Project Description: The applicant will fill the 4 -acre site by adding approximately 27,000 cubic yards of new material and relocating 3,300 cubic yards of material within the site. The existing shallow valley in the middle will be filled and leveled as fill is available to a 2% slope to the north and east in preparation for a future Tukwila Parks and Recreation Department athletic field. Geofabric (i.e., very fine fabric which allows water to flow but retains soil) silt fences will be installed along the property's east and north sides prior to excavation or embankment construc- tion. 2. Existing Development: The site is undeveloped. It was formerly a fill and storage site for the Tukwila Public Works Department. 3. Surrounding Land Use: The site is surrounded by single - family homes on the south, east and west. Foster Park is located immediately to the north. 4. Terrain: There is a gentle slope to the center and north of the property, with a maximum of 10% on the edges of the existing fill 5. 'Vegetation: The existing vegetation consists of blackberries, grass, brush, poplar and cedar trees. It will be covered in the fill area which consists of approximately one -half of the site. The property was annexed to Tukwila in 1986 for the purpose of developing an athletic field to extend the capabilities of the adjoining Foster Park. Filling and grading will occur in 1987 and 1988. Actual construction of the athletic fields will occur in 1988 or 1989. Further development of the park site will require Board of Architectural Review approval. The park will include drainage, two backstops, irrigation, parking, landscaping and a restroom. Retaining walls with fencing will be built on part of the park project. The applicable Tukwila Zoning Code review guidelines are listed below in bold, followed by applicable findings. 1. TMC 18.60.050(1) - Relationship of Structure to Site No structure will be built on the site at this stage of the park project. In general, the property will slope downward to the north and east. There will be a catch basin at the center of the northern boundary. 2. TMC 18.60.050(2) - Relationship of Structure and Site to Adjoining Area Surface water runoff and other drainage will be accomplished via site grad- ing and catch basin. The future park use i s 'tonsi stent with the adjoining area. Until the park is constructed, care must be taken to minimize the impacts of the filling operation on the surrounding residential area. This will be accomplished via the site's grading. Water will flow away from private property from the west to the east and south to north toward a 'catch basin collecting water for existing pipe running along South 139th (Attachment C). Interim plans are shown on Attachment B, and detailed in a memo from Don Williams (Attachment D). 3. TMC 18.60.050(3) - Landscaping and Site Treatment The environmental checklist indicates that the site will be landscaped when the park is built. The Interim Grading Plan (Attachment B) indicates that all disturbed areas will be hydroseeded, to minimize runoff, erosion and negative aesthetic impacts prior to the park's completion. Attachment D indicates that hydroseeding will occur within 2 weeks of filling and grad- ing activities. No information is supplied regarding desiltation for the interim period prior to the time that the hydroseeded area takes root. 4. TMC 18.60.050(4) - Building Design There are no buildings in this proposal. 5. TMC 18.60.050(5) - Miscellaneous Structures and Street Furniture There are no miscellaneous structures in this development. CONCLUSIONS 1. The project involves filling and grading of a vacant property. No struc- tures are involved. Consequently, there are few items of specific concern to the Board of Architectural Review. 2. Most surface water runoff and erosion impacts have been addressed through the SEPA process. 3. Further information is required regarding desiltation during the interim period before the hydroseeding takes root. (22/87 -7 -DR) STAFF REPORT to the Planning Commission RECOMMENDATIONS 87 -7 -DR: Athletic Field Fill Page . 4 The staff recommends that the BAR approve the proposal on the condition that the applicant provides an acceptable interim desiltation measure, i.e., a desiltation pond serving the existing manhole, and an overflow weir to capture ary eroded soil. DATE: July 16, 1987 SUBJECT: ADDITIONAL INFORMATION FOR ATHLETIC FIELD EARTHFILL PROJECT The purpose of this memo is to provide some additional information on .the "how, when, and who" about this earthfill project. It is our intent to begin excavation and fill as soon as all approvals have been obtained. In order of sequence we plan to do the following: 1. Clear the site of all trees and brush, leaving any grass ground cover to help prevent erosion. 2. Install the geofabric silt fences as stated in the General Construction Notes on Page 2/3 before excavation and fill begins. 3. Excavate the identified "cut" areas as shown in the Interim Grading Plan 2/3. Seed these areas after the grading is complete. 4. As fill material is brought in, the fill shall be placed and compacted as stated in the General Construction Notes on page 2/3. In addition, we shall fil rom the inside out to help prevent erosion, dust, etc., from entering onto abutting — properties. The fill will also be placed from the cut line on the south end and move to the north. We are not sure of the timing of when fill will be brought in or how much at a time. It is our desire to fill the site as soon as possible. We suggest that areas brought up to the identified levels be seeded. We suggest that exposed fill not be allowed to go unseeded for more than two weeks. Also, because of erosion problems, we would only fill if the Building Official or Planning Director gives his approval during the winter months from November to March. We have a desire to keep the site in a reasonable aesthetic condition, and to reduce erosion as much as possible. The type of fill brought in will impact the resulting conditions. We believe "pit run" type of material could be brought in anytime, but clay soils should not. In conclusion we seek approval to fill this site for a future City park which is a common type of park development. We realize this can be a sensitive issue and will work with City officials to reduce local impacts.
