Your existing shoreline permi 86- 13 -SMP will be amended to include these structures. Ms. Bradshaw explained the improvements which are planned. MR. MCKENNA MOVED TO ACCEPT THE FOSTER PARK PHASE II PARKING IMPROVEMENTS WITH THE FOLLOWING CONDITIONS: 1. Leon Grundstein, 10420 N.E. 37th Circle, Kirkland, WA, entered into the record a revised west elevation with shading to indicate the retaining wall as Exhibit C. He also discussed his preference for either of the proposed color combinations. Mr. Sowinski inquired about the reflectivity of the glass. MR. Mr. Beeler summarized the Staff Report and entered into the record a letter dated 07/24/86 from Ann Nichols (and a revised site plan), as Exhibit "E" of the Staff Report. MR. SOWINSKI MOVED TO APPROVE THE REQUEST BASED ON THE FINDINGS AND CONCLU- SIONS PRESENTED IN THE STAFF REPORT. MR. ORRICO SECONDED THE MOTION WHICH PASSED UNANIMOUSLY. PLANNING COMMISSION Meeting Minutes July 24, 1986 Page 4 86- 33 -DR: Foster Golf Course Redevelopment, City of Tukwila, application for approval of the master plan for redevelopment of the golf course, tees and greens, addition of pedestrian pathways and parking lots of approxi- mately 110 cars, construction of a new clubhouse, and small pond with bridge. Mr. Beeler summarized the Staff Report and entered it into the record as Exhibit 1. A site plan with staff's analysis and revisions was entered as Exhibit 2. Bill Tueffel, golf course architect, commented on the improvements proposed and their effect on the course. MR. MCKENNA MOVED TO ADOPT THE FINDINGS AND CONCLUSIONS OF THE STAFF REPORT AND APPROVE THE REQUEST ACCORDING TO THE RECOMMENDATIONS AS PRESENTED IN THE STAFF REPORT. MR. ORRICO SECONDED THE MOTION WHICH PASSED UNANIMOUSLY. 86- 35 -DR: Fort Dent Office Building, application for a two-story, 39,900 square foot office building on a 2.28 -acre parcel, at the northwest corner of Southcenter Boulevard and the access road to Fort Dent Park and adjacent to the Green River. Ms. Bradshaw entered the Staff Report into the record and summarized the Findings and Conclusions. Burt Gregory, Mithum Bowman, 2000 - 112th N.E., Bellevue, entered into the record as Exhibit 5 a model of the proposal with the proposed colors. He commented on glass reflectivity, internal pedestrian circulation, the sub- stitution of grasscrete for paving, and the trail. MR. ORRICO MOVED TO ADOPT THE FINDINGS AND CONCLUSIONS AS PRESENTED IN THE STAFF REPORT AND APPROVE THE REQUEST, SUBJECT TO CONDITIONS 1 THROUGH 4, WITH CONDITION NO. 1 REFLECTING THE COLOR SAMPLES PRESENTED AS EXHIBIT 5. Mr. Orrico withdrew his motion. Mr. Radovich, 2000 - 124th, Bellevue, expressed his concern with the re- quested trail for security reasons, and asked that the recreational amenity be dropped as a requirement. Chris Hodge, 2000 - 124th, Bellevue, spoke about the difficulty of obtain- ing historical information of the site. MR. CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT AGENDA ITEM C 86- 13 -DR: Segale Business Park INTRODUCTION Segale Business Park wants to add a drive -up banking facility and dumpster en- closures ac the southeast corner of South 180th Street and Andover Park. West. Because the property is adjacent to the. Green River a Shoreline Management Substantial Development Permit is required, including approval by the Board of Archi :.ec ture Review ( "BAR ") . FINDINGS 1. On April 24, 1986 the BAR approved an office building at the southeast corner or South 180ch Street and Andover Park West (86- 13 -DR). The site plan includ- ed a drive -up banking facility which was insufficiently described by the BAR. A condition to the approval of the office building was subsequent BAR review or the banking facility. 2. The single -story banking facility is to be at the southeast corner of the site. The facility is a 200 square foot bank teller office and a 30 -foot wide and 41 -foot long canopy covering three vehicle lanes. Similar to. the approved office building the banking facility is of vertical board - formed textured concrete and smooth concrete banding at the corners and roof. Windows of unspecified size are only facing the vehicle lanes. Access to the facility is from Andover Park West, exiting to South 180th Street. 3. The property is zoned M -2, Heavy Industry, and is in the wetlands of the Shoreline Management Act. A Shoreline Management Substantial Development Permit was issued on May 14, 1986, for the approved office building. The banking facility is to be an amendment to that permit. Because that permit is required, TMC 18.60.030(2)(A) requires BAR approval, per TMC 18.60.050, of the banking facility. 4. Dumpster enclosures are to be ac the West and south corners of the approved building. The enclosures were not sufficiently detailed for BAR review of the approved building. Now the enclosures are being brought before the BAR. PLANNING COMMISSION S Segale Business Park Page 2 REPORT CONCLUSIONS 1. TMC 18.60.050(1) Relationship of Structure to Site The height and scale is consistent with surrounding developments and is a desirable transition with the streetscape. 