AGENDA ITEM
C 86- 13 -DR: Segale Business Park
INTRODUCTION
Segale Business Park wants to add a drive -up banking facility and dumpster en-
closures ac the southeast corner of South 180th Street and Andover Park. West.
Because the property is adjacent to the. Green River a Shoreline Management
Substantial Development Permit is required, including approval by the Board of
Archi :.ec ture Review ( "BAR ") .
FINDINGS
1. On April 24, 1986 the BAR approved an office building at the southeast corner
or South 180ch Street and Andover Park West (86- 13 -DR). The site plan includ-
ed a drive -up banking facility which was insufficiently described by the BAR.
A condition to the approval of the office building was subsequent BAR review
or the banking facility.
2. The single -story banking facility is to be at the southeast corner of the
site. The facility is a 200 square foot bank teller office and a 30 -foot wide
and 41 -foot long canopy covering three vehicle lanes. Similar to. the approved
office building the banking facility is of vertical board - formed textured
concrete and smooth concrete banding at the corners and roof. Windows of
unspecified size are only facing the vehicle lanes. Access to the facility is
from Andover Park West, exiting to South 180th Street.
3. The property is zoned M -2, Heavy Industry, and is in the wetlands of the
Shoreline Management Act. A Shoreline Management Substantial Development
Permit was issued on May 14, 1986, for the approved office building. The
banking facility is to be an amendment to that permit.
Because that permit is required, TMC 18.60.030(2)(A) requires BAR approval,
per TMC 18.60.050, of the banking facility.
4. Dumpster enclosures are to be ac the West and south corners of the approved
building. The enclosures were not sufficiently detailed for BAR review of the
approved building. Now the enclosures are being brought before the BAR.

REPORT
CONCLUSIONS
1. TMC 18.60.050(1) Relationship of Structure to Site
The height and scale is consistent with surrounding developments and is a
desirable transition with the streetscape.
2. TMC 18.60.050(2) Relationship of Structure to Adjoining Areas
The proposed structures are harmonious with existing structures in . the bus-
iness park and are in character with the commercial /industrial developments in
the area.
3. TMC 18.60.050(3) Landscape and Site Treatment
Large shade trees will be used along South 180th Street and Andover Park West
strengthening the landscape treatment of both street frontages. Minimum land-
scape requirements will be required in the required front yards. Vehicle
circulation is compatible with the site plan for the approved building.
4. TMC 18.60.050(4) Building Design
The structures are well proportioned and meet this criteria. The bank teller
window size is not a substantive design detail. Building illumination is not
indicated.
TMC 18.60.050(5) Miscellaneous Structures and Street Furniture
The dumpster enclosure is compatible with the approved building and banking
facility. The design of these structures is essentially the same.
RECOMMENDATIONS
Based upon the above findings and conclusions, staff recommends approval of the
proposal.

RE: Design Review
Drive -up Banking Facility and Dumpster Enclosures
18000 Andover Park West
Tukwila, Washington
Dear Members of the Board:
Due to a schedule conflict, I am unable to personally present
the elevation drawings for our proposed remote Drive -up Banking
Facility and the Dumpster Enclosures for your approval. As you
will note from the drawings, the board -form concrete texture
design which we used on our building will be carried through to
the Drive -up Facility and Dumpster Enclosures.
Please note that the Bank Facility as indicated on Exhibit "A"
of your review packet should be located in a landscape island
in the northernmost drivelane. See photocopy attached to this
letter. This was also noted on the large site plan which we
presented to the Board of Architectural Review on April 24,
1986.
Thank you very much for your assistance and we look forward to
advice that you have agreed with the written Staff
recommendation and approved the design of our Bank Facility and
Dumpster Enclosure.

INTRODUCTION
Mario Segale is proposing to develop an office building, within the shoreline
environment of the City and is requesting the applicable approvals for the
development.
FINDINGS
1. Per TMC 18.60.030(2)(A), the Board of Architectural Review (BAR) shall review
plans for any development within two hundred feet of the Green River and which
requires a shoreline substantial developments permit. The BAR shall use the
guidelines of TMC 18.60.050 to either approve, approve with conditions, or
deny the project.
2. The project is a two story 26,489 square foot office building with a remote
teller structure for drive -up banking.
3. The 2.57 acre site is located in the southeast corner of the intersection of
Andover Park West and 180th Street.
4. A Union Pacific Railroad rail line runs north to southwest through the site.
(Exhibit A)
5. The elevations show board form textured concrete as horizontal banding
separating windows with solar tinted glazing. , The vertical supports will be
smooth, light textured concrete at the four corners and spaced along the faca-
des. (Exhibit D)
6. Two way ingress and egress is shown at two locations on Andover Park West, a
private street. Two exits are shown on S. 180th. Street. (Exhibit A)
7. Surrounding land uses include the undeveloped property west and immediately
south, further south is the Segale Business Park; commercial and warehousing
uses are north of the site across 180th Street and include the Dania Furniture
Store and Ultra Print Photo Processing; the Green River is located along the .
east property line.
8. The property is zoned M -2 Heavy Industrial.

