because the bicyclists and pedestrians must cross the off- and on -ramps to 1 -5. In addition, the roadway shoulders on Interurban Avenue are very narrow. Construction of the proposed bicycle /pedestrian trail would provide a safe path for bicyclists to cross 1 -5 without the need for additional right -of -way or the need to change the configuration of Interurban Avenue. The trail could also ultimately serve as a link in the City of Tukwila's planned bicycle trail system. Description of the Proposed Action The original environmental assessment, the Interstate 5 South, Tukwila to Mercer Street Transit /Carpool Improvements Assessment, summarized and addressed impacts which would result from the construction of transit /carpool lanes on Interstate 5 from the Boeing Access Road Interchange near the southern city limits of Seattle to the Mercer Street Interchange at the northern edge of the Seattle Central Business District. The northbound transit /carpool lane would begin at the Boeing Access Road Interchange (milepost 1 58.01) and end at the southern terminus of the reversible roadway (milepost 165.27). The southbound lane would begin at the southern terminus of the reversible lane in the morning peak period, and the Mercer Street Interchange (milepost 166.62) in the afternoon peak period, and would end at the Corson Avenue Interchange (milepost 161.91). Also included in the project is a transit /carpool bypass lane on the outside of the Interurban to northbound 1 -5 ramp (milepost 155.99). The first addition to the original Tukwila Interchange to Mercer Street Interchange project is the proposed construction of a transit /carpool lane on southbound Interstate 5 from Foster Interchange at SR 599 to the Tukwila Interchange at Interstate 405. The addition of this lane would connect the 1 -5 transit /carpool improvements to the ramp improvements being constructed for the Interstate 405 Tukwila to South Renton transit /carpool project. Figure A -2 is a revised copy of Figure 6a in the assessment which shows the added transit /carpool segment. This portion of the transit /carpool lane would operate twenty -four hours a day, like the transit /carpool lane on Interstate 405. The highway would be widened to the inside to provide a new 12 foot transit /carpool lane. The existing 10 foot inside shoulder would be reconstructed as part of the new 12 foot transit /carpool lane and a new 10 foot inside shoulder 3 would be added. Due to bridge pier locations at the 144th Street undercrossing, the inside shoulder will be limited to a width of 8.5 feet at this point. This deviation in shoulder width will be along the shoulder for the proposed transit /carpool queue bypass lane from station L +25 to station L +70. To accomplish this, about 5000 cubic yards of fill material would be placed in the median along the 4000 foot length of the proposed addition to the project. The pavement area for the total project would increase by I I percent, or 1.1 acres. The other addition to the assessment is the proposed construction of a bicycle /pedestrian trail between Interurban Avenue and the Duwamish River under 1 -5 to 48th Avenue South, which in turn reconnects with Interurban Avenue. The proposed trail would be 12 to 14 feet wide overall (8 to 10 feet of pavement with 2 foot shoulders) and about 2200 feet in length. The trail would begin at Interurban Avenue, proceed north along the toe of the freeway embankment slope between the northbound on -ramp and the limited access fence line to the Duwamish River, then would continue along between the freeway embankment and the river bank (see Figure A -3). The trail would follow the river in a curve under the 1 -5 bridges and join the existing service /access road (for which the State holds an easement from King County) on the west side of I -5. The service /access road connects with 48th Avenue South. This would allow bicycles and pedestrians to link up again to Interurban Avenue. Construction of the trail would necessitate enclosing a portion of drainage ditch between the northbound on -ramp and the limited access fence line. ,Where the level ground is too narrow for the trail, some slope reshaping and /or a low railroad tie retaining wall may be needed along the freeway side of the trail The edge of the trail nearest the Duwamish River will be approximately 5 feet (horizontally) from the river bank, which has existing riprap slope protection. This project would be constructed in the Green River floodplain, but would cause no significant encroachment into this floodplain. This area is already highly developed and construction would not be incompatible development. This project would not impact natural and beneficial floodplain values such as wetlands or natural retention areas. 4 The City of Tukwila adopted a long range park and open space plan in 1984, which includes a bicycle and pedestrian trail system. One goal of the trail system is to provide a trail from Fort Dent Park to Alki Point. The trail link under 1 -5 along the Duwamish River would provide a safe path to cross the 1 -5 corridor. The City is in the process of trying to obtain easements from the privately owned lots along the Duwamish River. Should the City obtain all the necessary easements the trail would continue along the Duwamish River from the path under 1 -5 rather than Zink up with Interurban Avenue via 48th Avenue South. The City will maintain the trail upon completion. Construction for the project would begin in early 1986 and would be finished in fall, 1986. Permits and approvals required will be obtained as necessary. These include: - Shoreline Management permit from the City of Tukwila - Flood Control Zone permit from the Department of Ecology - Temporary Water Pollution Control plan - Hydraulic Project Approval from the Department of Fisheries Costs for the project are estimated to be: - $823,000 (October 1984 dollars) for the transit /carpool lane - $64,000 (January 1985 dollars) for the bicycle /pedestrian trail Impacts of the Proposed Actions The impacts associated with the two proposed additions would be similar to those discussed for the original project. For details