The Planning Commission at their July 24, 1986, meeting approved the proposed parking plan for Foster Park with the following conditions: 1. That there be at least 15 minutes between baseball games; 2. That adult games be scheduled Monday through Thursday only; 3. That single games be played on Fridays only. The Planning Commission, acting as the BAR, approved your site plan for the park subject to the inclusion of the proposed street trees along S. 139th Street and partially along 51st Avenue South. The following comments may help to explain the reasons for the current design and how we will use the park. A. Upper Field Area The proposed upper area is considered a field for local residents to use, for which parking is not needed, and as a facility for youth soccer and baseball teams to use as a practice field. The size of the field is too small for soccer games, thus parking demands are for only a few stalls for parents to use while children are prac- ticing. There will not be a demand for parking for soccer games on the upper field. During the youth baseball season, April to July, the field will be sched- uled for T -ball practice and games, and for practices for the youngest of baseball players. Again, the small size of the field dictates that prac- tices and games for older baseball players cannot be scheduled on this upper field for safety reasons. This limited use will control the parking need for only the very young players which have limited participation. B. Lower Field Area The lower field will be utilized by both youth and adult baseball /softball teams. Adult games will be from May to the end of July, Monday through Thursday with double headers played. Youth baseball games will be played on Friday and Saturday from the end of April to July. Only single games will be played on Fridays, and Saturday games will be spaced to decrease the demand for parking by not overlapping games. • Soccer practices will occur for youth during the fall and early winter months on weekday evenings. Games will occur on Saturdays and Sundays. Games will be scheduled as to not overlap and cause a large demand for parking. Field Scheduling The Tukwila Parks and Recreation Department schedules use of this park and authorizes specific schedules for practices and games. It is because of this authority that we can control the dates and times of games and prac- tices. It is our intent to eliminate the overlapping of games and reduce the parking demand by participants. We can and will do whatever is neces- sary to achieve this goal. D. Parking Provided The present proposal is to provide 55 on -site stalls which will be aug- mented by street parking adjacent to the upper park area. We previously identified 21 street stalls. I believe that people using the upper field will not park down below and walk up and vice versa. The 55 stalls for the lower field, based on our scheduling ability, is adequate. The 21 stalls by the upper field is sufficient. We should keep in mind the other side of the street is also available supplying approximately 22 stalls. I do not believe it would be proper to use any additional park land for parking. The needed parking stalls are available and playfield use can be controlled. It is my department's intent to construct the upper park area in August and the parking area in September /October. If for some reason the BAR desires more information concerning the parking I will have to do so at your August meeting, however, because of the need to construct the playfield in the grass growing season. I request the playfield portion of the proposal be approved at your July 24 meeting. I apologize that I will be on vacation and not able to attend nor do I have a qualified staff person available to attend your meeting. PLANNING COMMISSION July 24, 1986 ' Meeting Minutes Page 2 grade at the back of Lots 3 and 4 and stated his concern with the size and shape of Lots 10 and 11. Mr. Roupe spoke about the size of Lots 10 and 11 and the steepness of Lots 3 and 4. He indicated the use of protective covenants within the homeowners association to protect the vegetation. Mr. Orrico asked about the proposed planters in the cul -de -sac and stated his concern with its possible interference with traffic, street maintenance and emergency vehicles. Mr. Roupe stated that the distance from driveway to planter was approximate- ly 30 feet, an adequate distance to ensure vehicular maneuverability. He also stated that the diameter of the cul -de -sac was approximately 100 feet and the planter was an aesthetic