CONCLUSIONS
1. TMC 18.60.050(1) Relationship of Structure to Site.
The structure is centrally located within the site. The height and scale is
consistent with surrounding developments and provides a desirable transition
with the streetscape. A loading space is not shown on the plan and will be
required prior to final approval.
2. TMC 18.60.050(2) Relationship of Structure to Adjoining Areas.
The proposed structure is harmonious with existing structures in the business
park and is in character with the commercial /industrial developments in the
area.
Because of the rail line splitting the site a somewhat complicated pattern of
vehicular circulation is shown on the site plan. Minimum aisle widths and
stall depths have not been shown and would appear to eliminate the ability for
two way traffic along the east property line. The one way traffic pattern
would be more acceptable in terms of safety and efficiency and could continue
north /northeast and exit on S. 180th Street or turn left after exiting the
motor bank facility and head southwest to Andover Park West. The center dri-
veway would act as the two way drive on the site. The Public Works department
has commented that one access point on 180th Street will be limited to right
turn exiting only.
Pedestrian circulation is provided around the perimeter of the building and is
proposed along the street frontages. Minimum City standards will be required
for the improvements. The Christensen Greenbelt trail ends at the northeast

GeoEngineers
Incorporated
This report presents the results of our geotechnical studies at the
site of a proposed two -story office building. The site is located on the
southeast corner of 180th and Andover Park West in Tukwila, Washington. The
proposed structure will be oriented such that the walls are at an angle of
approximately 45 degrees with adjacent streets.
We understand that the finished floor and finished yard grades are
planned at Elevations 25 and 23.3, respectively. Existing site grades range
from approximately Elevation 20 to 23.5 and are the result of regrading done
in 1972. Prior to that, site grades ranged from approximately Elevations 22
to 26.
Several explorations have been done on and adjacent to the site in the
past. They include a boring located to the south of the site, two boring:
and three Dutch cone penetration tests located immediately west of Andover
Park and west of the site, and numerous test pits, one of which is located
in the building footprint.

taking survey level readings referencing a benchmark well outside the
influence of the fill. The surcharge fill should be left in place until the
maximum settlement observed is less than 0.01 feet per week.
For foundations supported on a minimum of 2 feet of compacted fill we
recommend an allowable design bearing of 2000 pounds per square foot for all
dead and real live loads exclusive of the weight of the footing and backfill
over the footing. The recommended allowable may be increased by one-third
for the total of all loads including wind and /or seismic. The footings
should be founded at least 18 inches below the lowest adjacent grade and
have minimum widths of 16 inches and 2 feet for continuous and isolated
footings, respectively.
We trust that the foregoing meets your present needs. Should you have
any questions or need additional information, please call.

SUBSURFACE CONDITIONS
Subsurface soils are alluvial deposits consisting of interbedded silt,
sandy silt and silty sand underlain by a thick unit of fine to medium sand.
The test pit excavated within the building footprint to a depth of 12 feet
(Elevation 13) encountered a 3- foot -thick layer of silt between Elevations 18
and 21. Below that, silty sand with occasional thin layers of sandy silt
was encountered to the depth excavated (Elevation 13). Based on our review
of nearby borings, we interpret that the silty sand unit extends down to
approximately Elevation 5 and is underlain by the medium dense to dense sand
unit. This sand unit extends to below the depth of the borings which were
drilled to 90 feet or to Elevation -75.
Ground water levels observed in nearby borings range from about 8 to 9
feet below the ground surface in March 1983. Recent test pits show the
water level about 11 feet below the ground surface.
RECOMMENDATIONS
We recommend that the site be developed by a combination of overexca-
vation and surcharging similar to the way other buildings have been developed
in the immediate area. This procedure will help control postconstruction
settlement and allow support of the structure on shallow spread foundations.
The existing soil should be overexcavated to a depth of at least 2 feet
below the bottom of footings. Backfill should consist of gravelly sand pit
run material placed in layers of appropriate thickness for uniform compaction,
and compacted to 95 percent of its maximum dry density determined in accor-
dance with ASTM D -1557 test procedures. All material up to the floor slab
level should be compacted.
To help control postconstruction settlement, we recommend that 6 feet
of surcharge fill be placed. We have assumed that the surcharge fill will
weigh approximately 135 pcf. The top of the surcharge fill should extend 5
feet beyond the footings and slope down at the natural angle of repose.
Settlement of the surcharge fill should be monitored at three or four
locations. This can be done by driving hubs into the completed fill and

