(attached) the following information is provided:

Three hundred fifteen acres comprises Service Area Basin #14. It is noted in
the Comprehensive Sewer Plan that 30 acres of wetland in Service Area Basin
#14 has been reserved of this 315 acres. Thus, the effective service area
for Basin #14 is 285 acres. Also, 487.4 acres in Basin #13 does not include
public right -of -way, whereas both public and private rights -of -way in
Basin #14 are included. Horton Dennis personnel also stated 60.1 acres in
Basin #13 be served by the new 8" sewer in 57th Ave. South.

to service the annexation area developments. In the near future it will be
necessary to work with Water District #75 to determine:
A. The type of infrastructure necessary to serve future development in this
area.
B. How the infrastructure will be provided. Who will build it? Who will
pay for it?
C. Timing and appropriateness of the transfer of WD #75 service area in
anticipation of substantial development occurring in Service Area Basin #14.

B. Options for recouping capital improvement costs for ongoing and future
sewer improvements:
Per my discussions with the Finance Director and City Attorney the
following is a list of alternatives to recoup caiptal improvement costs .
for these projects:
1. Rate Increase
2. L.I.D.s (recoup only costs after L.I.D. is formed)
3. Developer improvements /latecomers agreements
4. City -wide special assessment increases.
Projects completed and expected to be completed through '87 CIP are covered
by general rate increases in water and sewer as follows:
1. 1, 2 PS & E only and 4 PS &E only
Projects 2 and 4 for construction only and Projects 3, 5 and 6 may be carried
out via LIDs or through future rate increases or developer improvements/
latecomer's agreements or city -wide special assessment increases.
C. Scope of work to carry out service area improvements special assess-
ments: before city can carry out projects:
1. Identify specific projects inside and outside City limits to be
programmed for special assessments /LIDs.
2. Provide annexation
3. Define specific service areas benefited by specific projects
4. Define initial costs for projects per properties benefitted
5. Form LIDs.
The above work is needed before City can spend cost for work which is
anticipated be recouped from developers for said improvements.

Per Public Works, the following list of projects is related directly or
indirectly to commercial development in the Gunter - Coluccio Annexation area.
The project costs are only for development within the present City limits.
Additional costs will be required for services and extension into the potential
annexation area.
.The city should present these projects to the petitioners. The Capital
Financing Plan identifies only part of these costs but the major expense for
development in future annexations will be borne by the developer.

cally, there will be 6,200 linear feet (l.f.) of 14"
force main from Pump Station #2 to South 180th and
180th to the Southcenter Parkway forcemain from
Strander Boulevard to Pump Station #2. The project
costs will be met via developer connections

3. Upgrade Pump Station #2 to Serve Annexation Area

Project Description:
Additional service to the south City limits and the
annexation area will require an upgrade for Pump
Station #2 including improvement with a triplex
3,100 gpm pump.
South Service Area Basin (Basin #14)
(Possible limitation to development)
Projects 4 -6 are located in Basin #14. This basin, outside
the current City limits, lies between I -5, the Green River,
South 188th Street and South 204th Street. The area lying
in King County (approximately 315 acres) presently is zoned
primarily for agriculture and suburban estate, with about 54
acres of heavy industry. Approximately 30 acres of this
basin are designated wetlands, which essentially precludes
development under the King County Sensitive Areas Ordinance
No. 4365. Army Corps of Engineers Floor Mitigation Plans,
in conjunction with a document published by King County and
adopted by surrounding municipalities, entitled "The River
of Green" provides for substantial construction setbacks
from the Green River banks (on the order of 200'). In con-
junction with Soil Conservation Service G- Channel (Green
River) Construction Plans, 70 acres of marsh and agricul-

The project provides for street improvements
including realignment, right -of -way acquisition,
widening from two to five lanes, grading, paving,
curb and gutter, street lights, and utilities. The
project will be done in conjunction with gravity
sewers along 57th Avenue South (PW86 -SW04) as
described in the Sewers section, #4 above. The
project will relieve traffic congestion and will
provide safety improvements. The City will pay
approximately 25% of the costs, with developers
contributing the remaining 75% as development occurs.
2. South 188th Connector (PW84 -RW05)
Project Location:
Southcenter Parkway to South 188th /I -5 (new link)

The project will provide a new, east -west cross -

MEMORANDUM
The proponents of the Coluccio- Gunther have submitted their 10% Notice of
Intent, legal description, and environmental checklist. Staff has reviewed .
these documents and has requested additional information to be received no
later than May 10, 1986. The annexation is on hold until we receive and
review the data. I will keep you posted of any further action on this
annexation. Please share with me any information or concerns you may have
about this annexation.
Also, I noticed in the Seattle -King County EDC newsletter that you are
heading a South King County Task Force for "Rapidly Growing Companies Week"
(May 25 -31). Would you like Planning Department (my) assistance on this

