Minutes of the May 22, 1986, Planning Commission meeting.
Chairman Knudson called the meeting to order at 7:25 p.m. Other commis-
sioners present were Mr. Sowinski, Mr. McKenna, Mr. Kirsop, and Mr. Larson.
Representing staff were Brad Collins, Moira Bradshaw, and Becky Kent,
Planning Department.
APPROVAL OF MINUTES
MR. SOWINSKI MOVED TO APPROVE THE MINUTES OF THE APRIL 17, 1986, AND APRIL
24, 1986, PLANNING COMMISSION MEETING. MR. KIRSOP SECONDED THE MOTION,
WHICH PASSED UNANIMOUSLY.

MEETING, MR. MCKENNA SECONDED THE MOTION, WHICH PASSED UNANIMOUSLY.
BOARD OF ARCHITECTURAL REVIEW
B. 86- 14 -DR: Tukwila Heights Apartments, requesting approval of a 66
unit apartment complex at the eastern terminus of 152nd Street,
Lot 2 of Tukwila Short Plat 83- 17 -SS.
Mr. McKenna stepped down due to appearance of fairness and left the cham-
bers.
Ms. Bradshaw summarized the staff report and entered the color scheme
sampling as Exhibit F.
Gary Park, 15103 Sunwood Boulevard, Tukwila, WA, was concerned with the
density of the project and its impact on City services and traffic; elimin-
ation of wooded areas; and harmony of the surrounding environment.
George Berry, Architect, 5911 Orchard Street West, Tacoma, WA 98467,
reviewed the architectural concept, color schemes, and entry signage in
response to the Board's previous concerns. /

Mr. Kirsop submitted photographs representative of various multi - family
dwellings in the area as Exhibit G.
The Board discussed the design revisions to the proposal.
MR. LARSON MOVED TO ACCEPT FINDINGS AND CONCLUSIONS OF THE STAFF REPORT AND
PRESENTATION AS MODIFIED BY THE ADDENDUM DATED MAY 22, 1986, AND APPROVE
APPLICATION 86- 14 -DR, TUKWILA HEIGHTS APARTMENTS, WITH THE FOLLOWING
CONDITIONS:
2. REVISE LANDSCAPE PLAN TO INCLUDE SEVEN AND HALF FEET OF LANDSCAPING
ALONG NORTH PROPERTY LINE AS A SCREEN BETWEEN THE TWO ZONES.
3. REVISE SITE AND LANDSCAPE PLAN TO SHOW PEDESTRIAN PATH TO OFFICE.
4. SURVEY OF SIGNIFICANT TREES ON THE SITE.
5. USE OF ARCHITECTURAL GRADE SHINGLES.
MR. KIRSOP SECONDED THE MOTION, WHICH PASSED UNANIMOUSLY.
A. 86 -7 -DR: Valley View Estates, Puget Western requesting BAR ap-
proval of a 108 unit multi- family residential complex on a 7.08
acre parcel located in the southwest quadrant of the I -5 /I -405
intersection, bordered by 53rd Avenue South and Slade Way on the
west, Slade Way on the south and I -5 right -of -way on the east.
Mr. Collins summarized the revised staff report (Exhibit 32) and explained
the action that was before the Board.
Ms. Bradshaw clarified that Exhibit 21 was listed in the May 22, 1986,
staff report should read "Dick Goe video ".
Mr. Haggard summarized his letter of May 20, 1986.
Dennis Robertson, 16038 - 48th Avenue South, Tukwila, WA 98188, contested
Mr. Richards' letter as included in Exhibit 22 based upon the information
being new. He requested a buffer be installed on both the east and west
sides of the project.
Mr. Collins clarified that staff's statements in the staff report were
taken from the Final Environmental Impact Statement (FEIS), which was
entered as Exhibit 24. He further clarified that barrier landscaping
requirement, and staff's other recommendations as proposed in the staff
report.
The Board discussed the proposal in relation to the BAR review criteria,
specifically noise barrier, landscaping and fencing.