Dear Ann:
At the April 24, 1986, Board of Architectural Review (BAR) meeting, the
Board approved your application subject to the following conditions:
1. Revision of site plan to indicate a loading space.
2. Pedestrian linkage to Christian Greenbelt Trail on S. 180th Street.
3. Elevations of lighting standards for building and parking lot.
4. Elevation of dumpsters with four sided enclosure.
5. Color of tinted windows with a maximum allowable reflectivity of 20 percent.
6. Elevations of assessory motor bank facility per BAR approval.
As presented at the meeting, you have shown the location of the loading
space, which will need to comply with the minimum dimensional requirements.
You have also supplied photos of the lighting. Your plans should also
include notation of pedestrian linkage to the trail and a maximum reflec-
tivity of windows to 20 percent.
Elevations of the dumpster enclosure will be required during the permitting
stage and final elevations of the assessory motor bank will require BAR
review and approval.
The appeal period of the BAR's decision expired on May 5, 1986, with no
request for an appeal.
If you have any questions, please feel free to call me at 433 -1848.
Yours truly,

Ms. Moira Bradshaw
CITY OF TUKWILA
6200 Southcenter Boulevard
Tukwila, WA 98188
As we discussed the other day, the City of Tukwila has
determined that our Project #763 with the addition of the small
mezzanine area proposed for the REI expansion space will
require 310 parking spaces. We are enclosing a print of our
building survey with the parking laid out thereon indicating a
space count at this time of 320 spaces. As I have explained
before, Segale Business Park has always developed its projects
to accomodate tenant expansion. In this particular situation
we have additional parking spaces shown on the drawing and, on
top of that, room for further additional spaces should that be
required by any tenant additions in the future. Please issue
your building permit for the REI remodels so that progress can
continue.
Very truly yours,

PLANNING DEPT.
Metro is under order by the State Department of Ecology to
upgrade its Puget Sound treatment plants to a secondary level of
treatment. Metro is in the process of evaluating five secondary
treatment alternatives and a Metro Council plan adoption decision
is scheduled by July 31, 1986. Metro has been ordered by DOE to
institute a sewer connection ban for the entire Metro service
area to be effective August 1, 1986, unless Metro adopts a
secondary treatment plan by that date. Metro is proceeding on
schedule and anticipates meeting the August 1, 1986, plan
adoption deadline. If you would like additional information
concerning Metro's secondary treatment planning process or would
like to be placed on our mailing list to receive regular updates
on the status of secondary planning, please contact Gerry
Larrance, Metro Community Relations at 447 -6626.
Water Quality
Metro has designated the Green River as a major water of regional
concern where the protection of water quality is a high priority.
We recommend that adequate slope setbacks be established and
maintained, and that routing of stormwater should be in such a
manner to prevent erosion and limit significant increases in
sediment loading to the river. Measures to protect water quality
should include, but not be limited to:
o Construction timing and staging;
o Temporary erosion and sedimentation controls;
o Permanent and /or temporary runoff control facilities (e.g.
grass -lined swales, detention /retention ponds);
Brad Collins
April 23, 1986

