The Short Subdivision Committee approved the requested boundary line
adjustment (BLA) between lots 2 and 4 of Tukwila Short Plat 83- 17 -SS.
An appeal period of 10 days follows their decision. Assuming there is no
appeal, you may record the boundary line adjustment May 27, 1986.
The appropriate BLA forms must be completed as discussed and include the
certificates of survey. Several members of the Committee must then sign
the document before recording.

May 14, 1986 Committee Meeting, 9:30 a.m.
The Committee will meet next Wednesday, May 14, 1986 at 9:30 a.m. in City Hall
Conference Room #3 to discuss the following applications:
85 -48 -SS Leonard I. Schroeter (Ned Jaber)
The applicant has revised the subject application per comments made during review
by the Committee in December 1985. The short plat has been revised to show a
division of one parcel, approximately 37,812 square feet into Lot 1, which would
measure 82.20 feet by 153 feet or 12, 576.6 square feet and Lot 2, which would
measure 82.18 by + 307 feet or approximately 25,229.26 square feet (Exhibit A).
The proposed lots and the setbacks from the existing structure would meet the
zoning code requirements of the R -1 -7.2 district. Lot 1 would front on S. 156th
Street and Lot 2 would receive access from a proposed twenty (20) foot easement.
The easement would run 153 feet along the east property line. The applicant has
submitted a letter (Exhibit B) requesting an exception from TMC (Tukwila Municipal
Code) 17.24.030. Because of the limited use of easement for Lot 2, staff would
recommend that the Committee approve the exception for a 20 foot private access
road.
King County Department of Health has approved the proposed short plat and septic
system (Exhibit C). A plan for the septic drainfield for Lot 1 has also been sub-
mitted (Exhibit D).
Based on the above analysis, staff recommends that the committee approve the pro-
posed revised application 85- 48 -SS.

86 -18 -SS Tukwila Short Plat
The applicant, First Western Development of Washington, is requesting approval for
a four lot subdivision. The parcel is a narrow strip of land between West Valley
Highway and the Puget Sound Power and Light Company right of way. The parcel has an
average depth of 95.02 feet and an average width of 740.60 feet; or approximately
70,368.10 square feet.
The parcel which is zoned M -1 Light Industrial, is currently being developed with
four retail /warehouse structures. The M -1 setback and landscape requirements call
for 25 foot front yards and 5 foot rear yards. No side yard setbacks are
required. Fifteen feet of front yard landscaping is the minimum required;
however, the developer of the parcel received a variance to allow the 6 foot
sidewalk in their required landscape area (85- 26 -V). A rough measurement of the
proposed lot lines in relation to the building permit's site plan shows that the
proposed property line between Lots 2 and 3 would be coincidental with the four
hour separation wall between the two buildings. The property lines between Lots 1
and 2 and Lots 3 and 4 are located in the parking lots. A survey of the struc-
tures and improvements in relation to the proposed short plat to provide verifi-
cation would be required.
The applicant has provided three easements Tracts A, B, and C. Tract C is located
at the approximate location of the two curb cuts and driveway between Lots 2 and
3. Tract A is shown coinciding with the location of the parking lot shared by
Lots 1 and 2 and Tract B is shown at the approximate location of the parking lot
for Lots 3 and 4. Staff recommends that the description of the easements provide
"perpetual" non - exclusive rights running with the life of the project.
Existing utility easements for sanitary sewer and water are recorded under
separate easements and are provided along the west property line and West Valley
Highway. Storm drainage for the lots has not been resolved at this time. The
location and system used for storm drainage may require additional easements for
the short plat; therefore, an approved drainage plan should be required prior to
final approval.
Based upon the above analysis, staff recommends preliminary approval of the short
plat subject to:
1. Submission of a survey of buildings and improvements on the proposed plat.
2. Revision of the easements to provide perpetual ingress, egress, parking
and utility.
3. Obtain approval for a drainage plan and provide easements if necessary.
4. Submission of legal descriptions for each lot.