RCW 36.93.170: FACTORS TO BE CONSIDERED BY THE BOUNDARY REVIEW BOAR
In reaching a decision on the proposal or an alternative, the board shall
consider the factors affecting such proposal, which shall include, but
not be limited to the following:
(1) Population and territory; population density; land area and land
uses; comprehensive use plans and zoning; per capita assessed valuation;
topography, natural boundaries and drainage basins; proximity to other
populated areas; the likelihood of significant growth in the area and in
adjacent incorporated and unincorporated areas during the next ten years;
location and most desirable future location of community facilities.
(2) Municipal services; need for municipal services; effect of ordi-
nances, governmental codes, regulations and resolutions on existing uses;
present cost and adequacy of governmental services and controls in the
area; prospects of governmental services from other sources; probable
future needs for such services and controls; probable effect of proposal
or alternative on cost and adequacy of services and controls in area and
adjacent area; the effect on the finances, debt structure, and contractual
obligations and rights of all affected governmental units.
(3) The effect of the proposal or alternative on adjacent areas, on
mutual economic and social interests, and on the local governmental structure
of the county.
RCW 36.93.180: OBJECTIVES OF THE BOUNDARY REVIEW BOARD
The decisions of the boundary review board shall attempt to achieve the
following objectives:
(11 Preservation of natural neighborhoods and communities;
(2) Use of physical boundaries, including but not limited to bodies of
water, highways and land contours; '
(3) Creation and preservation of logical service areas;
(4) Prevention of abnormally irregular boundaries;
(5) Discouragement of multiple incorporations of small cities and en-
couragement of incorporation of cities in excess of ten thousand
population in heavily populated urban areas;
(6) Dissolution of inactive special purpose districts;
'(7) Adjustment of impractical boundaries; and
(8) Incorporation as cities or towns or annexation to cities or towns

Tukwila staff has completed it preliminary review of the environmental
checklist which you submitted for the proposed annexation. Our analysis
shows that we need the following information from you in order to complete
our evaluation.
1. Please complete pages 22 and 23 of the checklist; you did not fill
these out when you submitted the checklist.
2. Please provide the specific information which has been noted on the
checklist form.
3. Please provide environmental information relating to the potential
impacts of the specific zoning which you would desire for the area
after the annexation is accomplished. Please answer the checklist
questions to take into account the potential impacts which that zoning
would allow to happen.
Please provide this information no later than May 10, 1986. I have
enclosed a new checklist form for your convenience, as well as a
Comprehensive Plan map. Please note the residential and industrial
designation of the annexation area.
Additionally, our Public Works department has reviewed your legal descrip-
tion and indicates that the description is not acceptable and requires
significant revision. The legal description with comments is attached. We
will need a corrected, official description in order to proceed with the
application.
Finally, the proposed boundaries of the annexation are jagged and may pose
problems with service provision. I would like to meet with you or your
representative to discuss adding neighboring properties to the annexation
to smooth out the boundaries.

Tukwila Gateway Corporate Park, a 550,000 Square foot prestige
office development exists currently as a conceptual plan, but will
soon be a reality. Grubb & Ellis Company is actively involved in
formulating a development team.
This strategically located interchange will also become Tukwila's
southerly connection to Southcenter's retail area in the near
future.
The property is unique as one of the last major commercial sites
in the Puget Sound area with direct access to I -5 via a full
interchange. The interchange feeds Seatac International Airport
west of I -5 via South 188th Street and provides the only east -west
access south of Southcenter Regional Shopping Center from I -5 to
the industrially developed Kent Valley.
Tukwila Gateway Corporate Park is cut into a hillside that will
offer panoramic views of Mount Rainier, the Cascade Mountain Range
and the Valley Floor. The property will capture the best of two
worlds; a woodsy northwest setting and become a strategic cross
roads in South King County.
Large users of office space have traditionally looked to downtown
Seattle and Bellevue for their office needs; (identity, synergism,
support services, proximity to home, etc.) with good reason.

