Although there was no comment period on the DNS, we reviewed the environmental checklist and have the following concerns. Disturbances within the River Environment in the Tukwila Shoreline Master Program should be kept to a minimum. New drainage ditches should be grasslined and maintained as drainage swales where possible. Disturbed areas should be revegetated using native materials. If public access along the river is a future possibility, improvements and landscaping should not preclude such use. Applications for Permits Applications must be made to the Department of Ecology, Olympia, WA 98504, on Form ECY 050 -1 -5 furnished by the department and which must be filled out in full. It must show whether the works are of a permanent nature such as a highway bridge, road or dike, or of a temporary character such as a log boom, logging works across a stream or bridge on logging spur. If temporary in nature, the applicant must include the period the proposed works will be in use. (The permit requires removal of temporary works at t he end of the st ;sled permd. Two copies of maps and plans of the proposed works are to be included. These must be on sheets 81/2 inches wide with a clean left•harhl margin of It /4 inches for binding and, where possible, must be 11 inches long. The map must show the definite location of the works by reference to government corners and section lines and to all NI reams and bodies of water which may be affected. Diagrammatic plans of the works and structures shall clearly indicate to scale and by written dimensions and elevations all contemplated obstructions to passage of flood waters and all openings and provisions for the passage of water under, over, through and around such proposed works, together with known high water elevations and their approximate elates of occurrence. Where works and structures will reduce the cross - sectional area of a stream channel at bank -full stage, the map must show to scale cross sections of the channel spaced at intervals approximately equal to twice the bank -full width of the stream over a reach long enough to include not less than three such cross sections beyond both the upstream and downstream terminals of the proposed works. Known high water marks with dates of occurrence should be shown on cross sections. The location of all cross sections should be indicated on the map. All elevations shown on plans should refer to U.S.G.S. datum. The department assumes no jurisdiction over structural designs, but is solely concerned with the probable effect of proposed works and structures on the safe passage of flood waters, their probable influence on the regimen of streams and bodies of water, and their adverse effect on life, health, and property. Delays in construction beyond stated dates may, under certain conditions, necessitate altered designs to meet new conditions. Under "remarks," please provide pertinent information not otherwise covered. The application must be signed by the applicant or by persons having full authority to do so. Exemptions Avoid costly surveys. Flood zone boundaries quite generally follow government section and subdivisional lines. It follows that certa areas within the zones may not be affected by flood waters and works, structures or improvements cannot influence flood conditions. Applications and permits will not be necessary for works in such locations. Likewise, incorporated cities and towns or parts thereof inr.lrlrlt41 within a zone will not generally be required to secure permits for street and road improvements which conform to general exist in plans 01 thoroughfares and existing improvements. Abuses of these regulations governing exemptions may subject works to abatement pursuant to RCW 86.16.000. It is bordered on three sides by the Duwamish River, and on the fourth by a Northern Pacific railway. It is 11.9 acres in size and is the home of Seattle Rendering Works, Inc., a processor of animal by- products. There are several structures on the site: an office, a lab, three processing buildings with attached storage silos, five small out - buildings, two sheds and a house. It is generally flat, with average slopes less than 5%, except at the river banks which vary from 40% to vertical. The soil found on the site is a very fine sandy loam. Groundcover is sparse: weeds, blackberries and a few scattered trees grow near the river, and small plants and grasses grow on the remaining unpaved area. Approximately one -third of the site is impervious. (See Appendix 1/1). A portion of the site lies within the 100 year flood plain for the Duwamish River. Federal Emergency Management Agency flood maps for Tukwila indicate that the 100 year flood elevation varies from 16.4 feet at the north end of the site to 17.5 feet at the south end. (See Appendix / /2). Existing Drainage The site can be divided into three areas with different drainage behavior. The North -East area is drained by a system of shallow catchbasins and 4" diameter PVC pipe. Flow is discharged either directly into the Duwamish River, or into an existing ditch along the East property line, and then to the river through a 30" diameter CMP culvert at the North end of the site. The South -East area surface drains to the above ditch, with a small portion draining directly to the river. The West area drains naturally to the river in sheet fashion. (See Appendix # #3). Proposed Drainage Plan This plan minimizes work within the 100 -year flood plain, and creates no additional outfall to the river. Peak run -off from the site is maintained at present levels. The runoff collection systems were sized using King County Drainage Control Guidelines. The Rational Method was used for all calculations. The design storm for the detention system is 10 year with a 25 year release rate of .5 cfs. The conveyance system was sized for the 10 year design storm. The oil -water separator tank employed in the system is a Utility Vault 1/818-2-SA. Design flow through the tank is 0.5 cfs for a 25 year storm. The tank should be installed together with all hardware necessary to mount a horizontal coalescing plate assembly. The assembly may then be added if in the future increased separation is desired. Design and performance information for the /1818 -2 -SA is given in Appendix 4, page 3. An alternate, equivalent separator tank may be substituted. Downstream Analysis A three -phase master plan has been developed to address both present and future storm drainage needs: Phase I: Addresses runoff in the North -East area of the site, and consists of work to be performed immediately. A new system of catchbasins and pipe will replace the existing undersized, and poorly performing system. Catchbasins will be placed to take advantage of existing grades, and shall have sand traps for sediment collection. Broken or poorly draining pavement will be repaired or replaced, and curbs will be installed to intercept and channel runoff to the basins. Flow will be conveyed to a detention pond, which will release drainage at the rate at which occurred prior to improvement. Drainage from the pond will then flow through an oil -water separator before emptying into the existing ditch along the East Property line. Phase II: Conceptually addresses drainage in the South -East area of the site, and consists of work to be done in the future. The area will be regraded and paved as needed to improve surface flow. Runoff will be collected in catchbasins and conveyed by pipe to a detention pond. Drainage will be released from the pond, at existing rates, into an oil -water separator and then to a new grass -lined ditch connecting to the existing ditch along the East property line. Phase III: Conceptually addresses potential drainage requirements in the West area, should future expansion occur there. This area will be divided in halves and dual - systems of catchbasins and pipe will convey runoff to the two detention ponds proposed in Phases I and II. These ponds will have been oversized to provide for the increased storage requirements and orifice design will be modified to maintain existing flow release rates. (See Appendix 1/4). Upstream Analysis Runoff originating in a 570 acre basin, collects in a natural pond approximately 200 yards east of the site. The pond empties to a 24" diameter concrete culvert running beneath the Northern Pacific railway that borders the site. The culvert daylights at the above mentioned ditch along the East property line; and the flow mixes with that originating on site, before discharging to the river through the 30" CMP culvert. Calculations indicate upstream runoff can generate flow rates approaching 72 cfs during a 10 year storm. It is assumed that the natural detention provided by the pond is sufficient to limit peak flow rates to 24 cfs, which is the calculated capacity of the existing 24" diameter concrete outlet. (See Appendix 115). All runoff onto or from the site eventually drains to the Duwamish River, which empties into Puget Sound. There are three existing outfalls to the river: a 4" diameter PVC drain and a 30" diameter CMP culvert at the north end of the site, and a 4" diameter PVC drain at the south end.
