Smith, 1550 - 130th N.E., Bellevue, representing the applicant, distributed a color -coded enlargement of a map which had been included in Exhibit C. He mentioned that Starrow Enterprises had been removed from the development due to ongoing problems, and that a clean -up effort is being undertaken in the vicinity by the property owner. Mr. Smith reviewed near- ly M -1 zoning and the comprehensive plan designation, noting the nearness of the freeway interchange. He discussed the adequacy of water, sewer and storm drainage systems. Mr. Sowinski inquired about the ingress /egress from the site and the possi- ble transportation pattern. Mr. Smith stated that the natural traffic pattern would be north, toward the freeway interchange. Mr. McLees asked about the timetable for removal of the existing house and expressed his concern with the current renter. Additionally, he stated that he did not wish to see the house left vacant for any period of time. Mr. Smith said a timetable was not yet established, but that development would probably occur within one year. he also said he would discuss the renter situation with Mr. Halvorson, the property owner. Ms. Bradshaw explained the proposed realignment of Southcenter Boulevard and the relocation of the I -405 ramps. Mr. Knudson opened the public hearing. Ms. Bradshaw entered the staff report in the record, changing "L -1" to M -1" on page 2, paragraph 1. She/ added Ex ibit C - Report from the Appli- cant, and Exhibit D - Letter' packet fr Gerald and Donna McLees. Ms. Bradshaw summarized the staff ff report. Mr. Kirsop arrived at 8:15 p <'m. Ms. Bradshaw indicated at the Planning Commiss i,on should continue the public hearing and their` decision on this item to September 11 while await- ing the comment period on the SEPA determination. Gerald McLees, 4585 South 134th Place, stated his objection to the lack of enforcement of various ordinances requiring landscape screening and other improvements in the area. He stated that generally landscaping is neglect- ed or ignored by businesses and developers in the area. Mr. Coplen asked for clarification of his objections and asked about the photographs entered as part of Exhibit D. He asked staff how these prob- lems are usually handled. The applicant, Steve Lawson, stated that he had no objections. Ms. Bradshaw entered the Staff Report into the record and added the follow- ing exhibits: Exhibit D: Revised Site and Landscape Plan Exhibit E: Gasoline Canopy Elevation Exhibit F: Light Standard Elevation Exhibit G: Trash Enclosure Elevation Exhibit H: Survey of Current Property Ms. Bradshaw summarized the staff report, stating the staff's reservations about the interim use of the Phase II portion of the site, and itemized the staff's recommended conditions, as follows: 1. Board of Adjustment approval of the variance requests. 2. Demolition of the existing structure and any underground storage tanks. 3. Construction of a sidewalk and landscaping along Interurban Avenue. 4. Resolution of the lot line conflicts. 5. Landscape plan to be in agreement with the City's landscape plan for Interurban Avenue, especially in regard to tree spacing. 6. Color scheme and illumination of building to be approved by the BAR. Steve Lawson, Southland Corporation, 1035 Andover Park West, Tukwila, en- tered the following exhibits into the record: Exhibit I: Photographs of Existing Structures Exhibit J: Standard Fascia Color Scheme Exhibit K: Sketches of Possible Site Plan Revision Exhibit L: Color Photographs of Recent 7 -11 Stores Constructed Mr. Lawson indicated Southland's intent to remove all existing structures and underground tanks from the site. He stated that Southland intends to sell half of the property (the Phase II section). He questioned the need for sidewalks along the north side of the building, and spoke about utili- ties and access. He stated Southland's willingness to fulfill the condi- tions as presented in the Staff Report. PLANNING COMMISSIOiv Meeting Minutes August 28, 1986 Page 4 Karen Van Dusen, 14228 - 59th Avenue South, stated that she has no objec- tion to the proposed relocation and development. She expressed her concern with rear yard landscaping, ponding at the base of the hill, the location and screening of the trash containers, possible lighting overspill, noise impacts, screening of mechanical devices for sight and noise, and retention of the trees existing on the hillside. She was concerned with the stabil- ity of the slope, the location of the gasoline canopy in relation to the corner and the potential for accidents. She suggested a possible