Inspection of Site for compliance with Shoreline
Landscaping Terms
The conditions of approval state that the applicant must prior
to, or in conjunction with, City Permits for the parking lot
improvements and lean -to, Seerttle—Renelericer will submit a
landscape plan prepared by a certified Landscape Architect which
addresses the following items:
a. Additional trees along the river to provide screening from the
parking lot
b. Additional trees to reduce the wind flow
c. Additional plants that bloom, producing a scent in the summer
months.
On the date the site was reviewed, as the attached phots
indicate, some attempts have been made to fulfill the
requirements of a and bii; however, they are negligible. Since we
do not have a landscape plan, I have no way of knowing what, if
any, the intent of the Landscape Architect and /or applicant is in
regard to future landscape materials and schedule. It appears
that the cedars that have been planted are surviving. Most of the
prunus shrubs are in poor condition and can be expected to expire
during the winter months. The perimeter of the lot is not
adequately screened by vegetation as can be seen in photos D '46
No attempts have been made to plant anything with blooms in the
spring and that will provide a scent in the summer. The area
between the parking lot and the river which has been vacated by
the applicant(it was previously a parking area but was in the
shoreline zone) is covered with fill dirt and no attempt has been
made to revegetate it to river conditions(which should be done).
The entrance to the site has been recently landscaped with shrubs
and a few trees. The majority of the effect is beauty bark and
shrubs. The trees should provide an adequate screen at maturity.
Recommendations:
Applicant should provide a landscape plan to the planning
department. They have not complied with the intent of the permit
as it is now presented.

This permit may be rescinded pursuant to RCW 90.58.140(8) in the event the -per-
mittee fails to comply with the terms or conditions hereof.

The meeting was called to order at 8:06 p.m. by Mr. Larson,
Chairman. Members present were Messrs. Larson, Knudson, Sowin-
ski, and Haggerton. Mr. Orrico, Coplen and Kirsop were absent.
Representing the staff were Jack Pace, Becky Kent, and Joanne
Johnson.
MR. KNUDSON MOVED TO ADOPT THE MINUTES OF THE MARCH 26, 1987
MEETING AS PRESENTED. MR. HAGGERTON SECONDED THE MOTION WHICH
PASSED UNANIMOUSLY.
87 -1 -UCU: SEATTLE RENDERING WORKS Request for approval of an
Unclassified Use Permit to build a 12' by 42' metal -frame
addition to the main plant building.
87 -2 -DR: SEATTLE RENDERING WORKS Request design review approval
to pave an existing 25 -space gravel parking lot, to build a 12'
by 42' metal -frame lean -to, and to make improvements in the
stormwater system.
Jack Pace, staff representative, reviewed the staff reports,
recommending approval of the two requests.
Greg Deaner, Pacific Engineering Company, clarified the existing
and proposed storm drainage system for the project.
Bill Hammond, Seattle Rendering, clarified the air purifying
system for the project.
MR. KNUDSON MOVED AND MR. SOWINSKI SECONDED A MOTION TO APPROVE
87 -1 -UCU AND 87 -2 -DR BASED UPON THE STAFF'S FINDINGS AND CONCLU-
SIONS, AND ADOPT THE FOLLOWING TWO CONDITIONS CONTAINED IN
THE STAFF'S RECOMMENDATIONS FOR 87 -2 -DR:
1. Adjust the parking lot outside of the river environment.
2. Accommodate King County dike /bank maintenance easement.

recommending approval of the request.
Bill Gladsjo, partner in Lotto Shallan reviewed the proposal.
MR. KNUDSON MOVED AND MR. HAGGERTON SECONDED A MOTION TO APPROVE
THE LOTTO SHELLAN REQUEST FOR A SHARED DIRECTIONAL SIGN BASED
UPON THE STAFF'S FINDINGS AND CONCLUSIONS AND ADOPT THE FOLLOWING
RECOMMENDATIONS GIVEN BY THE STAFF:
1. The sign be redesigned with a masonry base.
2. The existing landscaping be modified in conjunction with the
shared directional sign.
IN ADDITION, GIVE PERMISSION TO THE STAFF TO WORK WITH THE
APPLICANT AND COME TO AN AGREEMENT AS TO THE TYPE OF BASE AND
LANDSCAPING REQUIREMENTS TO IMPOSE UPON THEM. THE MOTION PASSED
UNANIMOUSLY.
87 -3 -SPE: SANGLIER Request for a 39% increase in sign area.
Becky Kent, staff representative, reviewed the proposal recommen-
ding approval of the request.
John Hartfield, Puget Sound Tent and Awning, explained the design
of the awning and intent of the request.
MR. HAGGERTON MOVED TO DENY THE REQUEST BASED ON THE STAFF'S
FINDINGS AND CONCLUSIONS. After some discussion, Mr. Haggerton
withdrew his motion.
MR. SOWINSKI MOVED AND MR. KNUDSON SECONDED A MOTION TO TABLE
THIS REQUEST TO THE MAY 28, 1987 PLANNING COMMISSION MEETING TO
GIVE THE COMMISSION TIME TO FURTHER REVIEW THE REQUEST. THE
MOTION PASSED UNANIMOUSLY.
DIRECTOR'S REPORT
Mr. Rick Beeler, Planning Director, reviewed the Hearing Examiner
system which is under consideration at the present time, as well
as several issues which will be coming before the Commission in
the future.

