Becky Kent, staff representative, reviewed the staff report recommending approval of the request. Bill Gladsjo, partner in Lotto Shallan reviewed the proposal. MR. KNUDSON MOVED AND MR. HAGGERTON SECONDED A MOTION TO APPROVE THE LOTTO SHELLAN REQUEST FOR A SHARED DIRECTIONAL SIGN BASED UPON THE STAFF'S FINDINGS AND CONCLUSIONS AND ADOPT THE FOLLOWING RECOMMENDATIONS GIVEN BY THE STAFF: 1. The sign be redesigned with a masonry base. 2. The existing landscaping be modified in conjunction with the shared directional sign. IN ADDITION, GIVE PERMISSION TO THE STAFF TO WORK WITH THE APPLICANT AND COME TO AN AGREEMENT AS TO THE TYPE OF BASE AND LANDSCAPING REQUIREMENTS TO IMPOSE UPON THEM. THE MOTION PASSED UNANIMOUSLY. 87- 3 -SPE: SANGLIER Request for a 39% increase in sign area. Becky Kent, staff representative, reviewed the proposal recommen- ding approval of the request. John Hartfield, Puget Sound Tent and Awning, explained the design of the awning and intent of the request. MR. HAGGERTON MOVED TO DENY THE REQUEST BASED ON THE STAFF'S FINDINGS AND CONCLUSIONS. After some discussion, Mr. Haggerton withdrew his motion. MR. SOWINSKI MOVED AND MR. KNUDSON SECONDED A MOTION TO TABLE THIS REQUEST TO THE MAY 28, 1987 PLANNING COMMISSION MEETING TO GIVE THE COMMISSION TIME TO FURTHER REVIEW THE REQUEST. THE MOTION PASSED UNANIMOUSLY. Existing Development: The Lotto Shellan building is predominantly used for offices. 2. Surrounding Land Use: The area surrounding the site is proposed to be zoned as M -1 (light industry). Adjacent to this complex is retail and warehouse and industrial uses. The applicant is requesting approval to build a Shared Directional Sign to assist the public in identifying the various tenants occupying the building. Shared Directional Signs require Planning Commission review, but do not require a public hearing. The site is located in the area recently annexed into the City as result of the Tukwila /Renton boundary line adjustment. The proposed zoning is scheduled for public hearing before the Council in May. DECISION CRITERIA The following are applicable Sign Code Standards: TMC 19.32.020 Shared Directional Signs In commercial and industrial areas where a demonstrated need for direc- tional signing exists, owners or tenants of these premises may petition the Planning Commission for review and approval of the design of a shared directional sign. The sign structure shall be located in a masonry base of aaeearance. _The shared di er di ona ] sign shall contain no promotional copy but shall be limited to the names and allaFeTirsThrthe companies or activities being_ TMC 19.32.070 Freestanding Signs - Setback The minimum setback distance for freestanding signs shall be equal to the overall height of the sign. If the freestanding sign faces a multiple - famT y or single- famiTy zone, the sign shall be set back a minimum of one hundred feet. The base of the freestanding sign will be landscaped with trees and shrubs. AIM& Sa aa s ARA 1. The proposed two -sided freestanding sign (Attachment C) measures approxi- mately 5' by 7', with a sign area of 49.02 square feet (24.51 square feet each face). The sign will have information on both sides facing the street. 2. The applicant is requesting the sign to identify the existing business on the site. The applicant does not intend to use the sign for promotional copy. 3. As shown on Attachment C, the applicant has not proposed a masonry base for the sign. 4. The proposed sign will be constructed of redwood, with a grey background and dark brown mounted plexiglass tenant plates with 4" high white lettering. 5. The proposed sign location is in an area that is landscaped in grass. No modification of the landscaping is proposed. 1. The proposed sign requested complies with Shared Directional Sign height, width and area requirements. 2.