necessity. Nanette Mozika, west of 62nd Avenue, asked about the type of fence pro- posed, the possibility of more public comment during the design review, her concern with the drainage and grading plans, and her desire that as much vegetation as possible be retained in the native protection area for both aesthetic reasons and as a noise barrier. Mr. Schneider stated that the fence would probably be made of cedar and brick and be about six feet high. Mr. Roupe noted that the drainage plan included underground collectors as well as oil and water separators and on -site storm water retention systems. He said they would be working closely with the City's Public Works Depart- ment to conform with all City standards. Mr. Kirsop closed the public hearing. MR. ORRICO MOVED TO ADOPT THE FINDINGS AND CONCLUSIONS OF THE STAFF REPORT DATED JULY 24, 1986, FOR 86 -31 -SUB, AND RECOMMEND TO THE CITY COUNCIL APPROVAL OF THE APPLICATION SUBJECT TO THE FIVE CONDITIONS LISTED, CHANGING THE WORD "PLAT" IN CONDITION NO. 4 TO "WORKING DRAWINGS ". MR. SOWINSKI SECONDED THE MOTION, WHICH PASSED UNANIMOUSLY. '86 Foster Park, Phase.II' requesting BAR approval of a city park on the east side of 51st Avenue South between South 138th and South 139th Streets. Mr. McKenna mentioned a possible conflict with the appearance of fairness due to his wife's position as a member of the Parks Commission. As there were no objections voiced and due to the necessity of his sitting on the Board to achieve a quorum, Mr. McKenna remained. Ms. Bradshaw summarized the memorandum submitted by the Parks and Recrea- tion Director, pointing out that the field proposed is a small practice field, not intended for use for full games, thereby not requiring as much parking. MCKENNA MOVED TO ACCEPT THE FOSTER PARK PHASE II PARKING IMPROVEMENTS WITH THE FOLLOWING CONDITIONS: 1. THAT THERE BE AT LEAST 15 MINUTES BETWEEN SCHEDULED BASEBALL GAMES; 2. ORRICO SECONDED THE MOTION WHICH PASSED UNANIMOUSLY. 85- 44 -DR: North Hill Office Revisions, Leon Grundstein requesting approval of revisions to exterior elevation plans of office building to be located at 5900 Southcenter Boulevard. Ms. Bradshaw entered the Staff Report into the record and summarized the Findings and Conclusions. Leon Grundstein, 10420 N.E. 37th Circle, Kirkland, WA, entered into the record a revised west elevation with shading to indicate the retaining wall as Exhibit C. He also discussed his preference for either of the proposed color combinations. Mr. Sowinski inquired about the reflectivity of the glass. MR. ORRICO MOVED TO ADOPT THE FINDINGS AND CONCLUSIONS AS PRESENTED IN THE STAFF REPORT WITH AN ADDITIONAL CONCLUSION THAT THE VIEW OF THE WEST ELEVA- TION IS SUFFICIENTLY SCREENED BY THE HILLSIDE AS SHOWN IN EXHIBIT C AND ADDED THE CONDITION THAT THE GLASS BE LIMITED TO 20% MAXIMUM REFLECTIVITY. MR. SOWINSKI SECONDED THE MOTION WHICH PASSED UNANIMOUSLY. 86- 13 -DR: Segale Business Park, requesting design review of remote drive - up teller facility for proposed office bank building in southeast corner of intersection of S. 180th and Andover Park West. Mr. Beeler summarized the Staff Report and entered into the record a letter dated 07/24/86 from Ann Nichols (and a revised site plan), as Exhibit "E" of the Staff Report. MR. SOWINSKI MOVED TO APPROVE THE REQUEST BASED ON THE FINDINGS AND CONCLU- SIONS PRESENTED IN THE STAFF REPORT. MR. ORRICO SECONDED THE MOTION WHICH PASSED UNANIMOUSLY. Planning Commission Meeting of June 26, 1986 Meeting Minutes Page 3 Mr. Collins stated that there was no way to legally approve a readerboard in addition to the existing size of the sign. MR. KIRSOP MOVED TO ACCEPT THE AREA OF THE EXISTING SIGN AS 119 SQUARE FEET, TO CONSIDER THE BUILDING HEIGHT AS 35 FEET, AND, THUS, ALLOW THE SIGN TO REMAIN AS IT STANDS, HOWEVER, NO ADDITIONAL READERBOARD WOULD BE PERMITTED. MR. ORRICO SECONDED THE MOTION. The motion was defeated by a vote of 1 to 4. MR. MCKENNA MOVED THAT BASED ON THE STAFF'S FINDINGS AND CONCLUSIONS, THE SIGN BE PERMITTED TO REMAIN AT ITS CURRENT HEIGHT AND THAT CONCLUSION #4 BE CHANGED TO STATE THAT THE PERMIT HAD BEEN ISSUED BY THE BUILDING OFFICIAL IN ERROR. MR. ORRICO SECONDED THE MOTION, WHICH PASSED UNANIMOUSLY. PUBLIC MEETINGS A. 86- 25 -DR: Moody Bloomquist, requesting BAR approval of a pro- fessional office building located on Lot 1, Tukwila Short Plat #80 -36, Interurban Avenue South and 57th Avenue South. Ms. Bradshaw summarized the staff report, eliminating Exhibit A, which had not been included in the staff report. Judith Stoloff, 13975 Interurban