histori- cal marker indicating the site of the first Tukwila City Hall, and sug- gested the use of a bulkhead at the base of the hill for stability. Doris Phelps, 14250 - 59th Avenue South, expressed general approval of the proposal. She was also concerned with noise, light, slope stability, park- ing adequacy, and the variance requests along the rear and side yards. She requested that the landscape buffer along the south property line be at the maximum , due to the existence of a single - family home directly adjacent to the south of the site. Wayne Primo, Southland Corporation, 1035 Andover Park West, Tukwila, ex- pressed Southland's willingness to work with community members to mitigate any problems with lighting spillover, screening of trash containers and mechanical equipment, the ponding problems, the existence of trees on the hillside, landscaping, parking, the historical marker, slope stability and any other items. Mr. Larson asked about removal of tall trees at the foot of the hill, screening of mechanical devices for sight and noise. He asked if the existing trees on the hillside were evergreens. Mr. Kirsop spoke about the use of alucobond siding and the questions re- garding its flammability. Mr. Reslock, 14208 - 58th Avenue South, stated his concern with slope sta- bility and suggested a bulkhead be constructed to contain any slides. Mr. Larson asked about any proposed cut into the hillside, and the location of the property line and which property owner would be responsible for maintaining stability. Mr. Collins suggested that due to the additional information presented and in order to await the BOA's decision on the variances requested, the Com- missioners continue the hearing and their decision until the September 11, 1986 meeting. MR. KIRSOP MOVED TO CONTINUE THE PUBLIC HEARING TO THE SEPTEMBER 11, 1986 MEETING. MR. LARSON SECONDED THE MOTION, WHICH PASSED UNANIMOUSLY. 86- 43 -DR: Robert Storseth, requesting BAR approval of Building "F ", Fos- toria Industrial Park, 4385 South 133rd Street. Mr. Knudson removed himself from deciding on this proposal due to his own- ership of property near the site. Ms. Bradshaw entered the Staff Report into the record and summarized the Findings and Conclusions, adding the following conditions: 4. Compliance with the City's sidewalk ordinance. 5. Screening of any rooftop mechanical equipment. Jesse Johnson, Lance Mueller, representing the applicant, spoke about the applicant's willingness to install the sidewalks, the proposed color scheme, screening of the rooftop mechanical equipment, landscaping, and screening of the trash receptacle. He entered into the record Exhibit D: Civil Drawing. Mr. Coplen asked about drainage on the site. Mr. Johnson indicated that sewers, storm and sanitary, have been approved by the local sewer district. he also stated that the two existing houses will be removed. Joann Poirier, 13405 - 42nd Avenue South, expressed her concern with the landscape screening along 42nd Avenue South, improved walkways along 42nd Avenue South, lighting, hours of operation, truck usage along 42nd Avenue South, pedestrian and vehicle access to the site from 42nd Avenue South, proposed roof color, and noise. The Board recessed for five minutes. Per TMC 18.90.030, any person aggrieved by the decision of the BAR, may appeal that decision to the City Council. Ms. Bradshaw summarized the staff report and presented additional infor- mation provided by the proponent concerning colors, lighting, fencing, decking and window treatment. Mr. Knudson asked about the landscape requirements. Mr. Collins indicated that the proponent had requested a residential setting for his sales lot. Mr. Collins entered a letter received from John C. Radovich into the record as Exhibit E. He also stated that the river environment area may need to be improved with landscaping and the dike road, in conjunction with a flood zone control permit. Bruce McCrory, 1810 SW 349th P1, Federal Way, WA, representing the devel- oper, asked about the dike improvement requirements. Mr. Collins stated that King County Surface Water Management may require such. Mr. McCrory explained the proposed landscaping, the site selection process, and the elevations provided as exhibits. He stated that architectural interest is more varied than is presented by the elevations. Mr. Kirsop asked about the movement of the homes in and out of the site and the effects on the landscaping. Mr. McCrory stated that they intended to use potted plants for landscaping in the display area. Mr. Kirsop asked about the ownership of the