Tukwila, WA 98188 Dear Jerry: July 1, 1986 The Board of Architectural Review (BAR) approved at their June 26, 1986 meeting, the proposed design of the development at Maule Avenue and S. 143rd Street with the following conditions to be submitted and approved by staff: 1, Revise site plan to show minimum landscape area on Maule Avenue of 12 feet 6 inches. 2. Provide a lawn ground cover in the landscape area. 3. Revise landscape plan to show a 6 foot high cedar, a distance of 30 feet on center, and incorporate existing mature trees into plan. Per TMC 18.90.030, any person aggrieved by the decision of the BAR, may appeal that decision to the City Council. The appeal shall be made in writing to the City Clerk within ten days of the BAR decision as stated above and shall state the reasons for the appeal. MR. KIRSOP SECONDED THE MOTION. Ms. Bradshaw requested clarification of the landscape requirements to be shown. Mr. Orrico amended his motion to read: SUBMISSION OF A REVISED LANDSCAPE PLAN AND TO INCLUDE ONLY NATURAL LANDSCAPE MATERIALS IN DISPLAY AREA. THE MOTION PASSED UNANIMOUSLY. Mr. Knudson removed himself from acting on this item. Mr. Kirsop assumed the chairmanship and Mr. McKenna re- entered the room. Ms. Bradshaw summarized the staff report. Gerry Knudson, $4212 S. 143rd Pl, Tukwila, WA, owner of the property, offered an apology for the condition of the storage yard and requested a 5 -foot setback along Maule Avenue due to the temporary nature of the pro- posed fence and the distance from Interurban Avenue. Mr. Orrico asked about the landscaping plan and whether staff had any objections to granting Mr. Knudson's request for a 5 -foot setback. Ms. Bradshaw stated that the requirements of the TMC defined front and side yard setback requirements as well as landscape requirements; setbacks are 25 feet front yard, 12i feet side yard and 15 feet for front yard land- scaping. MR. CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT AGENDA ITEM 86- 30 -DR: Green River Construction Company INTRODUCTION Green River Construction Company is proposing to fence and screen an existing contractor's storage yard. The site is located within the Interurban Special Review District and the BAR review area. FINDINGS 1. Per Tukwila Municipal Code (TMC) 18.60.050(2)(E), any development north of I -405 and east of I -5 and any development within the Interurban Special Review Area as defined in 18.60.060(2) shall be subject to BAR review and approval. The BAR shall use the guidelines of TMC 18.60.050 and 18.60.060(4) in its decision making. 2. The applicant operates a contractor's storage yard, which per TMC 18.40.020, is subject to the screening requirements of TMC 18.52. 3. TMC 18.52.040(2) stipulates that outside storage shall be screened from abutting streets and from adjacent properties. Such screens shall be a mini- mum of eight feet high and not less than 60% of the height of the material stored. 4. Because the screen is over six feet in height and must receive a building per- mit, the fence is classified as a structure. 5. The subject site is in an M -1 district and is a corner lot bounded by Maule Avenue and S. 143rd Street. The front yard setback on 143rd Street is 25 feet; half this requirement (12.5 feet) is required on second front yards. 6. The landscape requirements for the M -1 zone stipulate 15 feet of front yard landscaping. In the case of landscaping on corner lots, the setback require- ment prevails. 7. The applicant has proposed an eight foot high chain link fence with cedar slats. Setback 5 feet from Maule Avenue and 25 feet from S. 143rd Street. 8. Four to five foot tall cedar trees at approximately thirty feet on center are shown in a five foot wide landscape area along the Maule Avenue property line and along S. 143rd Street. The required landscaping on the site is 15 feet on S. 143rd and 12.5 feet on Maule, therefore, the fence should be set behind the required landscape areas. The applicant may wish to decrease the area on S. 143rd Street from 25 feet to 15 feet, which would be acceptable. Criteria 18.60.050(2) Relationship of Structure to Adjoining Area. Current access to the site is on S. 143rd Street, which would be maintained at two points along the fence line. No fence is shown on the east side where the applicant has indicated a fence is existing. Criteria 18.60.050(3) Landscape and Site Treatment. The proposed cedars would be effective in winter and summer. The type of cedar tree to be used will be required prior to final approval. The ground cover used in the landscape areas on Maule Avenue and S. 143rd Street should be specified. Most varieties of cedar will require a minimum height of six feet to be effective and because of the shape can be spaced at 30 feet on center. The landscape area on Maule Avenue will be required to be increased to twelve feet six inches in depth. Several mature trees appear to be existing on the Maule Avenue side. These trees should be incorporated into the proposed landscape plan. Criteria 18.60.050(4) (A) Proposed development design should be sensitive to the natural amenities of the area; (B) Proposed development use should demonstrate due regard for the use and enjoyment of public recreational areas and facilities; (C) Proposed development should provide for safe and convenient on -site pedestrian circulation; (D) Proposed property use should be compatible with neighboring uses and complementary to the district in which it is located; (E) Proposed development should seek to minimize significant adverse environ- mental impacts; (F) Proposed development should demonstrate due regard for significant historical features in the area. The Green River Construction Company has used the site as a storage yard since 1976. The proposed fence and landscaping would create order and improve the appearance of the site. The use is permitted and no pedestrian circulation is anticipated on -site. The fence and landscaping will provide a more sensitive transition bet- ween the existing and planned mix of uses along Interurban Avenue. 86- 30 -DR: Green River Construction Company June 26, 1986 Page 3 RECOMMENDATION The staff recommends that the BAR adopt the Findings and Conclusions of the staff report dated June 26, 1986 and approve the application subject to the following conditions: 1. Revise site plan to show minimum landscape area on Maule Avenue of 12feet 6 inches. 2. Provide a lawn ground cover in the landscape area. 3. Revise landscape plan to show a 6 foot high cedar, a distance of 30 feet on center, and incorporate existing mature trees into plan.