1. Existing Development: The applicant manufacturing plant process wastement
and fish by produces which are rendered into feed meal. The adjacent
property to the east is B.N. Railroad tracks with vacant property beyond.
The remaining portion of the property is bounded on the north, west, and
south by the Duwamish River.
2. Terrain: The building are located on float terrain with the remaining
property sloping to the river.
3. Vegetation: The site has a few deciduous and evergreen trees with black-
berry bushes along the river banks.
The applicant proposed improvements consisting of: (1) paving of an existing
25 -space gravel parking lot; (2) repairing poorly draining pavement and storm
sewer system with an oil /water separator; (3) building a 12 foot by 42 foot
metal -frame lean -to addition. These items are considered Phase I as shown on
the site plan.
The applicant's property is located within the Shoreline area and the Interurban
Special Review area, which requires new developments to be reviewed by the Board
of Architectural Review.
The applicable Tukwila Zoning Code design review criteria are listed below in
bold, followed by pertinent findings of fact.
1. TMC 18.60.050(1) - Relationship of Structure to Site
The existing gravel lot is the same shape as the outline of the proposed lot
on the site plan. The location of the lot is within the river environment
(40 feet of the mean high water mark). Large blackberries separate the
parking area from the river.
The desiltation pond will be located between the parking lot and existing
structures and surrounded by a five - foot -high chain link fence. The pond
will be the most visible portion of the storm drain system.
The lean -to will be an addition to the existing processing plant and will
enclose use and appurtenances that are currently in the open. The location
is approximately on the northwest side of the plant. (See Attachment G)

2. TMC 18.60.050(2) - Relationship of Structure and Site to Adjoining Area
The property is located at the end of South 130th Place and bounded by the
Green River and railroad right -of -way. The landscaping surrounding the
improvements are native growth primarily of blackberry bushes, cottonwoods,
and maples.
3. TMC 18.60.050(3) - Landscaping and Site Treatment
The majority of existing landscaping consists of blackberries. Included in
the proposal by the applicant will be a landscape plan submitted by a
certified landscape architect. The plan will be reviewed by the Planning
Director and will address:
a. Additional trees along the Green River to provide screening for the
parking lot.
b. Additional trees to reduce the wind flow.
c. Additional plants that bloom producing a scent in the summer months.
The landscape improvements will be done prior to or in conjunction with
development improvements.
4. TMC 18.60.050(4) - Building Design
The elevation of the lean -to will completely enclose a container washing
area. The addition will match in color and material the existing processing
plant. The roof will slope up to the plant and be approximately the same
angle as the main structure. The lean -to's purpose is to contain fumes
generated in the container washing process, collect them, and draw them
through a scrubbing system prior to releasing to outside air.
5. TMC 18.60.060(5) - Interurban Special Review Guidelines
a. Proposed development design should be sensitive to the natural ameni-
ties of the area;
b. Proposed development use should demonstrate due regard for the use and
enjoyment of public recreational areas and facilities;
c. Proposed development should provide for safe and convenient on -site
pedestrian circulation;
d. Proposed property use should be compatible with neighboring uses and
complementary to the district in which it is located;
e. Proposed development should seek to minimize significant adverse
environmental impacts;
f. Proposed development should demonstrate due regard for significant
historical features in the area.

The natural amenity in the area is the Green River which surrounds the use on
three sides. Across the river is the Foster Golf Course and north of the site
is the Foster Point residential community. The site is actually across the
Green River from Interurban Avenue.
1. The existing parking lot is considered non - conforming because it is not
permitted within the river environment. Any improvement to the use should
therefore be beyond the river environment. King County Surface Water
Management is responsible for dike and riverbank protection and maintenance.
Accommodation of this easement should be shown prior to final approval of a
site plan or shoreline permit to eliminate any locational conflicts between
the two uses.
2. The improvements proposed are for existing uses and therefore will be an
enhancement for the site and surrounding area. The parking lot, however, is
located in the river environment and will have to be adjusted outside the
first 40 -feet of the shoreline environment. The dike maintenance road will
also have to meet King County standards and not conflict with proposed
improvements.
3. The landscaping proposed during the SEPA process combined with the existing
vegetation will provide transition and adequate site treatment for the
proposal.
4. The site is not adjacent to any other structures. The closest buildings are
the single - family homes. The lean -to will serve the function for which it
is intended and relate to the main processing plant in materials.
5. The special landscape requirements will promote compatibility between the
existing use and the neighboring uses and public recreational facilities.
The proposal itself, the lean -to enclosure, is to ameliorate the smell
associated with the washing of containers. Because of the physical separa-
tion from Interurban Avenue, the design of the project does not directly
impact the district.
RECOMMENDATIONS
Based on the above Findings and Conclusions, the staff recommends that the BAR
approve the proposal subject to the following two conditions:
1. Adjust the parking lot outside of the river environment
2. Accommodate King County dike /bank maintenance easement