2. TMC 18.60.050(2) Relationship of Structure to Adjoining Areas The proposed structures are harmonious with existing structures in . the bus- iness park and are in character with the commercial /industrial developments in the area. 3. TMC 18.60.050(3) Landscape and Site Treatment Large shade trees will be used along South 180th Street and Andover Park West strengthening the landscape treatment of both street frontages. Minimum land- scape requirements will be required in the required front yards. Vehicle circulation is compatible with the site plan for the approved building. 4. TMC 18.60.050(4) Building Design The structures are well proportioned and meet this criteria. The bank teller window size is not a substantive design detail. Building illumination is not indicated. TMC 18.60.050(5) Miscellaneous Structures and Street Furniture The dumpster enclosure is compatible with the approved building and banking facility. The design of these structures is essentially the same. RECOMMENDATIONS Based upon the above findings and conclusions, staff recommends approval of the proposal. EXHIBITS A. Site Plan. B. As you will note from the drawings, the board -form concrete texture design which we used on our building will be carried through to the Drive -up Facility and Dumpster Enclosures. FINDINGS 1. Per TMC 18.60.030(2)(A), the Board of Architectural Review (BAR) shall review plans for any development within two hundred feet of the Green River and which requires a shoreline substantial developments permit. The BAR shall use the guidelines of TMC 18.60.050 to either approve, approve with conditions, or deny the project. 2. The project is a two story 26,489 square foot office building with a remote teller structure for drive -up banking. 3. The 2.57 acre site is located in the southeast corner of the intersection of Andover Park West and 180th Street. 4. A Union Pacific Railroad rail line runs north to southwest through the site. (Exhibit A) 5. The elevations show board form textured concrete as horizontal banding separating windows with solar tinted glazing. , The vertical supports will be smooth, light textured concrete at the four corners and spaced along the faca- des. (Exhibit D) 6. Two way ingress and egress is shown at two locations on Andover Park West, a private street. Two exits are shown on S. 180th. Street. (Exhibit A) 7. Surrounding land uses include the undeveloped property west and immediately south, further south is the Segale Business Park; commercial and warehousing uses are north of the site across 180th Street and include the Dania Furniture Store and Ultra Print Photo Processing; the Green River is located along the . east property line. 8. The structure is centrally located within the site. The height and scale is consistent with surrounding developments and provides a desirable transition with the streetscape. A loading space is not shown on the plan and will be required prior to final approval. 2. TMC 18.60.050(2) Relationship of Structure to Adjoining Areas. The proposed structure is harmonious with existing structures in the business park and is in character with the commercial /industrial developments in the area. Because of the rail line splitting the site a somewhat complicated pattern of vehicular circulation is shown on the site plan. Minimum aisle widths and stall depths have not been shown and would appear to eliminate the ability for two way traffic along the east property line. The one way traffic pattern would be more acceptable in terms of safety and efficiency and could continue north /northeast and exit on S. 180th Street or turn left after exiting the motor bank facility and head southwest to Andover Park West. The center dri- veway would act as the two way drive on the site. The Public Works department has commented that one access point on 180th Street will be limited to right turn exiting only. Pedestrian circulation is provided around the perimeter of the building and is proposed along the street frontages. Minimum City standards will be required for the improvements. The Christensen Greenbelt trail ends at the northeast property line and staff recommends that the sidewalk proposed along 180th have a "connector with the trail. 3. TMC 18.60.050(3) Landscape and Site Treatment. Large shade trees will be used along S. 180th Street and Andover Park West strengthening the landscape treatment of both street frontages. Minimum landscape requirements will be required in the required front yards. Lighting in relation to the parking and landscape areas has not been shown and should be shown and indicated on the plan prior to final approval. The screening of dumpsters has been indicated on the site plan but elevations have not been submitted and should be shown prior to final approval. 