The Planning Commission approved, with a condition, a cooperative parking
agreement for Stress Management at 5200 Southcenter Boulevard at their
meeting on February 6, 1986.
The condition is as follows:
It is understood that this cooperative parking agreement is approved
under this application upon finding by the Planning Commission that
such action is taken in the public interest. The Commission reserves
the right to review this cooperative parking agreement at any time and
may require cancellation thereof or modification of its terms upon fin-
dings of adverse impacts to public health or safety.
There is a ten -day appeal period following the decision of the Planning
Commission.

86- 2 -SPE: Stress Management
AGENDA ITEM
INTRODUCTION
The applicant, Stress Management, recently requested a tenant improvement at 5200
Southcenter Boulevard, the Parkside Building. The plans for the tenant improve-
ment showed two classrooms and a conference room, as well as offices and a recep-
tion area. A parking check of Parkside revealed that the additional parking
stalls provided on site, above the minimum code requirement for straight office,
would be completely used by the parking requirements for Stress Management.
Because Stress Management is a more intense use than normal office use and because
their classrooms and conference areas will be primarily used on weekends and eve-
nings, the parking demands for the site would be well served by a cooperative
parking agreement.
FINDINGS
1. TMC 18.56.070 provides a method for Planning Commission approval of
"cooperative parking facilities" in multiple occupancy developments. The
total requirements for off street parking shall be at least the sum of the
requirements for the uses (operating) at any one time or as deemed necessary
by the Planning Commission.
2. Parkside has 33,300 gross square feet of office space which requires eighty -
four (84) parking stalls. One hundred (100) stalls are provided, which leaves
an excess of sixteen (16) stalls for more intense uses.
3. Stress Management requires eighteen (18) parking spaces for its conference and
classrooms, which reduces the overall demand for total office parking to
eighty (80) spaces.
4. Parkside is a new two story building with covered parking and is not fully
leased. The tenant improvements approved thus far include Southcenter Travel
in Suite 10, 2040 square feet; Tukwila Chamber of Commerce, Suite 11, 940
square feet; and Stress Management, Suite 9, 2300 square feet.
5. According to the applicant, "Stress Management Services Ltd. is a company
which assists clients in managing stress. The people who come for assistance
do so predominately at night or on the weekends." Five to six employees will
be working in the office during normal work hours (Exhibit A).

2. Alternative Two: "Greatest sum of the uses"
CONCLUSIONS
1. Alternative One: "Full code compliance"
Approximately twenty percent of Parkside is currently leased. Full code
compliance would preclude any future tenant improvements for conference areas
in the remaining eighty percent vacant office building. A tenant improvement
for an office with a small accessory conference area is currently pending and
cannot be approved due to the parking requirements.
As stated in TMC 18.56.070, a cooperative parking agreement must reflect full
code compliance for the sum of all tenants open for business at any one time.
Because the building is not completely leased, a tenant list of hours of
operation is not available. The two existing tenants, the Chamber and
Southcenter Travel, both operate during normal work hours. It can reasonably
be assumed that future tenants of the space will operate during normal weekday
hours and that as office tenants, they will require accessory conference
rooms. At this point in the leasing of the building, it is difficult to
implement this alternative. In addition, it is unlikely that this criteria
could be met since Stress Management operates with an office staff during nor-
mal weekday hours and holds classes in the evenings and on weekends.
3. Alternative Three: "Planning Commission discretion"
The Planning Commission may, under the language of TMC 18.56.070, reduce
parking requirements below the greatest sum of the uses when circumstances so
warrant. Stress Management's use of their space is primarily classroom and
conference. The heavy parking demand for their business will be during the
evening and on weekends then they have indicated that the classes and con-
ferences would be held. The eighteen spaces needed for their classes could be
cooperatively used during the week, 8:00 a.m. to 5:00 p.m., by the future
tenants. Approving a cooperative parking agreement would free up
parking for pending and subsequent tenant improvements with accessory con-
ference areas. Therefore, a cooperative sharing of available parking would
seem appropriate.
RECOMMENDATION
Based upon the above Findings and Conclusions, the Planning Commission may wish to
approve a cooperative parking agreement for Stress Management for the eighteen
parking stalls needed for their classroom and conference areas subject to the
following condition:
1. It is understood that this cooperative parking agreement is approved under
this application upon finding by the Planning Commission that such action is

taken in the public interest. The Commission reserves the right to review
this cooperative parking agreement annually and may require cancellation
thereof or modification of its terms upon findings of adverse impacts to
public safety or health.

Promissory Note executed by Robert M. Lennart and Patricia L. Lenhart and Thomas S.
Aiton to Daniel N. Cook and Nancy L. Cook, Davis M. Seiwerath and Mary Ann Seiwerath,
Michael J. Rubel and Trine N. Rubel, Morris A. McCollum. Ferdy J. Kollar and Phyllis
A. Kollar, and George B. Jay, which promissory Note is secured by the above Deed of
Trust. At present, the principal balance of the Promissory Note is S70,406.02, plus
interest from February 1, 1985. at 12%.
