Council President Stoknes called the Tukwila City Council
Committee of the Whole Meeting to order at 7:06 Q.M.

Adele Scott, 13020 34th, stated she would like to speak regarding
zoning for the Cascade View annexation area. She stated she
had contacted many residents in the annexation area and they have
come to this meeting.
It was the consensus of the City Councilmembers to have Ms. Scott
read the prepared letter, although a public hearing on the
zoning and annexation will be held on September 11 and October 16
after the Council has made the decision on accepting the
annexation petition.
Ms. Scott read a letter addressing the City Council and members
of the Task Force to zone the annexation area as single family
residential. She stated she has 117 signatures of citizens in
the area who have requested this zoning. She asked that the
Council review the Planning Commission recommendation.
Councilmember Robertson stated the Council has the Planning
Commission recommendation but the City Council will make the
decision as to whether or not they will accept the annexation
petition. This will be the purpose of the public hearings. Their
study of the issue has just started.
Council President Stoknes stated the Councilmembers will meet
prior to the public hearing and tour the annexation area so they
will be able make a decision.
MOVED BY ROBERTSON, SECONDED BY DUFFIE, THAT THE CASCADE VIEW
ANNEXATION BE DISCUSSED AT THIS TIME. MOTION CARRIED.
Rick Beeler, Planning Director, presented background information
on the Cascade View annexation area. He presented the fiscal
impact analysis revisions. He stated public hearings would be
held on September 11 and October 16. A pre- annexation package
will be available to City Councilmembers on September 7 or
earlier.
Mayor Van Dusen stated the City has learned much from the prior
annexations. The City wants to serve the area to the best of
its ability and make sure all citizens receive prompt service.
Alan Doerschel, Finance Director, stated in the financial
analysis an attempt has been made to match the costs. Cost
overruns have occurred this has not been the fault of the
annexations but all of the things have added up. Most annexations
do not make money.
Councilmember Hernandez asked for a clarification on the police
calls for service in the area.
Police Chief Waldner stated the figure of 8,000 calls is for
a three month Period. Most of the calls were coming from the
area south of 128th. Chief Waldner stated it would be easier
and less complicated to police the area with one jurisdiction
than it is now with two jurisdictions.
Councilmember Robertsor/i t annexation is accepted there will
be a need for 6 additional police officers plus other personnel.
There should be more emphasis on social work and planning. The
citizens will have to help.

A lady in the audience stated that during the last year block
watches in the annexation area have been increased. The neighbor-
hoods are changing.
A citizen in the audience stated there are increased calls for
police because the people want to get rid of the crime and the
only way to do it is to notify the police so action can be taken.
It was the consensus of the City Councilmembers that a resolution
on whether or not to accept the Cascade View petition for
annexation be on the agenda of the next Regular Meeting of the
Council on September 5, 1989. If the petition is accepted the
public hearings will be held on September 11 and October 16.
Council President Stoknes declared a 5- minute recess.
The Committee of the Whole Meeting was called back to order
by Council President Stoknes with Councilmembers present as
previously listed.
Rebecca Fox, Associate Planner, presented an update on the
City's recycling program. She stated the City received $20,000
grant from King County to set up the recycling program.
Craig Bennet, consultant, presented slides that showed the
results of the recycling program that was started in May 1989.
The glass and metal recyclables stay in the City; the paper
is exported. The next briefing will be in late September or
October. The Council will be asked to select a preferred option
on the recycling program.
Councilmember Moriwaki urged all citizens to buy recycled
products.
COUNCILMEMBER ROBERTSON LEFT THE MEETING AT 9:10 P.M.
Ross Earnst, Public Works Director, presented an update on the
Surface Water Utility. It is proposed to charge properties
by categories of impervious surface.
Councilmember Hernandez asked how other cities are charging?
Ross Earnst stated that Seattle and King County are charging
an annual fee twice a year or it can be paid at one time as
property tax is done.
Mayor Van Dusen stated a public auction of City surplus will
be held on September 16.
Mayor Van Dusen stated he has received a letter commending the
first aid that was given to an accident victim by Firefighter
Marty Grisham.
Councilmember Hernandez suggested a commendation perhaps in the
form of a resolution should be adopted commending the employees
for the recycling that has been done.
Councilmember Duffie stated he has received complaints from
citizens that sales soliciting is being done in the City.
MOVED BY DUFFIE, SECONDED BY HERNANDEZ, THAT COUNCIL GO INTO
EXECUTIVE SESSION TO CONSIDER POTENTIAL LITIGATION SETTLEMENT.
MOTION CARRIED.
