Dear Ms. Bradshaw: In response to our phone conversation of April 21, 1988, we have revised sheets L -1 thru L -3. The following issues have been addressed in efforts to match our original proposal to the City, and maintain a functional solution. 1. Addition of Riparian Trees to the County Trail Easement. 2. Additional screening along the perimeter. 3. Shrubs to buffer the trash enclosure walls. 4. Berms and shrubs along the building perimeter. Sheet C -1 shows the proposed berms against the sill walls of the building perimeter, whereas, our proposal of June 10, 1987 shows freestanding berms on the north side of the buildings 7 & 8. It is our feeling that shrubs along the perimeter berm of the building would obstruct views from the building, and the berms against the building will emphasis the grass areas by sloping up to the building. STAFF REPORT BACKGROUND VICINITY /SITE INFORMATION 1. Project Description: Four single -story buildings with associated parking and service for office and research and development use. 2. Existing Development: Undeveloped and vacant, formerly pasture land. 3. Surrounding Land Use: Light industrial uses. 4. Terrain: Flat with low to moderate slopes to riverbanks. 5. Vegetation: No significant vegetation occurs except along the riverbank where large alders, cottonwoods, and maples exist. 6. Soils: Silt and sand. 7. Access: Gateway Drive is a loop drive off of Interurban with intersections at South 133rd Street and approximately 1,170 feet north of the South 133rd Street intersection. 8. Public Facilities: A riverfront pedestrian and bike trail is anticipated for construction in 1988 along the site's shoreline. Phase III is part of a multi -phase development of approximately 500,000 square feet and eleven buildings. The development was previously before the BAR for review of two storm drain outfalls into the Duwamish via the site. Since then Phase I, consisting of Buildings 1 and 2, and Phase II, consisting of Buildings 4, 5 and 6, have been built. Phase III is subject to BAR review due to its location adjacent to the shore- line. DECISION CRITERIA FINDINGS 87 -8 -DR: Kaiser Gateway Associates Page 2 The applicable Tukwila Municipal Code (TMC) criteria are listed below in bold, followed by pertinent findings of fact. 1. TMC 18.60.050(1) - Relationship of Structure to Site The four structures are placed in a logical varied pattern on the site (Attachment A). The height and scale of the buildings are identical to each other and at the same scale and materials as surrounding industrial and industrial park development (Attachments B and C). Provisions have been made to connect all the buildings within the develop- ment with pedestrian pathways, sidewalks have been placed connecting the site with Gateway Drive. STAFF REPORT 87 -8 -DR: Kaiser Gateway Associates Page 3 Landscape islands and fingerlings are interspersed within the paved parking areas. However, two long (280 feet and greater) areas of parking are un- interrupted along the edges of the site. A 30 -foot riverbank protection easement will be dedicated to King County landward from the 100 -year flood plain mark (Attachment G). A riverfront trail will coincide with this easement and will be given to the City of Tukwila for public access. 2. TMC 18.60.050(2) - Relationship of Structure and Site to Adjoining Area A double row of parking is located along the shoreline unscreened except for the riparian trees existing and proposed to be located along the river's edge. The landscape yards in the front and side yards exceed district standards and contain a mix of lawn, deciduous street trees, evergreen trees, and shrubs (Attachment D). A 10 -foot by 30 -foot loading zone is located within the parking area drive- way aisles adjacent to each building's entrance. The location of the loading zone limits two -way traffic to 20 feet. The loading zones do not conflict with any pedestrian routes. Three 30 -foot access points within 260 feet of frontage are shown onto Gate- way Drive with a fourth common access point with Building 2 on a proposed property line. The center access point is located directly across from a curb cut into the parking are for Buildings 4, 5 and 6 (Attachment A). 3. TMC 18.60.050(3) - Landscaping and Site Treatment The site is flat with mature cottonwoods, maples and alders located along the river's edge. Riparian deciduous trees are proposed in natural groupings downstream where there currently are no trees (Attachment E). Earth berming is proposed around the site to provide topographic interest and low level screening. Groupings of shrubs and groundcover are located around buildings with accent trees at entrances. A landscape island located on the northwest property line adjacent to Building 2 has been shown on the site plan but omitted from the planting plan. Dumpsters are enclosed with precast concrete panels and surrounded on three sides with screening shrubs except for the two containers located adjacent to the river environment. Exterior lighting consists of standard poles and low level bollards. Build- ing lighting will consist of down lights in building soffits and light fixtures, similar to those on poles, on support arms attached to buildings. 