The Board of Architectural Review (BAR) conducted a review of the request on
August 27, 1987, and approved it. The BAR adopted the Findings and Conclusions
contained in the Staff Report dated July 25, 1987.
Any party aggrieved by this decision may appeal the decision to the City Coun-
cil by filing an appeal in writing with the City Clerk within ten (10) days of
the above date and shall state the reasons for the appeal.

behalf of the applicant.
Discussion ensued on the application.

FINDINGS
VICINITY /SITE INFORMATION
1. Project Description: Project construction will utilize plowing, trenching,
boring, and bridge attachment. A crawler will be used for direct burial
of a i -inch diameter fiber optic cable encased within a li -inch diameter
plowable conduit. A backhoe or trencher will excavate a 1 -foot wide trench
for placement of the cable or encasement of the cable in either a 2 -inch
diameter PVC conduit or a 2 -inch diameter PVC conduit encased in 3i bag pea
gravel mix or both. The boring process for fiber optic cable placement
involves boring machine installation of a 4 -inch diameter black iron pipe
to contain a PVC conduit which encases the i -inch fiber optic cable. The
shoreline management area crossings involved within the subject permits will
be made by encasing the I -inch fiber optic cable inside a 4 -inch diameter
galvanized iron pipe and attaching to existing bridges.
2. Existing Development: Railroad tracks and railroad bridge.
3. Surrounding Land Use: Green River, Fort Dent Park and industrial companies.
4. Terrain: Flat with a steep (45 %) or gradual (5 %) slope to the river.
5. Vegetation: Railroad right-of-way is generally overlain with rock.
6. Soils: Alluvial soil.
BACKGROUND
The portion of cable within Tukwila is a portion of an overall network extending
from Seattle, Washington to Eugene, Oregon, and then throughout the United
States.
DECISION CRITERIA
The applicable Tukwila Municipal Code (TMC) criteria are listed below in bold,
followed by pertinent findings of fact.
1. TMC 18.60.050(1) - Relationship of Structure to Site
No structure is proposed, however, Metro has inquired as to the location of
the cable and its relationship to Metro utilities in the area.
2. TMC 18.60.050(2) - Relationship of Structure and Site to Adjoining Area
No structure is proposed and buried cable will create no change in contours.

3. TMC 18.60.050(3) - Landscaping and Site Treatment
No replanting is proposed within the one -foot wide trench. Areas where
trenching will occur are vegetated with mostly grasses and blackberry.
Revegetation is expected to occur naturally.
4. TMC 18.60.050(4) - Building Design
No building is proposed.
5. TMC 18.60.050(5) - Miscellaneous Structures and Street Furniture
Not applicable.
Interurban Special Review District Guidelines:
6. TMC 18.60.060(4)(A) - The location of the cable, 17 feet from the centerline
of the Union Pacific track, does not contain any significant vegetation.
7. TMC 18.60.060(4)(B) - Because the cable will be buried with no change in
existing contours, recreational areas will not be affected.
8. TMC 18.60.060(4)(C) - No pedestrian circulation occurs on site.
9. TMC 18.60.060(4)(D) - Undergrounding of a communications line in a transpor-
tation right -of -way is a complementary sharing of the use district.
10. TMC 18.60.060(4)(E) - A Declaration of nonsignificance has been issued for
the project in the City.
11. TMC 18.60.060(4)(F) - Cultural resource specialist performed an assessment
of the Washington State alignment. Results indicate that the cable follows
a railroad right -of -way where previous disturbance has resulted in a very
low probability of intact cultural deposits. No significant cultural sites
were considered close enough to the cable route for any mitigation measures
including archaeological monitoring during cable installation.
CONCLUSIONS
1. The proposal does not appear to have much applicable to the BAR's design
criteria.
2. The proposal would not conflict with the guidelines of the Interurban Spe-
cial Review District.