property. Ms. Bradshaw indicated that there was a 20 -year lease on the property by the applicant. KIRSOP MOVED TO ACCEPT THE AREA OF THE EXISTING SIGN AS 119 SQUARE FEET, TO CONSIDER THE BUILDING HEIGHT AS 35 FEET, AND, THUS, ALLOW THE SIGN TO REMAIN AS IT STANDS, HOWEVER, NO ADDITIONAL READERBOARD WOULD BE PERMITTED. Ms. Bradshaw summarized the staff report, eliminating Exhibit A, which had not been included in the staff report. Judith Stoloff, 13975 Interurban Avenue South, Tukwila, WA, stated her agreement with all of the staff's recommendations. Nancy O'Brien, Mithun Bowman Emrich Group, 2000 112th NE, Bellevue, WA, presented samples of glass and proposed color scheme, which were entered into the record. MR. ORRICO MOVED TO ADOPT THE FINDINGS AND CONCLUSIONS AS PRESENTED IN THE STAFF REPORT AND APPROVED THE REQUEST SUBJECT TO CONDITIONS 1, 2, AND 4 OF THE STAFF REPORT AND THE COMPLETION OF A BOUNDARY LINE ADJUSTMENT. B. 86- 23 -DR: Foster Park, requesting BAR approval of a City Park located on the east side of 51st Avenue South between South 138th and South 139th Streets. Ms. Bradshaw summarized the staff report and added as Exhibit D a map of the area. Jay Stillmaster, 1329 - 51st Avenue South, Seattle, WA, stated his concern with the adequacy of the parking for the proposal, but that he was in favor of the development of the park. Mr. Knudson asked about the number of stalls currently developed. Ms. Bradshaw stated that currently there were 25 stalls and pointed out that with the additional parking planned for the site and off - street parking the total would be 76. CITY OF TUKWILA PLANNING DI V I S IO N PLANNING COMMISSION STAFF REPORT AGENDA ITEM 86- 22 -DR: United Homes Corp. (addendum) INTRODUCTION The applicant, in applying for a Flood Zone Control Permit from King County Surface Water Management has proposed a revision to their site plan. FINDINGS 1. The applicant received BAR approval and a Shoreline Permit respectively in June and July 1986 for the proposed development (Exhibit A). 2. King County Surface Water Management as part of the Flood Zone Control process is requiring excavation of the dike and bank area to increase the flow capacity of the Green River around the bend area. A 15 -foot gravel roadway is required by King County within their 30 -foot access /maintenance easement. 3. The applicant has proposed in lieu of the cul -de -sac a fire lane exit onto Interurban Avenue South. An alternative to this proposal would be to provide a fire lane around the sales office and along the top of the dike. The Fire Department requires a 12 -foot asphalt surface with four feet of additional grasscrete or similar surface on either side. 4. The green River Trail system would overlap in the King County maintenance easement and to connect with the sidewalk system on Interurban Avenue. 5. The size of the sales office has been increased from 1,375 square feet to 1,820 square feet by expanding it approximately 2i feet north and twelve feet west (Exhibit C). 6. The exterior office colors have been altered from brown with mahogany trim to Navajo white with clay- colored trim. CONCLUSIONS 1. TMC 18.60.050(1) Relationship of Structure to Site The overall scale of the building is still relatively small and in the same general location as originally approved. PLANNING COMMISSION STAFF REPORT • A. Live ground cover at a maximum of 18 inches on center. 862 -DR: United Homes Corp. Addendum Page 2 2. TMC 18.60.050(2) Relationship of Structure and Site to Adjoining Area The proposed emergency access point along Interurban Avenue is the primary alteration to the original plan. Bollards and chains to prevent general public access on the fire lane would be required. Approval of the emergency access require the coordination of several other agencies. Coordination with METRO on any improvements such as a bus shelter at their bus stop would be required. The current intersection of Southcenter Boulevard and Inter- urban will be redesigned so that the I -405 on- and off -ramp will be located at this point. Therefore, limited access will be proposed at this inter- section. Final approval of an emergency access onto Interurban and whether it is at its present location or further north will be contingent upon an investigation by the Public Works Department of the limited access require- ments of the Washington State Department of Transportation. Steep grades between the right -of -way and bank may limit the relocation further north on the plan but may be an alternative. 