AGENDA ITEM 86- 17 -SPE: Diaz Cooperative Parking Facility
INTRODUCTION
Diaz Gymnastics is proposing to move from their current location at the M -3
complex on Andover Park East to Lincoln Center South at 1106 Andover Park West.
FINDINGS
1. Diaz gymnastics is requesting approval of a cooperative parking facility at
Lincoln Center South. 1100 to 1114 Andover Park West. (Exhibit A)
2. The land use and tenants at the center are shown on Exhibit B.
3. The site plan (Exhibit C) shows 143 stalls. The current office to warehouse
ratio requires 141 parking stalls. The proposed land use mix would require
285 parking stalls.
4. The applicant is proposing to occupy 1106 Andover Park West, which has 300
square feet of office and 9,200 square feet of warehouse space. The total
parking requirement for the gymnastics school is 154 stalls. The gymnastics
school would create a parking deficit of 143. (The school exactly doubles
the amount of parking required.)
5. The four current occupants of the Center are primarily wholesalers and a
mailing service operation.
CONCLUSIONS
1. Under the provisions of TMC 18.56.070, the Planning Commission has several
optional approaches to consider in evaluating the cooperative parking faci-
lity, as follows:

B. Alternative B: "Greatest Sum of the Uses"
- As stated in TMC 18.56.070, a cooperative parking facility must
provide full code compliance for the sum of all tenants open for
business at any time. According to the information provided by
the applicant, the majority of the other tenants operate during
normal business hours, 8:00 a.m. to 6 p.m., Monday through Friday.
Diaz's hours of operation are 2:00 to 9:00 p.m., Monday through
Friday and 1:00 to 5:00 p.m. on Saturday (for scheduled meets
during fall and winter months.)
- The critical "shortage" of parking (per code) will occur between
2:00 and 6:00 p.m., Monday through Friday, when most of the tenants
are open for business. During other business hours, either Diaz or
the other tenant spaces will be closed, resulting in sufficient
availability of on -site parking.
To implement the "greatest sum of the uses" option, and allow Diaz
to operate during weekday afternoons, it is necessary to reduce the
143 stall or 50 percent parking deficit by closing an equivalent
amount of tenant space or restricting Diaz occupancy to 40 persons
between the hours of 2:00 to 6:00, Monday through Friday.
C. Alternative C: "Planning Commission Discretion"
- The Planning Commission may, under the language of TMC 18.56.070,
reduce parking requirements below the greatest sum of the uses
when circumstances so warrant. It is Diaz's contention that the
only time a parking problem may occur is during a meet. As with
most other after school athletic classes, the children will nor-
mally be carpooled and /or dropped off by parents. The other
tenants are closed after 6:00 p.m., as a result, there should be
an adequate number of parking spaces for meets if they are held
after working hours.
RECOMMENDATION
It is staff's understanding that the nature of gymnastic programs is that the
busiest hours are after school and weekday evenings. Therefore, staff recommends
approval of application 86 -17 -SPE creating a cooperative parking facility in
accordance with TMC 18.56.070 at the Lincoln Center South site, subject to the
following conditions:
1. Total on -site arrangement of parking spaces shall be as described on the site
plan.
2. Special promotional events within the development which delete from service
available parking shall not be allowed during periods of simultaneous

operation of all other businesses in the complex. Special promotional events
may be scheduled only when adequate parking is available.
3. It is understood that the cooperative parking facility is approved under this
application upon finding by the Planning Commission that such action is taken
in the public interest. The Commission reserves the right to review this
cooperative parking facility agreement annually and may require cancellation
thereof or modification of its terms upon finding of adverse impacts to public
safety or health.

REASONS FOR MOVING
1.) Parking: Boardwalk, and other buisnesses in the' buisness park,
we are in, use alot of parking before we come to work and our parking
is used.
2.) Exposure: Where we are at, is difficult to find. The building
on Andover Park West is on the main street and the exposier from by
passing traffic will be a help to our buisness. Also people who are
trying to find us with just the address often have a very difficult
time finding us, because we are in the back of a large buisness park.
3.) Bus line: The building will be on a bus line and it will be
easier for some students to get to the gym. Several of our older
student use the busses to come from either school or home, to the gym,
and back again.
4.> Safety: Spacing of poles in the building . on Andover Park West is
better. Poles are 50 feet apart, our floor exercise mat is 40 feet
by '40 feet. When floor exercise is done sometimes, tumblers go off
the mat and into walls. With an extra 10 feet to a wall, there will
be more safety provided for our students.
5.) Growth: The building will give us more room for growth. We are
getting crowded with equipment, and are running out of room to put new
equipment without causing problems with safety.