Dear Mr. Stoddart:
Please reference your project No. 405 -102 submitting construction draw-
ings for my approval covering installation of a fiber optic cable on Railroad
right of way from Seattle to near Tacoma, Washington.
The revised drawings are approved; however, you may not begin work
on the segment of the project from Spokane Street to Royal Brougham St.
in Seattle until the 'agreement with Burlington Northern , (C.D. 66039) has
been fully executed. Since you have requested* to place your cable on the
timber pile bridge No. 174.40, I would like to advise this bridge could be
replaced at any time or it could be destroyed FY fire. Therefore, Union
Pacific accepts no responsibility for this bridge attachment; extra cable
should be provided at each end of the bridge; and all cost to relocate the
cable in the event this bridge is replaced will be at US Sprint expense. The
attachment plans for bridge No. 165.95 are approved; however, in the event
this bridge is raised the attachments will have to be the type that will not
impede Railroad personnel from performing this operation. In addition, the
fiber optic cable will have to be located 60 inches below or around the end of
all culverts unless otherwise approved by the Railroad, and go behind (field
side) of all Railroad signal facilities.
In order to plot the final location of the fiber optic cable on Railroad
maps, the location of the cable will have to be referenced to Railroad facilities
such as bridges, culverts, and switches, using Railroad 1ungineering station-
ing. This data will have to be shown on the "as built" drawings to be fur-
nished to the Railroad upon completion of the project.
Upon completion of the execution of the Construction Agreement and
proper notification received by our Regional Office, you may begin on the
remaining portion of work for this project south of Spokane Street. Attached
for your use are two copies of the approved construction drawings. '

"Railroad," as to the foregoing OWR &N System Segment only.
Section 4. • AGREEMENT SUPPLEMENTAL.
This agreement is supplemental to the Fiber Optic
Agreement and nothing herein contained shall be construed as
amending or modifying the same except as herein specifically
provided.

terion (if appropriate), and describe how your plans and elevations meet the
criteria. If the space provided for response is insufficient, use extra space

5. RELATIONSHIP OF STRUCTURE TO SITE
A. The site should be planned to accomplish a desirable transition with
the streetscape and to provide for adequate landscaping, and pedestrian
movement.
B. Parking and service areas should be located, designed, and screened to
moderate the visual impact of large paved areas.
C. The height and scale of each building should be considered in relation
to it site.

A. Where existing topographic patterns contribute to beauty and utility of
a development, they should be recognized and preserved and enhanced.
B. Grades of walks, parking spaces, terraces, and other paved areas should
promote safety and provide an inviting and stable appearance.
C. Landscape treatment should enhance architectural features, strengthen
vistas and important axis, and provide shade.
D. In locations where plants will be susceptible to injury by pedestrian
or motor traffic, mitigating steps should be taken.
E. Where building sites limit planting, the placement of trees or shrubs
in paved areas is encouraged.
F. Screening of service yards, and other places which tend to be un-
sightly, should be accomplished by use of walls, fencing, planting or
combinations of these. Screening should be effective in winter and
summer.
G. In areas where general planting will not prosper, other materials such
as fences, walls, and pavings of wood, brick, stone, or gravel may be
used.
H. Exterior lighting, when used, should enhance the building design and
the adjoining landscape. Lighting standards and fixtures should be of
a design and size compatible with the building and adjacent area.
Lighting should be shielded, and restrained in design. Excessive
brightness and brilliant colors should be avoided.

A. Architectural style is not restricted, evaluation of a project should
be based on quality of its design and relationship to surroundings.
B. Buildings should be to appropriate scale and be in harmony with per-
manent neighboring developments.
C. Building components - such as windows, doors, eaves, and parapets -
should have good proportions and relationship to one another. Building
components and ancillary parts shall be consistent with anticipated
life of the structure.
D. Colors should be harmonious, with bright or brilliant colors used only
for accent.
E. Mechanical equipment or other utility hardware on roof, ground or
buildings should be screened from view.
F. Exterior lighting should be part of the architectural concept. Fix-
tures, standards and all exposed accessories should be harmonious with
building design.
G. Monotony of design in single or multiple buildings projects should be
avoided. Variety of detail, form, and siting should be used to provide
visual interest.

A. Miscellaneous structures and street furniture should be designed to be
part of the architectural concept of design and landscape. Materials
should be compatible with buildings, scale should be appropriate,
colors should be in harmony with buildings and surroundings, and pro-
portions should be to scale.
B. Lighting in connection with miscellaneous structures and street furni-
ture should meet the guidelines applicable to site, landscape and
buildings.

INTERURBAN SPECIAL REVIEW DISTRICT
The following six criteria are used in the special review of the Interurban area
in order to manage the development of this area, to upgrade its general appear-
ance, to provide incentives for compatible uses, to recognize and to capitalize
on the benefits to the area of the amenities including the Green River and
nearby recreational facilities, to encourage development of more people- oriented
use, and to provide for development incentives that will help to spur growth.