cc: Don Winston
o Provisions for maintaining adequate setbacks and riparian
vegetation;
o Preventing toxic materials, petrochemicals and other
pollutants from entering surface waters;
o Identifying runoff discharge points into surface waters
through King County's drainage planning process.
Public Transportation
The proposed project site is served by the following transit
routes: {
o #150 - All day service to Seattle, Southcenter, Kent and
Auburn
o #155 - All day service to southeast and downtown Renton
o #241 - Commuter service only to /from Southcenter, Renton,
Bellevue, Juanita and Kenmore
Bus zones already exist in all quadrants of the Southeast
180th /Andover Park West intersection. We recommend that
passenger pedestrian improvements to all stops be incorporated
into the project although none of these zones are likely to be
located on the project site itself. Don Winston should be
contacted regarding bus zone access improvements. He can be
reached at 447 -4085.
We also recommend that the proponent take the following actions
to promote transit and ridesharing on -site:
1. Post transit /rideshare information and distribute to
employees;
2. Distribute ridematch applications annually;
3. Provide secure bicycle parking;
4. Establish an Employee Transportation Coordinator;
5. Provide preferential car /vanpool parking;
6. Provide transit pass or carpool /vanpool subsidies;
7. Conduct periodic promotions;
8. Sell Metro monthly bus passes;
9. Encourage flexible work hours.
Thank you for the opportunity to review and comment.

Re: 'CN Segale Building (EPIC - 317 -86)
The following comments and concerns were raised during the environmental
review of your project. They may not pertain to the environmental determina-
tion, however, it was was requested that they be forwarded to you as they
will need to be addressed during subsequent project reviews.
Fire Department (Doug Gibbs, 433 -1850)
1. Two story office /bank building requires sprinklering per City Ordinance
#1141 (attached).
2. Remote drive -up teller station if over 120 square feet will require fire
alarm system per City Ordinance #1327 (attached).
3. Fire lanes must meet the requirements of City Ordinance #1110 (attached).
4. Fire hydrants must meet requirements of City Ordinance #729 (attached).
Parks and Recreation Department (Don Williams, 433 -1843)
1. The site plan does not show a sidewalk by the railroad tracks and South
180th Street, however it does appear on the landscape plan.
2. It is requested the sidewalk on the east side of the project on South
180th Street meet and match the City's Christensen Trail. The City will
be pleased to work with the contractor or developer to see how this can
be done.
3. It is requested all sidewalks have appropriate ramps.
4. How will dike maintenance vehicles gain access to the dike road, and
how will the road be surfaced?
Page -2-
M.A. Segale
April 11, 1986
5. I have a concern that people will cross the railroad tracks anywhere and
not just at the driveway crossings. Can something be done to discourage
such potentially unsafe crossings?
6. The areas marked future plantings should be planted as soon as possible.
Police Department (Pat Lowery, 433 -1822)
1. Please be cognizant of the contents of the Federal Banking Act of 1968
as revised by the Federal Depositors Insurance Corporation effective
November 1, 1973.
2. Lighting and landscaping should conform to industry standards for a
banking facility with outside teller services.
If you should have any questions please don't hesitate to call the above
listed individuals, or my self at 433 -1845.
Respectfully,
Becky L. Kent

INTRODUCTION
Report
Geotechnical Studies
Proposed Two-Story Office Structure
Segale Business Park
Tukwila, Washington
File No. 291 -04
GeoEngineers

Consulting Geotechnical
Engineers and Geologists
This report presents the results of our geotechnical studies at the
site of a proposed two -story office building. The site is located on the
southeast corner of 180th and Andover Park West in Tukwila, Washington. The
proposed structure will be oriented such that the walls are at an angle of
approximately 45 degrees with adjacent streets.
We understand that the finished floor and finished yard grades are
planned at Elevations 25 and 23.3, respectively. Existing site grades range
from approximately Elevation 20 to 23.5 and are the result of regrading done
Prior to that, site grades ranged from approximately Elevations 22
in 1972.
to 26.
Several explorations have been done on and adjacent
to the site in the
past. They include a boring located to the south of the site, two borings
and three Dutch cone penetration tests located immediately west of Andover
Park and west of the site, and numerous test pits, one of which is located
in the building footprint.

SUBSURFACE CONDITIONS
Subsurface soils are alluvial deposits consisting of interbedded silt,
sandy silt and silty sand underlain by a thick unit of fine to medium sand.
The test pit excavated within the building footprint to a depth of 12 feet
(Elevation 13) encountered a 3 -foot -thick layer of silt between Elevations 18
Settlement of the surcharge fill should be monitored at three or four
locations. This can be done by driving hubs into the completed fill and

taking survey level readings referencing a benchmark well outside the
influence of the fill.
The recommended allowable may be increased by one -third
for the total of all loads including wind and /or seismic. The footings
should be founded at least 18 inches below the lowest adjacent grade and
have minimum widths of 16 inches and 2 feet for continuous and isolated
footings, respectively.
We trust that the foregoing meets your present needs. Should you have
any questions or need additional information, please call.