4. TMC 18.60.050(4) Building Design. Below that, silty sand with occasional thin layers of sandy silt was encountered to the depth excavated (Elevation 13). Based on our review of nearby borings, we interpret that the silty sand unit extends down to approximately Elevation 5 and is underlain by the medium dense to dense sand unit. This sand unit extends to below the depth of the borings which were drilled to 90 feet or to Elevation -75. Ground water levels observed in nearby borings range from about 8 to 9 feet below the ground surface in March 1983. Recent test pits show the water level about 11 feet below the ground surface. RECOMMENDATIONS We recommend that the site be developed by a combination of overexca- vation and surcharging similar to the way other buildings have been developed in the immediate area. This procedure will help control postconstruction settlement and allow support of the structure on shallow spread foundations. The existing soil should be overexcavated to a depth of at least 2 feet below the bottom of footings. Backfill should consist of gravelly sand pit run material placed in layers of appropriate thickness for uniform compaction, and compacted to 95 percent of its maximum dry density determined in accor- dance with ASTM D -1557 test procedures. All material up to the floor slab level should be compacted. To help control postconstruction settlement, we recommend that 6 feet of surcharge fill be placed. We have assumed that the surcharge fill will weigh approximately 135 pcf. The top of the surcharge fill should extend 5 feet beyond the footings and slope down at the natural angle of repose. Settlement of the surcharge fill should be monitored at three or four locations. The site is located on the southeast corner of 180th and Andover Park West in Tukwila, Washington. The proposed structure will be oriented such that the walls are at an angle of approximately 45 degrees with adjacent streets. We understand that the finished floor and finished yard grades are planned at Elevations 25 and 23.3, respectively. Existing site grades range from approximately Elevation 20 to 23.5 and are the result of regrading done Prior to that, site grades ranged from approximately Elevations 22 in 1972. to 26. Several explorations have been done on and adjacent to the site in the past. They include a boring located to the south of the site, two borings and three Dutch cone penetration tests located immediately west of Andover Park and west of the site, and numerous test pits, one of which is located in the building footprint. February 24, 1986 Page Two SUBSURFACE CONDITIONS Subsurface soils are alluvial deposits consisting of interbedded silt, sandy silt and silty sand underlain by a thick unit of fine to medium sand. The test pit excavated within the building footprint to a depth of 12 feet (Elevation 13) encountered a 3 -foot -thick layer of silt between Elevations 18 and 21. Below that, silty sand with occasional thin layers of sandy silt was encountered to the depth excavated (Elevation 13). Based on our review of nearby borings, we interpret that the silty sand unit extends down to approximately Elevation 5 and is underlain by the medium dense to dense sand unit. This sand unit extends to below the depth of the borings which were drilled to 90 feet or to Elevation -75. Ground water levels observed in nearby borings range from about 8 to 9 feet below the ground surface in March 1983. Recent test pits show the water level about 11 feet below the ground surface. RECOMMENDATIONS We recommend that the site be developed by a combination of overexca- vation and surcharging similar to the way other buildings have been developed in the immediate area. This procedure will help control postconstruction settlement and allow support of the structure on shallow spread foundations. The existing soil should be overexcavated to a depth of at least 2 feet below the bottom of footings. Backfill should consist of gravelly sand pit run material placed in layers of appropriate thickness for uniform compaction, and compacted to 95 percent of its maximum dry density determined in accor- dance with ASTM D -1557 test procedures. All material up to the floor slab level should be compacted. To help control postconstruction settlement, we recommend that 6 feet of surcharge fill be placed. We have assumed that the surcharge fill will weigh approximately 135 pcf. The top of the surcharge fill should extend 5 feet beyond the footings and slope down at the natural angle of repose. Settlement of the surcharge fill should be monitored at three or four locations. This can be done by driving hubs into the completed fill and GeoEngineers Incorporated • I Segale Business Park, Inc. The surcharge fill should be left in place until the maximum settlement observed is less than 0.01 feet per week. For foundations supported on a minimum of 2 feet of compacted fill we recommend an allowable design bearing of 2000 pounds per square foot for all dead and real live loads exclusive of the weight of the footing and backfill over the footing. The recommended allowable may be increased by one -third for the total of all loads including wind and /or seismic. The footings should be founded at least 18 inches below the lowest adjacent grade and have minimum widths of 16 inches and 2 feet for continuous and isolated footings, respectively.