'86- 21 -BLA Graydon Smith:
South 152nd Street between Lots 2 and 4 of Tukwila Short Plat was vacated by
action of the City Council through Ordinance No. 1362, effective date September
27, 1985. Upon vacation of the street, an 80 foot cul -de -sac was dedicated at the
westerly edge of Lots 4 and 2.
The location of the previous lines between Lots 2 and 4 had been along the
southern and northern right -of -way margins, respectively, of 152nd Street.
(Exhibit A, 83- 17 -SS) At the eastern most edge of the plot where the street
right -of -way did not exist, the line between Lots 2 and 4 followed the southern
right -of -way margin of 152nd Street. The original short plat application
(83- 17 -SS) was to have a northern lot line for Lot 2 south of the south margin of
the existing right -of -way. (Exhibit B) The staff and Subdivision Committee
during review of 83 -17 -SS recommended moving the proposed lot line between Lots 2
and 4 to coincide with the street right -of -way margin and with the existing R -4
zoning district line. (Exhibit C) The applicant agreed and the short plat was
revised.
The applicant, Mr. Graydon Smith, the property owner of both lots, requested the
street vacation. Per RCW 58.11.030, title to vacated property shall vest in the
person or persons owning the property on each side thereof in equal proportions.
The proposed location of the lot line between Lots 2 and 4 would be down the cen-
terline of the vacated street and would seem to be a logical boundary line between
the two lots.
Per TMC 18.08.040, where a public street is officially vacated, the (zoning) regu-
lations applicable to the abutting property to which the vacated portion reverts
shall apply to such vacated street.
The staff would recommend approval of the proposed boundary line adjustment.

AN ORDINANCE OF THE CITY OF TUKWILA, WASHING-
TON, VACATING CERTAIN PROPERTY LOCATED WITHIN
THE CITY DEDICATED FOR STREET PURPOSES
GENERALLY DESCRIBED AS SOUTH 152nd STREET,
EAST OF 58th AVENUE SOUTH, AMENDING THE
OFFICIAL STREET MAP OF THE CITY, AND
ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the Tukwila City Council conducted a public
hearing on August 5, 1985, for the purpose of considering the
vacation of certain property located in the City of Tukwila
dedicated for street purposes, said property being generally
described as South 152nd Street, east of 58th Avenue South, and
more particularly described on Exhibit A, attached hereto and
incorporated herein by this reference as if set forth in full,
and
WHEREAS, after the conclusion of the public hearing,
the City Council found that said property should be vacated upon
certain conditions set forth hereinafter, and
WHEREAS, the City Council has determined that fulfill-
ment of the conditions specified hereinafter shall constitute
consideration in lieu of monetary compensation authorized by
Tukwila Municipal Code, Section 11.60.050, now, therefore,
THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. That certain property located in the City
of Tukwila generally described as South 152nd Street, lying east
of 58th Avenue South, and more particularly described on Exhibit
A, attached hereto and incorporated herein as set forth above,
which has been dedicated to the City for street purposes, is
hereby vacated, subject to fulfillment of the following
conditions:
1. Dedication of an 80 foot cul-de-sac at the
westerly edge of Lots 4 and 2; /
written agreement to dedicate a 15 foot utility easement to the
easterly edge of Lots 2 and 4 at such time as the specific
location of the easement is specified by the Tukwila Public Works
Department.
Section 2. The City Clerk is hereby directed to record
a certified copy of this Ordinance with the King County Recorder,
upon determination by the City Public Works Director that the
conditions referenced above have been fulfilled.
Section 3. Upon fulfillment of the above - referenced
conditions, the City Public Works Director is hereby instructed
to amend the City's Official Street Map to be consistent with
this Ordinance.
Section 4. This ordinance shall take effect and be in
full force five (5) days after passage and publication as
provided by law, provided that the vacation specified above shall
not become effective until the identified conditions have been
complied with.

Committee action of October 20, 1983. The Committee approved the