please see the following sections: EARTH Construction of either project would result in excavation and overcovering of soil in some areas adjacent to the existing roadway. There should be no 5 excavation or fill on the banks of the Duwamish River. As in the previous assessment, the project should have no significant impact to soils in the area. AIR The principal sources of air pollution within the study area are transportation emissions, heating systems emissions and emissions from local industries. The proposed project is located in EPA's designated nonattainment area for ozone and within an unclassifiable and nonattainment area for carbon monoxide cis noted in the State Implementation Plan. Like the transit /carpool lanes in the original assessment, these lanes should help alleviate traffic congestion, therefor reducing vehicle emissions along Interstate 5. Neither project would cause any significant impacts to air quality. WATER Runoff from the highway is discharged into the existing 1 -5 storm sewer system. The pavement area in the highway corridor would increase by 1.1 acres, or 11 percent. The additional impervious surface area would create a corresponding increase in the amount of storm water runoff, but no significant impacts are anticipated as a result. Pollutants contained in highway runoff vary with the average daily traffic on the highway, and the traffic is expected to be the same in the build and no -build cases. The runoff north of milepost 155.28 will enter the 1 -5 system that eventually empties into the Duwamish River. This portion would have a minimal affect on the flow. The remainder would enter a combined 1-405 and 1 -5 drainage system that ultimately enters Walker Creek south of 1- 405, which in turn empties into the Green River. The increase in flow to this system would be negligible. Due to the trail's proximity to the Duwamish River, the contractor will be required to adhere to the provisions of the temporary water pollution control plan. This amount of runoff and pollutants from the completed trail should have no significant impacts. Construction of the additional projects should have no significant impact on water quality. FLORA There may be a reduction in the existing species due to construction, but there would not be a change in diversity of species, a reduction of unique, rare or endangered species, or a reduction in critical habitat for the above. FAUNA Very little habitat for fauna exists in this urban setting. The greenbelt area adjacent to the highway, while highly disturbed, is used by some bird species, rodents and invertebrates. Birds common to urban and suburban settings would be expected in the project area, including the robin, starling, house sparrow, common crow, dark -eyed junco, swallow and blackbird. Berries on some of the vegetation provide a winter food source for some birds and rodents. It is anticipated that impacts to fauna will be minor and temporary. As in the original assessment, neither project would reduce the numbers of habitat of any unique, rare, or endangered species. NOISE During construction there would be temporary increases in noise levels resulting from the contractor's equipment. Following completion of the project, noise levels should not be significantly different than in the Do Nothing Alternative. As in the original assessment, the construction of the additional transit /carpool lane and the bicycle /pedestrian trail is consistent with the regional and local land use plans. Impacts would be the same as in the original assessment, thus no significant impact. RISK OF UPSET Impacts would be the same as in the original assessment, thus no significant impact. POPULATION Effects of these projects are not expected to be significant. HOUSING As in the original assessment, there would be no direct impacts to housing or significant impacts overall. TRANSPORTATION AND CIRCULATION As in the original assessment, the transit /carpool lanes and bicycle path should complement existing and proposed transportation facilities in the area. Safety and traffic flow should be improved by both projects. PUBLIC SERVICES Effects should be no different than those mentioned in the original assessment. There should be no significant adverse impacts. ENERGY When the transit /carpool lane operations are implemented, energy consumption on the facility is expected to decrease due to decreased congestion and shifts from single occupant vehicles to transit and carpools. UTILITIES Utilities located in the project area are: Seattle City Light Seattle Engineering Department Seattle Water Department Washington Natural Gas Group W Cable Viacom Cablevision Pacific Northwest Bell All utilities within the project limits would be contacted prior to construction if any relocation or adjustment to existing utilities become necessary. HUMAN HEALTH The proposed projects would not result in the creation of any hazard to human health. 9 AESTHETICS The proposed projects pass through a highly developed urban area that includes commercial and industrial development. There should be no significant adverse aesthetic impacts. RECREATION The addition of a bicycle /pedestrian trail would enhance the recreational use and safety of the area. ARCHAEOLOGICAL /HISTORICAL The original construction of the freeway in the project corridor resulted in widespread disruption of any areas that may have contained archaeological resources, so no impacts to these resources are expected with the construction of this project. No historical resources are located within the highway right -of- way and no impacts would result. ECONOMIC IMPACTS Significant economic impacts are not expected from the transit /carpool or bicycle /pedestrian improvements proposed by the projects. Conclusion Evaluation of the environmental factors of the two proposed additions to the original environmental assessment shows no additional significant impacts from those previously mentioned. In general, the impacts for the additional transit /carpool lane and bicycle trail would be the same as or less than those described in the Interstate 5 South, Tukwila to Mercer Street, environmental assessment.