Avenue South, Tukwila, WA, stated her agreement with all of the staff's recommendations. Nancy O'Brien, Mithun Bowman Emrich Group, 2000 112th NE, Bellevue, WA, presented samples of glass and proposed color scheme, which were entered into the record. MR. ORRICO MOVED TO ADOPT THE FINDINGS AND CONCLUSIONS AS PRESENTED IN THE STAFF REPORT AND APPROVED THE REQUEST SUBJECT TO CONDITIONS 1, 2, AND 4 OF THE STAFF REPORT AND THE COMPLETION OF A BOUNDARY LINE ADJUSTMENT. MR. SOWINSKI SECONDED THE MOTION, WHICH PASSED UNANIMOUSLY. B. 86- 23 -DR: Foster Park, requesting BAR approval of a City Park located on the east side of 51st Avenue South between South 138th and South 139th Streets. Ms. Bradshaw summarized the staff report and added as Exhibit D a map of the area. Jay Stillmaster, 1329 - 51st Avenue South, Seattle, WA, stated his concern with the adequacy of the parking for the proposal, but that he was in favor of the development of the park. Mr. Knudson asked about the number of stalls currently developed. Ms. Bradshaw stated that currently there were 25 stalls and pointed out that with the additional parking planned for the site and off - street parking the total would be 76. Mr. Stilimaster suggested that South 139th Street could be vacated for additional parking. MR. KIRSOP MOVED TO CONTINUE ACTION ON THE ITEM TO THE NEXT MEETING TO ALLOW TIME TO OBTAIN ADDITIONAL INFORMATION ON THE PARKING PLAN. MR. SOWINSKI SECONDED THE MOTION, WHICH PASSED UNANIMOUSLY. C. 86- 22 -DR: United Homes, requesting BAR approval of a manufactured home display and sales center at the northeast corner of Interurban Avenue South and Southcenter Boulevard. Mr. McKenna removed himself from acting on this item and left the council chambers. Ms. Bradshaw summarized the staff report and presented additional infor- mation provided by the proponent concerning colors, lighting, fencing, decking and window treatment. Mr. Knudson asked about the landscape requirements. Mr. Collins indicated that the proponent had requested a residential setting for his sales lot. Mr. Collins entered a letter received from John C. Radovich into the record as Exhibit E. He also stated that the river environment area may need to be improved with landscaping and the dike road, in conjunction with a flood zone control permit. Bruce McCrory, 1810 SW 349th P1, Federal Way, WA, representing the devel- oper, asked about the dike improvement requirements. Mr. Collins stated that King County Surface Water Management may require such. Mr. McCrory explained the proposed landscaping, the site selection process, and the elevations provided as exhibits. He stated that architectural interest is more varied than is presented by the elevations. Mr. Kirsop asked about the movement of the homes in and out of the site and the effects on the landscaping. Mr. McCrory stated that they intended to use potted plants for landscaping in the display area. Mr. Kirsop asked about the ownership of the property. FINDINGS CI T Y OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT 86- 23 -OR: Foster Park Phase II AGENDA ITEM INTRODUCTION The City of Tukwila has budgeted for the development of Phase II of. Foster Park for the summer /fall of 1986. Phase I, on the east side of unimproved College Avenue, consists of an adult baseball diamond, tennis courts, children's play area, historic marker and parking lot. 1. Per Tukwila Municipal Code (TMC) 18.60.030(E), the Board of Architectural Review (BAR) shall review all proposed developments north of I -405 and east of I -5 in all zone districts, excluding single family homes. The BAR shall use the criteria in TMC 18.60.050 in its decision - making. 2. The subject site is a 2+ acre parcel of vacant School Board property which has been leased to the City. The site is bounded by 51st Avenue S., S. 137th Street, S. 139th Street, and College Avenue. 3. The proposed improvements include a youth baseball diamond, small soccer field, sidewalks, irrigation system, small rock wall and landscaping. The current 25 car parking lot located in Phase I would be increased to an approximate 55 stall parking lot. One way access to the parking lot from 53rd Avenue to 138th Street would be established. Improvements for off - street parking will be made along S. 139th Street and 51st Avenue S. 4. A ten and four foot high chain link fence will encircle the playfield and con- tinue along the top of the rock wall on the S. 138th Street side. The 12 foot high chain link backstop will be in the northwest corner in front of two bleacher stands on either