ISSUE
Authorize staff to submit grant applications for the East Marginal Way South Stormwater
Outfalls project.
BACKGROUND
Drainage along the northern portion of East Marginal Way South is conveyed to the Duwamish
River through four separate outfalls. The outfalls are owned by Jorgensen Forge, The Boeing
Company (Boeing), and two by the King County International Airport. The Jorgensen Forge
outfall was abandoned in 2012 under an order from the Environmental Protection Agency (EPA)
and flows have been temporally diverted to a King County International Airport outfall. In
addition, Boeing and the City are in final negotiations for transfer of ownership of the Boeing
outfall to the City.
The City received design funding through a 2013 -15 Department of Ecology (DOE) Municipal
Stormwater Capacity grant for permanent outfall modifications. The project design is expected
to be completed in January 2015 and will redirect the drainage from the closed Jorgensen Forge
outfall to the Boeing Z line, providing water quality upgrades to both areas.
ANALYSIS
Construction funding is available through various DOE grant and loan programs including the
Washington State Water Pollution Control Revolving Fund, Centennial Clean Water Program,
and Stormwater Financial Assistance Program. In addition, other funding sources could become
available to provide construction funding for this project. Each of the grant sources requires
different applications, submittal dates, and matching requirements. If the City is successful in
obtaining the required funding for this project, some City matching funds may be required prior
to grant acceptance. All grant acceptances are approved by Council.
RECOMMENDATION
Committee approval to submit grant applications for construction funding of the East Marginal
Way South Stormwater Outfalls Project.