The precarious balance between such amenities and the associated
economics is stimulating demand for office space in suburban areas
of the city and smaller outlying communities such as Tukwila,
Renton and Federal Way to the south where land is more abundant
and less expensive.
The Seatac and Kent Valley area of South King County accounts for
approximately 3,000,000 square feet of office space of which 55%
of this total was built after 1980. The current vacancy rate is
under 10% with Boeing Companies accounting for approximately 30%
of all office space in the area.
The physical aspects of Tukwila Gateway Corporate Park and the
increasing demand for office space in South King County are the
catalysts for our continuing effort.
Our initial thrust will be to obtain annexation of 238 acres of
land owned by nine property owners, including Mr. Vince Coluccio,
who has employed Grubb & Ellis to represent his 38 acres.
We are currently interfacing with the City of Tukwila and
coordinating our effort with all property owners involved.
After annexation and rezoning, our marketing program will go into
high gear with formulating a development team as our first order
of business. The team will consist of a developer, contractor,

architectural and engineering staff, financing partner and a full
compliment of leasing specialists.
Tukwila Gateway Corporate Park is a fitting name for this premier
location and this project is clearly the right move at the right

I -5 /Orillia Development Site
Property Profile
The 38 -acre site is located in unincorporated King
County between the City of Tukwila and the City of
Kent. The site is divided by South 200th Street, with
a 19 -acre parcel on the north side of 200th Street
and a 19 -acre parcel on the south side of South 200th
Street. Orillia Road abuts the property on the west.
The property to the north, south, and east of the site
is undeveloped.
Zoning:
Rezone application has been made to reclassify the
subject property and a draft environmental impact
statement has been submitted. The requested rezone
is from Suburban Estates and Agricultural classifica-
tion to Light Manufacturing. The rezone is requested
to allow for the future development of office, light
industrial, or warehousing activity. The site is out-
side of the agricultural district defined by King
County's farmland preservation ordinance and is not
highly suitable for agricultural uses.
The site is divided roughly in half by South 200th
Street, which is planned to become a major east -west
arterial. The northern portion of the site, at high-
er elevation, offers the potential for unobstructed
views of the Kent Valley and Mount Rainier. The land
has been graded so that a north -south trending valley
dominates the physical characteristics of the upper
site. The lower southern portion of the site slopes
gently toward the southeast. The site is buffered from
the Kent Valley industrial area by the Green River to
the east and an adjacent agricultural green belt to
the south.

Proceedings to annex the site into Water District
No. 75 have been initiated. A resolution declaring
the District's intent to annex and provide service
to the site has been passed by the Board of Commis-
sioners for the water district.
Sewer
Sewer service will be provided by the City of
Tukwila. Service will entail 8,400 lineal feet of
line. An interlocal agreement may be necessary
before sewer service is provided, and might entail
annexation procedures.
Energy
Puget Sound Power and Light Company currently serves
the vicinity and would service the site, subject to
certain conditions. A substation is located at South
220th Street and Military Road. A three -phase pri-
mary distribution system, which distributes 12,470
volts, is located at South 196th Street and Frager
Road. The Washington Natural Gas Company does not
have an existing gas main within the immediate site
vicinity. The closest main is located at 46th Avenue
South and Military Road.
Telephone
Pacific Northwest Bell Telephone Company currently
serves the vicinity and would service the site subject
to certain conditions. PNB's telephone service policy
for industrial and commercial developments requires
an underground conduit and cable connection system,
with the closest existing facilities located at South
200th Street and Russell Road. PNB would adjust their
improvement schedule to fit development requirements.

I -5 /Orillia Development Site
Surrounding Area
A portion of the site is wetlands and not used for com-
mercial purposes. The valley floor near the site is
used for agricultural purposes. Considerable areas
nearby in the Green River Valley, however, are under-
going change from agricultural use to more intensive
development.
The property is split by South 200th Street and abuts
Orillia Road on the west side of the site. The area to
the north and northeast is vacant land with a few rural
residences reached by private road easements from Frager
Road. There is a large industrial park, zoned M -L, approxi-
mately 1,000 feet from the northeast corner of the pro-
posal site. This park is located on both sides of Frager
Road, with the east side abutting the Green River.
Further north, across South 180th Street is the fully
developed Southcenter regional shopping center with
major department stores, hotels, restaurants, a theater,
and extensive retail development.
Between the subject property and the Green River to the
east is a 50 -acre vacant property abutting the site to the
southeast. This is currently zoned M -P and M -H and is
planned for industrial use. The balance of the property
in this area is agricultural zoned land which will buffer
the property from future development on the Valley floor.
Directly to the east, across the Green River, lies the
Boeing Company Space Center and Upland's Southcenter
Corporate Park, a 190 -acre industrial park developed by
the Union Pacific Railroad.
There are a few residences to the west of the site; a mobile
home park is being planned just west across Orillia Road
from the site. The St.Patrick's Cemetary on South 204th
and Orillia Road and the Mess Cemetary north of the site
will remain unaffected by future development of this site.
A short distance west and above the property is the Inter -
State 5 Freeway and five minutes to the west lies the
Seattle- Tacoma International Airport with its adjacent
hotels and office development.
The southern half of the south parcel is vacant, undevelop-
ed land designated as a unique and fragile area (L -5)
by the Valley Studies Plan. There are no designated King
County Agricultural Districts at the present time. No
major development plans will be proposed for this sensitive
area.
The property to the south of the site is agricultural. land.