side. Two typical dugouts with benches will also be located in this area. A pathway is proposed along the north end of the site, leading to the parking lot in the Phase I development. Half a dozen large cot- tonwoods are existing on either side of the proposed pathway in the northeast corner of the site. Two of the cottonwoods will probably be removed to accom - modate egress from the parking lot. 5. VanDusen, Mayor MEMORANDUM CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT 86- 23 -DR: Foster Park, Phase II AGENDA ITEM INTRODUCTION The City of Tukwila has budgeted for the development of Phase II of Foster Park for the summer /fall of 1986. Phase I, on the east side of unimproved College Avenue, consists of an adult baseball diamond, tennis courts, children's play area, historic marker and parking lot. FINDINGS 1. Per Tukwila Municipal Code (TMC) 18.60.030(E), the Board of Architectural Review (BAR) shall review all proposed developments north of I -405 and east of I -5 in all zone districts, excluding single family homes. The BAR shall use the criteria in TMC 18.60.050 in its decision - making. 2. The subject site is a 2+ acre parcel of vacant School Board property which has been leased to the City. The site is bounded by 51st Avenue S., S. 137th Street, S. 139th Street, and College Avenue. 3. The proposed improvements include a youth baseball diamond, small soccer field, sidewalks, irrigation system, small rock wall and landscaping. The current 25 car parking lot located in Phase I would be increased to an approximate 55 stall parking lot. One way access to the parking lot from 53rd Avenue to 138th Street would be established. Improvements for off - street parking will be made along S. 139th Street and 51st Avenue S. 4. A ten and four foot high chain link fence will encircle the playfield and con- tinue along the top of the rock wall on the S. 138th Street side. The 12 foot high chain link backstop will be in the northwest corner in front of two bleacher stands on either side. Two typical dugouts with benches will also be located in this area. A pathway is proposed along the north end of the site, leading to the parking lot in the Phase I development. Half a dozen large cot- tonwoods are existing on either side of the proposed pathway in the northeast corner of the site. Two of the cottonwoods will probably be removed to accom- modate egress from the parking lot. 5. The property is zoned R -1 -20.00 Single Family Residential and a Determination of Nonsignificance was issued on June 10, 1986 on the proposal. 86- 23 -DR: Foster Park, ;e II June 26, 1986 Page 2 CONCLUSIONS Criteria 18.60.050(1) Relationship of Structure to Site. Sidewalks around the perimeter of the site and several pathways leading to the lower field provide adequate pedestrian circulation on the site. Criteria 18.60.050(2) Relationship of Structure and Site to Adjoining Area. The vehicular circulation pattern will be changed from entering and exiting on 53rd Avenue S. to ingress on 53rd and egress on S. 137th street. The King County Building and Land Development Department will require the improvement of S. 138th Streets and 51st Avenue S. A minimum ten foot traffic lane and parking lane will be made along two sides. Pedestrians will have access on all four sides. Landscape transition has not been provided on the site. Currently the lower park is enclosed on the south and east side by mature poplars. A continuation of this linear type of street tree would be appropriate in tying the two parks together, providing transition from street to park, and creating shade. Criteria 18.60.050(3) Landscape and Site Treatment. The site grading will maintain the slopes on the north end of the site which will act as a separator between 137th Street and the playfield and maintain the topography of the area. The grades of walkways will not exceed 12 percent. The existing line of poplars on 138th could be enhanced with the extension of a similar type of street tree. Criteria 18.60.050(4) Building Design. No buildings are proposed for the site. Criteria 18.60.050(5) Miscellaneous Structures and Street Furniture. Lighting has not been proposed for the site because the playfields are not lit and use is intended to be exclusively daytime. RECOMMENDATION The staff recommends that the BAR adopt the Findings and Conclusions of the staff report dated June 26, 1986 and approve the application subject to the following condition: 1. Install columnar street tree similar in form to the poplar approximately 30 feet on center, a minimum 2" caliper.