3. TMC 18.60.050(3) Landscape and Site Treatments Per TMC 18.44.130(C) where the riverbank has been reconstructed, it shall be landscaped with suitable plant materials consistent with flood control mea- sures, to include large hardy shade trees 30 feet on center. CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT 86- 22 -DR: United Homes Corporation AGENDA ITEM INTRODUCTION United Homes Corporation is proposing a manufactured home display center in the northeast corner of the intersection of Southcenter Boulevard and Interurban Avenue. Because the application is located along the shoreline of the Green River a Shoreline Substantial Development Permit will also be required. FINDINGS 1. The applicant is proposing to create a small residential setting which will contain approximately 2 to 4 display homes plus a permanent sales office. 2. The site is located on the northeast corner of the intersection of Southcenter Boulevard and Interurban Avenue South. The area is generally referred to as the Tukwila Bend area due to its forming a small peninsula of land edged by the Green River. Southcenter Boulevard, which forms a cul -de -sac into the Bend area, also serves as an entrance way to Fort Dent Park. 3. Per Tukwila Municipal Code (TMC) 18.60.030(2)(A), (G) and (E), the Board of Architectural Review (BAR) shall review and approve all developments which are within 200 feet of the Green River and all developments north of I -405 and east of I -5. The BAR shall use the guidelines listed in 18.60.050 in its decision - making and shall also use the criteria of 18.60.060(4) for any deve- lopments within the Interurban Special Review. District as defined in TMC 18.60.060(2). 4. A Mitigated Determination of Nonsignificance was issued for the proposal sub- ject to BAR review of the residential character of the development with no more than four display homes. The access point must also be placed 10 feet . from the east property line. 5. The sales office will look like a single family home with horizontal lap siding stained a medium brown and asphalt composition shingles. 6. The site plan meets the minimum performance standards of the zoning code and complies with the access requirements for Southcenter Boulevard. 7. The applicant will provide the City with a trail easement within the 40 foot river environment. 86- 22 -DR: United Homes C 7oration June 26, 1986 Page 2 8. The property is zoned C -2 Regional Retail. CONCLUSIONS Review Guidelines Criteria 18.60.050(1) Relationship of Structures to Site. The height and scale of the one story, 1,375 square foot sales office will be similar in size to the display homes, which will be exhibited in the eastern half of the site. The applicant has submitted samples of the approximate size of the homes on the site. Given the scale of the display homes and the size of the site, the BAR should limit the number of display homes to three. The approximate area of the display area is 14,000 square feet, which when used for three homes, beco- mes only 4,666 square feet of area per home. The smallest residential lot size in the City of Tukwila is 7,200 square feet. The landscape plan indicates that photinia and tam junipers will be used as the primary screening materials for the parking areas. A trash receptacle has not been shown on the plans. If one is to be used, its location and enclosure should receive review and approval. Adequate pedestrian and landscape transition has been provided. Criteria 18.60.050(2) Relationship of Structure and Site to Adjoining Area. The adjoining sites are not developed except for a regional park - Fort Dent. Interurban Avenue in general is developed with a mix of uses and structures - single family homes, two story office buildings, truck sales offices, and the Foster Golf Links. The intent to make the site compatible as a residential setting in an attempt to make a regional sales center with large merchandise on display more harmonious with the site's natural and recreational environment. The applicant has minimized the vehicular circulation impacts on adjacent streets by limiting access to the easternmost section of property frontage on Southcenter Boulevard. Criteria 18.60.050(3) Landscape and Site Treatment. The topography of the site is essentially flat with a downward slope towards the river. The river environment will be maintained and undisturbed. The London Plane trees along Southcenter Boulevard are existing and would be maintained. The landscaping proposed along Interurban Avenue is consistent with the current plans for improvement of the right -of -way. Materials used elsewhere on the site include Douglas firs, rhododendrons and alpine firs. The street trees shown on the plan are listed at 1i" caliper, minimum caliper should be 2" caliper. 