4. TMC 18.60.050(4) - Building Design The four structures are the same and consist of painted tilt -up concrete panels with tinted glass. The L- shaped structures have been located on the site to create an illusion of offsets. The northeast facades have approxi- mately 180 feet of flat uninterrupted wall of repeating windows and concrete panels. The southeast elevations are identical but not as long. The north- CONCLUSIONS STAFF REPORT 87 -8 -DR: Kaiser Gateway Associates Page 4 west and southwest elevations have recessed corners and /or entryways in the center of the structure. The buildings are in scale with their neighbors and windows, doors and parapets are proportioned. Colors have not been submitted but have been requested from the applicant. The Phase I and II buildings are grey and the architect has indicated a similar color will be chosen for Phase III. Mechanical equipment is proposed to rise 3 to 7 feet above the parapet. No screen has yet been designed. Attachment F represents the type of exterior light standard proposed. 5. TMC 18.60.050(5) - Miscellaneous Structures and Street Furniture No miscellaneous structures or street furniture are proposed. 1. The overall design of the site is well planned and creates an effective siting of buildings. The impact of large paved areas is softened with the frequent use of landscape islands. Several parking aisles, however, are quite long without interruption. The northeast corner adjacent to the shoreline and the parking adjacent to the west property line should be broken up with landscape fingerlings. Modification of the riverfront park- ing area may be necessary to accommodate a 30 -foot area landward of the 100 -year flood elevation. 2. The location of three 30 -foot curb cuts along the approximate 260 foot frontage along the internal connection with the parking lot for Building 2 is inefficient. The location of the center entry is directly opposite an access to Buildings 4, 5 and 6. The southern entry is necessary for access to the rear parking areas. The first option would be to more centrally locate the northernmost access and combine Building 2's curb cut. Building 2's parking lot has two access points and therefore would not be adversely impacted by this relocation. A second option would be to elim- inate the northernmost access to the subject site and leave the Building 2 access allowing traffic through the two lots as is currently planned. A third option would be to eliminate the center curb cut. 3. Landscape transition is appropriate with 2i" caliper street trees along Gateway Drive and riparian trees located along the river bank. The parking area is not adequately screened from the riverfront and additional evergreen shrubs and deciduous trees should be required adjacent to the parking stalls. 4. The pedestrian walkway between Buildings 7 and 9 is geometric rather than the closest logical pathway. A staggered sidewalk through the parking area would be more convenient for the users. Additional pathways connecting with the future riverfront trail should also be provided (Attachment H). STAFF REPORT RECOMMENDATIONS 87 -8 -DR: Kaiser Gateway Associates Page 5 5. The proposal is to maintain the majority of trees along the river bank. This feature will be enhanced with additional wetland trees proposed to be planted along less vegetated areas of the riverbank. The trash enclosures have been softened and screened in two locations within the parking areas. The same method should also be used around the remaining two adjacent to the river environment. The use of landscaping in paved areas is good and uniform except as previ- ously noted in Conclusion 1. 6. The style and quality of design is standard for the industrial parks located within Tukwila. The smaller scale of the buildings and the juxtaposition of 8, 9 and 10 helps add depth and variety to the proposal. The north and northeast exposures of 7 and 8 however are monotonous. Landscaped berming and some planting have been located along these sides to help break up the facade and embellish the elevation. The Planning staff recommends that the shrubs be doubled to add greater depth and that the type and species be varied. In addition, the use of 5 firs each on Buildings 7 and 8 would pro- vide year round break up of the continuous flat facades. The colors have not been submitted. The architect has verbally communicated that grey will be the recommended choice and samples will be submitted for BAR review and approval. 7. Miscellaneous structures have not been included within the proposal but would be an appropriate amenity within the landscape area adjacent to the river. Benches for viewing or picnic tables would be appropriate given the people density expected from the development. Based on the above Findings and Conclusions, the Planning staff recommends approval subject to the following conditions. 1. Revise Landscape Plan to include the following items subject to final approval of the Planning Director: A. Missing landscape island on southwest side. B. Additional landscape fingerlings on west and northeast edges of parking areas. C. Addition of shrubs and deciduous trees along edge of parking adjacent to river environment to achieve opaque screening. D. Shrubs around two dumpster enclosures adjacent to river environment. E.
