SHORT SUBDIVISION COMMITTEE
Minutes of the Short Subdivision meeting of June 26, 1986.
The meeting was called to order at 9:40 a.m.
Members present were Brad Collins, Byron Sneva and Laverne Peterson.
Representing staff were Moira Bradshaw and Kathy Stetson.
86- 29 -SS: Gary Bryan
Ms. Bradshaw summarized the staff report and added that the proposed lots
would be nonconforming as to minimum mean lot width.
Gary Bryan, 14410 56th Avenue South, identified the location of each of the
existing houses. He also explained the circumstances surrounding the
issuance of the original building permit.
Mr. Collins stated that the requested subdivision did not meet the minimum
mean lot width, but that the situation of two houses existing on one lot of
record, was also non conforming.
Mr. Sneva stated his concern is the case of remodeling or obtaining a
mortgage with a nonconforming lot.
Gordon Pathman, John Ewing and Associates, 622 S. Central, stated that he
spoke with someone from the Planning Department who indicated that the pro-
posed lot would conform if two thirds of lot width met the minimum.
Mr. Peterson asked about the access from the street.
MR. SNEVA MOVED TO APPROVE THE SHORT SUBDIVISION AS PRESENTED.
Mr. Crawley arrived at 9:50 a.m.
Mr. Collins reviewed the proposal for Mr. Crawley's benefit.
Mr. Crawley questioned the authority of the Short Subdivision Committee to
grant a subdivision which did not meet a zoning code requirement.
MR. COLLINS MOVED TO AMEND MOTION ON THE FLOOR SUBJECT TO REVIEW BY THE
CITY ATTORNEY OF THE AUTHORITY OF THE SHORT SUBDIVISION COMMITTEE TO GRANT
A NONCONFORMING REQUEST.

MR. CRAWLEY SECONDED THE MOTION AMENDMENT AND IT PASSED UNANIMOUSLY.
Mr..Pathman questioned the timeframe for a final decision. Ms. Bradshaw
indicated that she would probably be able to let him know before the middle
of next week.
Mr. Collins requested a short recess to review the minutes of the previous
meeting.
MR. SNEVA MOVED TO ACCEPT THE MINUTES AS PRESENTED. -
Mr. Sneva questioned the need for formal adoption of minutes.
The motion died for lack of a second.
MR. SNEVA MOVED TO ADJOURN THE MEETING.
MR. CRAWLEY SECONDED THE MOTION, WHICH PASSED UNANIMOUSLY.
The meeting adjourned at 9:55 am.

The applicant is requesting approval of a short plat of lot 8 Block 5, Hillman's
Seattle Garden tract into Lots 1 and 2 as shown on the surveyor's certificate.
Lot 8 is currently developed with two single family homes. 14410 and 14416 56th
Avenue S., built in 1969 and prior to 1960, respectively. The property is zoned
R -1 -7.2 Single Family Residential.
The proposed new boundary line will create a line approximately down the center of
the existing lot to separate the two structures.
Proposed Lots 1 and 2 would meet the minimum lot size requirement of 7,200 square
feet. Lot 1 measures 11,302.6 square feet and Lot 2 measures 8,466.4 square feet.
The side yard setbacks created by the new lot line will range form 6.8 feet to
9.7 feet, which satisfies the side yard requirement of 10 percent of lot width.
Storm, sewer and water lines are existing in 56th Avenue S.
Staff recommends that the Short Subdivision Committee approve Short Plat 86- 29 -SS.