86- 22 -DR: United Homes Cr-oration June 26, 1986 w Page 3 Additional landscape treatment of the parking area should be repeated on the south side. Along the east property line a combination of evergreens and deciduous trees have been shown that could be improved with the addition of a deciduous in the northern half of the east property line and the addition of a Douglas fir along the south end. The display area is indicated as a grass lawn area. The incorporation of landscaping around the display models would be necessary to present a residential atmosphere. The use of trees, evergreen or deciduous, between the models would delineate the space around each home and allow changes in the model homes. Six trees with a minimum 2" caliper would be sufficient to landscape the display area. The species of plants used around the sales office are not clear and will require clarification prior to final approval. A dense mix of seasonal plants, flowers and trees frame the entrance to the office. A similar type of treatment should be shown for the rear or river side of the structure. Exterior lighting has been indicated on the site plan to illuminate the parking area pathway to office and for each display home. An elevation of the lighting has not been submitted and will require BAR review and approval. Criteria 18.60.050(4) Building Design. The building facades of the sales office are flat and without relief except for a gabled roof over the front entry and picture window. The gable is well propor- tioned in relation to the overall size of the structure. Window sills are shown on the four standard size windows. The picture window in the front and the rear window, however, are not trimmed. Decks are shown in the rear and the front, yet the elevations are not shown. The north and south elevations are plain and lack detail. Both of these sides will be visible to the public and should be visually interesting. Eave lines on all sides are negligible and should be extended a minimum of a foot and a half. The color will be a chocolate brown stain. Trim colors have not been indicated and will require review and approval. Criteria 18.60.050(5) Miscellaneous Structures and Street Furniture. The display homes that will be shown will be similar in form to the sales office. They are not classified as structures because they are mobile and cannot be per- manently placed on a foundation. 86- 22 -DR: United Homes June 26, 1986 Page 4 ',oration The site plan also shown a fence around the front of the display area. Elevations of the fence will require review and approval. Criteria 18.60.060(4) (A) Proposed development design should be sensitive to the natural amenities of the area; (B) Proposed development use should demonstrate due regard for the use and enjoyment of public recreational areas and facilities; (C) Proposed development should provide for safe and convenient on -site pedestrian circulation; (D) Proposed property use should be compatible with neighboring uses and complementary to the district in which it is located; (E) Proposed development should seek to minimize significant adverse environ- mental impacts; (F) Proposed development should demonstrate due regard for significant historical features in the area. The proposed development will incorporate the proposed and existing improvements on the adjacent rights -of -way. The applicant has also indicated on the site plan dedication of an easement for public access. The easement for riverfront access to be given to the City will promote the use and enjoyment of the riverfront. The proposed property use will be the first development of the Bend area. The zoning code recognizes the diversity of uses that are existing along the Avenue, and the BAR is charged with the blending of these unrelated uses into a harmonious mixture of uses. Based upon the conditions of the design review, an attempt can be made to create compatibility, create a residential setting and soften the impact of a sales lot. The applicant has mitigated traffic impacts by setting the curb cut to his deve- lopment at the southeasternmost portion of the site. RECOMMENDATION The staff recommends that the BAR adopt the Findings and Conclusions of the staff report dated June 26, 1986 and approve the application subject to the following conditions: 1. Revise Landscape Plan to show 2" caliper deciduous street trees; and identify all plant material size and quantity. 2. Extend landscape treatment to include south side of parking area. 3.
